My point is simply that we have elections this fall that are going to decide the political future of this Parish and State for the next decade. There are some very young and dangerous people running for some very key positions of power. These elections will shape Cenla forever. I'm tired of reading about crap that has nothing to do with anything important when our future hangs in the balance.

The frightened elitiest who said "there are some very young and dangerous people running" is the kind of person who does not want the voters to decide who is best to represent them. Anyone interested in running should be encouraged to qualify and campaign. The voters of Rapides parish especially District 25 can make good, sound decisions on whom to vote for in October. I don't fear youthfulness as much as the good ole (incompetent Police Chief appointed by John K. Snyder) boy network. Attorney John Flynn will NOT decide whom will be Sheriff or State Representative.

City of Alexandria Sued

The City of Alexandria is being sued in a class action lawsuit filed by Shreveport attorney Larry English.
The suit claims the city has over charged its rate payers for utility costs.

The lawsuit claims “...the City has over charged plaintiffs and class members on their utility accounts for a period of time dating from 1997 to the present.”

One note, English you may recall is the attorney for Bridgette Brown.

Brown a local attorney was removed from the Cleco lawsuit by city administration.

The Cleco case is in mediation and last word has not publicly taken any steps forward.

We'll have more on this story as it develops and have been in contact with the Mayor's office for a response but have not heard back yet.

Is it suprising that the COA is being sued? There have been so many deals, bad legal advise, so much lack of knowledge of contract law that it is amazing the city is not sued every day. Roy will have his hands full solving tghe numerous problems created by purchasing, finance and legal.

This is probably just the first of many.

From what I understand, the Alexandria Utility bills are
total = fuel + maintenance + distribution + profit
where Cleco seems to charge fuel and derive a profit out of that, which covers maintenance, distribution and profit. What Cleco charges for fuel is about the same amount that the City charges as a "Fuel Surcharge" - so either a) the City if very inefficient in management of their utility distribution, b) they are getting a very bad deal from Cleco or c) they are deriving huge profits from utility sales. If the law suit has merit, then the question is who was ultimately overcharging - the City, or Cleco or both. I wonder what this does to the City v Cleco suit if anything.

Oh, and to Aymond basher No. 348329 - does it ever get boring? Looks like you are trying to push the SAME buttons EVERY time, can't you come up with something new? I don't know, maybe he's going bald or has bad breath or I don't know. Listening to the same tirades from you over and over, I'm starting to feel sorry for the guy. Not what you wanted, right?

Oh how wrong you are! Do you "understand" after adequate research into the subject or is it simply what you have "heard" and accepted as fact.

Cleco's rates are available on their website; the City's rates are available online at www.municode.com. If you research both rate structures you will find that both utilities charge for energy usage with a fuel cost adjustment added to this base rate. A quick comparison of both rates finds them very similar in cost and structure. No utility, Cleco included, operates solely on "fuel surcharge". Your statements are ill-informed, your assumptions incorrect, and your overly point completely invalid.

In the future please refrain from such reckless statements without proper investigation.

OK, so let's try again - guess I should have been a little more accurate and not use fuel and fuel surcharge interchangeably, my mistake.
From your information the following seems to hold true:
Both Cleco and the city make their rates up by adding fuel + maintenance + distribution + profit. As needed there is a fuel cost surcharge depending on fuel price on either side.
Cleco sells Energy at about half the rate of what the City of Alexandria charges (City 0.072 / Cleco 0.039). I used the lowest rate for the city and the highest for Cleco. The fuel surcharge for the City, last I talked to someone with City Utilities, was around .07 cents, while Cleco at the same time charged me .075 total, which would be their base rate of .039 plus about .036 in various surcharges (they don't give me an itemized bill).
That tells me that what the city charges for fuel surcharge alone is enough for Cleco to provide me with electricity, maintain their crap, buy fuel at a higher price and make a profit. If the city does not profit off the fuel surcharge (since that would be illegal), they are getting a bad deal when buying additional energy.
Maybe someone needs to cross the river and learn something from the Cleco boys.

Apparently you failed reading comprehension in grade school. These City's base rate includes $0.03/kwh for fuel; any fuel charge above $0.03/kwh is added to the bill.

The best comparison is aggregate cost: take all the electric charges on your City bill, add them together, and divide by the kwh's consumed then do the same for a Cleco bill. You will see that the total, delivered cost at your meter is almost identical.

Can any of you actually read??? The City Code says 14.1cents for the first 25kwh and then 8.6 cents for the rest. However, they also take the fuel used at Hunter (what a joke) and add in ENERGY purchased from third parties. Alex buys from Cleco (which they could stop anytime they wanted to)and from LEPA and someone else. (IS this all ENERGY as required by the Code to be the only thing in fuel?) If the total of all the energy and fuel divided by the kwh used is more than 3 cents per kwh, then they add 1.1 cents for each 1 cent over 3.0. Why add the .1 cent? are they making 10%profit on the fuel in excess of 3.0 cents!!?? The code also says there is a true up at the end of each year to equalize the amount collected for fuel and the amount paid for fuel. Seems like if they are collecting 10% extra, Alex customers should get a credit on a bill once a year for this true-up. Personally, in many many years as a customer, I ain't never seen a credit for overcollection of fuel. So where's the money? Interesting Roy was quick to say the suit is without merit. How does he know?? Based on past city lack of performance, there is no way he has any clue. Since he ain't the attorney, but now the mayor, he could get in big trouble quickly by making statements that are later potentially false. Why not just say, we will look into it and if we owe, we will pay. He now stands the risk of having lied while acting as a public official - but then again, this is Louisiana. I LOVE IT!!

Actually the city code says 7.2 for every kwh at the top tier level. It is correct that lower tiers are even more expensive. Cleco charges lower rates than what was posted during high consumption months.
Anonymous whatever seems to be correct about the city adding a 10% profit to the energy cost adjustment.

In addition, all kwh rates will be increased or decreased for each subsequent fiscal year by an amount equal to the annual adjustment. The annual adjustment shall be equal to the sum of the actual costs of fuel and the energy portion of purchased power less the amount billed to customers for recovery of such costs for each fiscal year ending April 30, with such sum divided by total metered sales for such time period.

I am confused about this whole "making a profit" issue. Do you think Cleco, Enertgy, are any of the hundreds of electric utilties operate at a break even? Please!!!!! Without "profit" there would be no money to reinvest to keep your lights on.

NEW YORK — A vice president of Louisiana-based utility owner, Cleco Corp., exercised options on 12,400 shares on Monday, according to a document filed with the Securities and Exchange Commission on Tuesday.

In a Form 4 filed with the SEC, Keith D. Crump said he exercised the options Tuesday for between $16.13 and $21.58 apiece. He sold the shares the same day for $28.41 each.

Insiders file Form 4s with the SEC to report transactions in their companies' shares. Open market purchases and sales must be reported within two business days of the transaction.

Cleco is based in Pineville, La.

Gun Ban Proposal To Be Considered In Louisiana Committee!

On Wednesday, May 30 at 9:30 AM in HCR-6, the House Administration of Criminal Justice Committee will consider HB 869, a bill that would establish far-reaching restrictions on semi-automatic firearms (dubbing them “assault weapons”) and ammunition magazines. It would target every firearm modified to conform with the now-extinct Clinton Gun-Ban plus many other semi-automatic firearms that have no lineage to those rifles or any military-style orientation whatsoever.



HB 869 would also require current owners of such firearms to register their firearms with the State Police, obtain and renew a license annually to keep them, restrict how and where they may be used or transported, and allow the State Police to inspect private homes for compliance.



Please make plans to attend Wednesday's hearing to sign up in opposition to HB 869, and please contact the committee members below and urge them to vote "NO" on HB 869:

1. Legislation cannot preclude your US constitutional right to be free from unlawful search and seizure.
2. Ownership of your guns helps to ensure that right.

Automatic weapons are not weapons of choice for hunters or for personal protection by law abiding citizens. I have a family of avid hunters and gun owners. Not one of them has the kind of guns the legislation would ban. These are weapons used by gangs and drug dealers to gun down each other, innocent bystanders or police officers. Everyone knows the cops are outgunned in many situations. Just because you are strong proponent of the constitutional right to bear arms, doesn't mean that you should oppose ALL gun control measures. Use common sense. I support HB 869.

From what i know they are not talking about buying the big island. the old baseball complex has very few trees, is not used except for a few practices. they are talking about building more fields down where diamond #1 and the empty field next to it. i really dont see what the big deal is. the big island sale i would have a big problem with, but i dont believe it is part of the cabrini deal.

However, private ownership of fully automatic weapons is legal and, though of no interest to me, is a right tht citizens can, if desired, exercise.

Cops are outgunned because cops desire to be outgunned. There are weapons - both sidearm and long rifle - to properly arm our police force. It is an awareness when "special tactical units" of the military refuse to use the 9mm and carry the .45. I have a family of drivers and I strongly disagree with the manufacture and selling of those "bread box" looking things that are driven on public roadways. The things appear to be nothing but death traps in addition to visual polution (beauty is in the eye of the beholder.)

However, they are legal to buy, legal to own and legal to drive on the public highways and biways.

Can you folks not visualize a block by block, house to house search of your homes? From the Carter Administration there has been a realization that "state spnsored terrorism" posed the next great military and security challenge to he United States due to the fact that acts of violence and coercion could be mounted from countries that were sympathetic with the ideals of the perpetrators of violence without being held accountable as a nation by simply stating that terrorist groups were outlaw forces operating out of their county while insisiting on sovereignty of their borders. Even the UN has had to shrug off incidents that originated from countries as outlaw acts of terrorist individuals while having no solutions for the resulting violence. The UN works as a mediator between disputing nations as those nations will be bound by UN agreements but is totally impotent vis-a-vis globally operating terrorist organizations.
Up to the point that President Bush acted in Afghanistan and Iraq, confronting terrorism was like grabbing an eel with chopsticks. To those pacifists that disagree with current tactics and operations, at the very least answer the question, will our enemies contemplate their counties annihilation from the sky in retaliation for violence initiated by them?? What you see is a holding pattern in the battle of Iraq leading up to the battle of Iran, whether it be resolved diplomatically or militarily, therefore, you will not see an all out effort to prevail in Iraq as the natural conclusion would be an exit, thereby losing the advantage of the flank we now hold. As to the generals dissent, they are the generals, not the commander-in-chief nor the president whom decides national policy and strategy. While they are free to voice their difference of opinion, the final decison lies with the president and all in the military chain of command are subservient to him whether they agree or not. In most other countries, their fate would be a nineteen cent cartridge to the brain. We, of course, allow the dissenters to live in their glory or shame, which ever way the dice tumble. There was a major paradigm shift at the conclusion of the cold war whereby we entered a period of proxy confrontation. Do your research, then tell me about it.

You are trying to mix emotions to balance the cold, hard, fact that decisions have to be made in national strategy. While every casualty is an invaluable loss of potential and greatly missed by family, one must understand that those people gave their lives so that you and I have the life and liberty that they so valued that they gave their lives.
The fact that Iraq is in a holding pattern in no way negates the sacrifice of our troops but gives an even greater foundation for success as we negotiate with the Iranians to end their nuclear proliferation by diplomacy or force and the willingness of our people to make the ultimate sacrifice is testament of our public will. I would say you would do our fallen soldiers a great disrespect to retreat, leaving the down payment in blood that they gave to be squandered in a less secure world. I take it seriously as you should think about a little more deeply before making slanderous remarks. Why don't you visit those soldiers families and ask them what course our nation should take?

I believe it has to do w/maintenance however... this is done on a somewhat regular basis.

A few weeks ago, the fire hydrants'flow was being checked for our fire rating. I noticed some brown water, and called and was so informed by the water department. Additionally, hydrants are also opened to clear the waterlines, especially to help clean out dead-end lines. I thinks that maybe opening such hydrants may also be part of peiodic fire drills.

Godard's main problem is that she cannot understand the basics of the media and the service it provides to the area it reaches. As news director she should know that the aim of local news broadcasts is to fill in the public with accurate stories that focus on local problems and events. These stories then lead to more viewers which in turn leads to ad revenue. From what I have seen of Godard she understands none of this.

The best example is the Edwin Edwards post she made recently. Does she honestly think she is so important that Edwards reads her blog from jail? Does she even believe she rates the attention of Edwards who would easily invite an interview from a Baton Rouge station? I find it absurd that she cannot figure out her role in the media nor deduce that she is not of the level of importance she believes herself to be. Her hubris shows how out of touch she is with the world at large. Requesting, no BEGGING, an interview with a former governor who is imprisoned at this time shows a lack of moral tact and I agree on other posters belief in the onset of delusion in Michele's case. No professional journalist begs for an interview on a third rate blog and no real journalist refuses to cover a major story because she lacks simple reading comprehension. The best she can do is hope someone above her is owed a favor. She can't get the interview on her own if she tried. That'd take actual work. You know, the kind that reporters she cuts would do.

KALB seriously needs to examine her role and either remove her from staff or drop her from role of news director. So far our local broadcasts are mostly filler with fluff pieces that have no bearing on the average citizen of this area. On top of this, Godard's blog shows that she cannot report on the news nor investigate ledes with any accuracy or thought. I would believe she spends most of her time looking up tomorrows recipes for Jambalaya instead of focusing on the real issues of Alexandria.

The further question is: What do you expect from the local media when it oftentimes cannot get the facts straight and is led by a woman who cares more about her hair than news. Primping does not make you look intelligent, Michele, no matter how much you prepared for your videoblogs. Hell, you had to get outsiders to give you questions instead of thinking that up yourself. I did that on a daily basis without anyone elses help.

PJ's had been for sale for 9 months. We had someone looking at it in the last month. We did not proclaim our "drop dead" date in order to make a smooth transistion for the new owners. They backed off thinking I'd drop the price. Pulled the plug.

There is no difficult time to consider. Due to Sarah and our move (we sold our home and moved to a much larger house) and all the other items that make up my list, we decided to get out of the cafe and allow me to pursue things more inclined to me.

I beg to differ, Godard is hurting us, by not fulfilling her duties as a news director and seeing to it that we stay informed. Personal attacks are not appropriate, attacks on her job performance are valid. Anything that we can say or do to get better news reporting is fair game.

Personal attacks - like she is a bubble head or other comments about her gender or former husband - are not called for - that I will agree with. However, she is doing us a disservice by NOT PERFORMING HER JOB. First and foremost as a news director. Second as a female executive, she is fueling the fire that women can't make hard core decisions.

Perhaps she or KALB has given into the Roy administration just as it was rumored Cenla Broadcasting did when a certain DJ was taken off the air and perhaps could explain why Billy Gunn is no longer on City Council duty.

Michelle Goddard and KALB are a joke. If you do not know that then you haven't lived here long. In the 50's when Willard Kolb owned KALB and lived in Alexandria it was a top notch station. After Kolb died it began it's decline to what it is today, simply a profit center for some large organization.

Ditto for The Town Talk. When owned by the wife of Joe. D. Smith and run by Smith the TT was top notch. Smith son took less of an interest than dad. Paper started down then and now is a profit center for Gannet.

Profit Center = hire the cheapest employees who cannot get a job anywhere else.

We disagree. I think Michele has an obligation and a duty but not to us. to her employer. KALB is obviously satisfied with her performance, her professionalism, her output, and her "change the channel" attitude. I have taken her advice. I am tired of announcers who don't speak English or have an understanding of the info they are reading and I am tired of going to their web site and being constantly attacked by that fucking ford dealership spot. We need to accept Michele's challenge and live without them.

Wonder if he is also going to do any investigating WHY the DA has not taken any action on a file he has on his desk involving a LOCAL city alderman. Wonder if the fact that one of his employees is also an alderman for the same town? Wonder why he would not send the file to the Atty Gen on that one????? Wonder what part that towns Mayor has had in helping this alderman (who is not a big fan of the Mayor) out in hopes that he will run for a parish office and allow that Mayor to select a more 'friendly " replacement. Anyone who read the insider trading reports on Cleco knows that nine executives sold more stock in a two week period than had been legitimately sold in two years combined. The woman embarrassed herself and her news station by completely misreporting the story and saying it wasn't news. She also proved she doesn't know how to investigate news. The K in kilobits doesn't mean the same thing as the K in finance, and Godard never corrected or explained herself. She cited a bunch of documents and never even read them herself.

She needs to be fired.

if you could read the documents, you would see the stock options have been regularly given out over years. Anyone with an ounce of business knowledge knows options are a routine part of pay packages for virtually all corporate executives. It's business 101.

Listen Cleco damage control, this isn't going to go away by insulting the few people who actually know the difference between employees being given stock options and employees all cashing out their options in a two week period.

I know more than enough about Business 101. I have a Masters in Business Administration.

Anyone who looks at the history of insider transactions at Cleco during the past two years knows that this is suspicious, and instead of calling people idiots, you should be explaining why your executives all suddenly felt the need to sell huge portions of their Cleco stock portfolio.

Tell your shareholders why this happened. They deserve the truth.

I think the shareholders should know the specifics of why you are your brood are selling stock left and right. What do you obviously have to hide and why are you so afraid? There is a substantial amount of transactions (up to 70 percent of some peoples Cleco stock) that are being dumped left and right.

It doesn't take a Business 101 class to see that you guys are having problems. In fact, the dumping of stock only shows your lack of faith in the direction of the company. Are you afraid of an eventual collapse after the public learns about the specifics of the case in court? How about the general distrust the public will have in Cleco after shows the monumental fuckup of insider trading becomes more public.

Good luck with the Enron, Cleco spokesman!

Another observation: Reporter's Notebook, a creation of and for Billy Gunn, was again Gunn-free and attributed to "Town Talk Staff". Folks keep hinting and suggesting reasons for Gunn's absence but we don't have any real answers.

What is happening to Billy Gunn, where is he, and will he be back?

Disagreements between a mayor and a reporter are seldom a result of the reporter saying nice things about the mayor. It usually means that the reporter figured out and disclosed information that the mayor might find politically unfavorable. Roy has hired at least two people whose job is to paint him pretty. With Roy's apparent ego, it ain't easy. Remember that he had a radio personality fired for hurting Roy's feelings about Sam Jam.

Neighbors want to tackle litter problem in Rapides

Picking up an empty bottle here and a cigarette butt there has never been a problem for a group of Rapides Parish residents.
For years they've worked to keep their neighborhoods clean.

Recently, however, it seems they're losing the fight to keep garbage off the streets and out of yards; for each piece of trash they pick up, appliances or broken furniture appear somewhere else.

Especially on the back streets, which judges of the annual Cleanest City contest seldom see. There, litter is getting out of hand.

So, they're regrouping.

The Neighborhood Leaders Network, a grass-roots organization based in Alexandria and formed by residents from across Rapides Parish, has scheduled a public meeting from noon to 1 p.m. on June 26 at the Main Street Community Center at 910 Main St. in Pineville.

There, they'll discuss the establishment of a "litter court."

"We already have a fathering court for fathers who don't pay child support, we have a drug court, we have a traffic court "» so all we want is to root for help to set up a littering court in our parish," said Angelina Iles, president of the group.

Iles has for more than a year been researching and following closely how litter courts work in other parishes, which reduce the litter.

Litter courts work similar to traffic courts whereby a law enforcement officer issues a citation. The court relies heavily on the public to crack down on offenders and report them via a hot line.

As in many parishes, Rapides Parish has an ordinance that authorizes justices of the peace to handle litter cases, so all that's needed is to act on that, she said.

"We've gotten comfortable with the way we live, and gradually we have accepted it. Our society now has accepted neglect," Iles said.

The cities of Monroe and Lafayette as well as Grant and Natchitoches parishes have effective courts, she said.

Chuck Evans, justice of the peace for Grant Parish, has been invited as a guest speaker at the upcoming meeting.

Winnie G. Marshall, of Alexandria and a member of the group, said she hopes needed support can be found here.

"It would instill a sense of pride in people because they would know that the community they live in cares," Marshall said.

The neighbors say a big problem is people who don't pay for garbage pick up and find it convenient to drop refuse in a blighted area or an empty lot, which gradually becomes a dumpster.

Woodrow "Woody" Holmes, a longtime resident of the parish, agrees. He has seen empty lots near his home become a landfill.

"All we ask is to keep it clean. We are tired of it. It's embarrassing to have your family and friends come and visit," Holmes said.

Iles said having a litter court parishwide would address areas more vulnerable to litter, such as neighborhoods out of the city limits.

At the meeting, one topic of discussion will be costs of setting up the court.

Not acting now will eventually cost the communities more because potential businesses and home buyers would stay away from a filthy neighborhood, Marshall said.

Litter also decreases property values for current homeowners, she said.

I just heard that Garbage Trucks are out at the site where the news story had photos this morning. Whoever said that Pineville only responds to media attention was right. Cleaned up within a few hours after the newspaper reported it. Shame our media doesn't report more.

Billy Gunn has supposedly been "promoted" from city hall beat reporter. It's no secret he and roy did not see eye to eye. We now have Tom Bonnette. He is not going to dig for anything. He will not ruffle feathers. And YES, there has been an ad running in the paper. I saw it a few Sundays ago.

KALB news has been come fluff and stuff. They have no news - they are no longer on our side - out in the neighborhoods getting the real story on why things happen.

Delores Brewer has been hired by Tommy David to work for Pan American Engineers. Very interesting to see how this effect his ability to do business with the city of Alex. Even more interesting is that Mrs. Brewer and her blue haired Republican bitty pals are going around saying that she plans to run against Roy when he has to run for reelection.
