We have watched as the media has decided not to relay information on candidates in order to influence the elections. If a repudation is made later, it shows up in the hidden caches of printdom, somewhere between Aunt May's Miracle Constipation Formula Ad's and Carpet's R Us will clean any house for a Buck-forty.
Politics is a thinking man's game. A true American should be able to see through the spin and research on their own. People vote without knowing what they are voting for! Ask someone why they are voting, is it a credible decision? If they vote on economics, do they truly understand theory or just the pocket book?
Am I voting for John McCain and Sarah Palin? Yes. Why? It is not because Obama is a Democrat and not because he is black (Oh my God! someone finally said it!) It is because he hasn't a clue. About what? Where do I start. Joe Biden? You think he is an embarrasement now, just wait.
Mary Landrieu? Been there long enough and has never supported the overall interests of the people of Louisiana just the interests of Mary Landrieu. John Kennedy? Yes, fiscal conservative. Even his own party kept asking "Why are you a Democrat?". I voted for him when he was a Democrat so why not now?

Tomorrow the good folks in Wards 1, 2, and 8 will cast their vote for the oft overlooked office of City marshal. The differences between the two candidates could never be more clear. On one hand we have James Byrd, the incumbent. Byrd has been in poor health as of late, but his physical health has not impaired his ability to carry out the duties of City Marshal with honesty and impartiality.
On the other hand we have T.A. Messina, a man who has a checkered past, and who has shown a complete disregard for the very law he has sworn to uphold. Messina has flaunted this disdain for authority several times during his tenure with APD. His sponsorship of an inmate beer party and his use of public property for a family outing were both widely reported by our local paper. His many citations from Louisiana Department of Wildlife and Fisheries for various violations of Louisiana laws are legend in the APD.
However, his last alleged felony violation was the one that caused APD to encourage him to resign rather than be arrested. T.A. Messina was accused of altering traffic tickets in return for sexual favors from female traffic violators.
This is a man who wants to be in charge of the enforcement of court ordered fines?
An FBI report published in late 2006 named the top 5 most corrupt municipal police forces in Louisiana. Naturally the city of New Orleans was ranked as No. 1. What was surprising is that the city of Alexandria was ranked as No. 2, ahead of both Baton Rouge and Shreveport.
No doubt Mr. Messina played a major role the APD’s ranking. Messina is the poster boy for police corruption in central Louisiana.
If we want to keep corruption out of our courts, keep Messina out of the Marshal's office.
Amen, take heed Alexandria, Marshall Byrd is a very honest man and does a wonderful job. The people who don't like him are the ones who didn't pay their rent and that he had to evict. It is true what the previous reader wrote about Messina.
Another reason to support Marshal Byrd is that his opponent is supported by our tubby little resident racist, Greg Aymond. As we are all well aware, Aymond is the scourge of the legal community in central Louisiana. He practices law out of the back of his brothers plumbing business and eeks out a living filing frivolous lawsuits on behalf of slip and fall fakers and bogus whiplash patients. Aymond has had so many complaints filed against him with the discipline board, his print out is several inches thick. He has been reprimanded for falsifying evidence, and lying in court. Even his blog on local politics is filled with manufactured evidence against those who he has a personal grudge against.
Aymond is a liar of the first order, a crooked lawyer, and a political bottom feeder. Although he denies he still believes in the racist positions of the Ku Klux Klan, the Southern Poverty Law Center maintains an active file on Aymond. He has a lengthy arrest record filled with charges ranging from unlawful assembly to things much more serious.
Aymond is nothing more than a your typical scumbag lawyer, and makes a perfect match with T.A. Messina, Alexandria’s most notorious crooked cop.

What Aymond thinks has not been very important in my life. Perhaps the Bar has sanctions against hate speech, perhaps there is a rule against publishing hateful and insulting diatribes against appellate judges. I don't really know. I only know that is is wrong and should not be tolerated.

Why are the council members so reluctant to allow the city attorney to do his job and collect the money due to the city from the Alexander Fulton? Remember when that Patel guy was in "partnership" with Charle Smith and Monique Metoyer in a bar and Patel was employing councilman Marshall while negotiating with and dealing with the city, and when Patel was "renting" space to Charles Smith's youthful squeeze for her "business enterprise" financed by Charles F. from his endless financial resources as a deputy sheriff. Remember when Smith introduced a sneak ordinance to extend the Patel lease which was ushered by Randolph and negotiated very ably by Albin Provosty for the city and his law parner Brenner Sadler on behalf of Patel? The council depends on our amnesia.
Roys disapproval of the deal involving the hotels is a deliberate effort to STOP anything that MR. BRILLIANT himself (or so he thinks) does not want to see take place. The truth of the matter is that most of the citizens of Alexandria had high hopes for the future of Jaccues Roy. We were ecstatic that we elected a Mayor who seemed to have everything that a successful Mayor should encompass. However, we failed to discover that he had a serious mental illness!
I strongly disagree with the person who claims that Bridgett Brown will "make a lot of noise but settle down before she exposes Myron." Those closest to Bridget, including Myron will tell you that no one can get her to back down, even when it is best for her and for them. She is not capable or simply not willing to use diplomacy to attain her goals. Everything has to be a fight with Bridget. It looks to me like that's what she thrives on. I have heard that on numerous occasions Myron and company have asked her to back off, but that she won't. But I guess she knows where the bodies are buried, because they never distance themselves from her, even when she embarrasses them or works against the cause. If she cannot get control of herself, and I doubt she can, Bridget may be the catalyst for bringing down all of her cronies who have their hands in the cookie jar. But I predict its going to get worse before the breaking point happens and investigations reveal what's really going on. We've seen this in other cities in the state.
It's not too late for Mayor Roy to achieve what he set out to do in Alexandria. In my opinion, he needs to start by getting his own house in order. He has got to get a real chief of staff with previous municipal experience. The one he has now is a joke. Of course, everyone knows why she's there and it certainly ain't to help run the city departments. Second, for goodness sake, hire a utility director already. Third, find a way to end the gridlock with the council without compromising the administration. Diplomacy & communication can go a long way. It can be done. Will it be perfect? No of course not. government never is. We have an unwieldy bunch on the city council, but hey voters put them there and the administration should at least try to work with them on things that it can. Seems prudent for the administration to pick its battles rather than to make everything a battle.

Background
On November 5, 2008, the Town Talk printed a story with the caption, “Alexandria Mayor Jacques Roy and members of the City Council disagree on whether the mayor can order an eviction for the Alexander Fulton Hotel in downtown Alexandria.”
The article also stated “Alexandria’s administration is working to evict the Fulton, formerly the downtown Holiday Inn, from a ground lease because of failure to live up to contract terms, such as unpaid rent, utilities and insurance issues.”
For the record, the Mayor of Alexandria was neither present for the discussion nor did he interview with R.T. Morgan of the Town Talk. The ascription of this to Mayor Roy is 100% false. The Mayor of Alexandria has not disagreed with members of the City Council and cannot explain the statement.
The Council was fully informed by the administration with the action and that it did not require an ordinance and why. Moreover, it was clear to the players the City was not interested in owning and operating a hotel or putting people “out on the street.” The legal process was initiated for fiscal responsibility and accountability—to meet audit requirements and general accounting procedures requirements.
In addition to detailed discussion by the office of the City Attorney with council persons, the Mayor responded to a plea from Council President and NR Group employee, Louis Marshall, and assured Mr. Marshall more than once what the procedures were about and not about. Both the reporting and comments by Council members do not reflect the administration’s position or discussions—not by a long shot. Here’s why: The administration does not believe citizens who are required to pay their bills, even during tough times, expect the City to allow a business not to pay, repeatedly; and, relatedly, if there is no viable lease, the executive function to pursue payment of monies owed to the City is required by law and is not a mere prerogative.
Policy
The City of Alexandria’s administration does not need authorization by the City Council to follow existing law and prudent business practices. The day-to-day management of existing obligations is accorded to the administration as an executive, not legislative, function. This is well-established and familiar to Americans in our separation-of-powers system. Without it, each decision would require notice and conduction of a full Council meeting. If the Council wishes to direct a halt to litigation to recover funds owed to the public, it can direct that in a resolution or ordinance; however, that power is subject to some limitations and did not require an ordinance. It also did not require the direction of the Mayor, and in this case the Mayor was informed of the Finance Director and City Attorney’s position and did not interfere. The Mayor did not direct an eviction as reported by the Town Talk.
The Charter was upheld by the administration, and the suggestion otherwise is erroneous and reckless.
Position Support Flows from the City Charter and State Constitution
The Charter provides that the “council shall provide for an annual independent post audit, and such additional audits as it deems necessary, of the accounts and other evidence of financial transactions of the city, including those of all city divisions, departments, offices or agencies.” Auditors are designated by the council. The City Attorney, after consulting with the auditor empowered by the City Council to audit city functions, along with following the Alexandria City Charter decided to begin the process of default and eviction.
Because of the inaction of NR Group (failing to make payments and comply with the lease on multiple levels), there was no longer a lease in place according to “outside” experts advising the City Attorney, and therefore Everett Hobb’s legal analysis was inapplicable since the City was not negotiating a lease but reacting to the ending of one. The City did not cause NR Group to stop paying its bills and refuse to start again after repeated notices. If a citizen does this, what happens? There was likewise no interference with a new purchase agreement since NR has nothing to convey to Dudley Ventures Development. The City has not interfered with a viable deal. The DVD-NR Group agreement, which was first published in the Town Talk, requires there are no default issues. The City was not involved in that negotiation although the lease agreement does require the City's consent to a new party's assumption and obviously the City would have to advise that the tenant had not paid rent and other considerations and therefor by the tenant's own default the contract was terminated.
The Charter states the mayor shall be the chief executive officer of the city. All executive and administrative authority shall be exercised by and through the mayor except as set forth in this charter. The mayor is directly obligated to see that all laws, provisions of this charter and acts of the council, subject to enforcement by him or by officers subject to his direction and supervision, are faithfully executed.
The Council, on the other hand, controls incurring debt in any manner, abandoning any property owned by the city, conveying or leasing or authorizing the conveyance or lease of any lands or property of the city, amending or repealing any ordinance previously adopted, and authorizing any contract on behalf of the city.
The administration through its fiscal officer, the Finance Director, shall collect and have custody of all monies of the city from whatever source and develop and administer a uniform central accounting system for all city divisions and departments using nationally accepted standards where applicable.
Simply put, NR Group defaulted, leaving the question of whether there is any lease. If there is not, the City owns the entire lodge tower and improvements formerly known as the Holiday Inn. So, why would the City administration allow NR to sell for profit something it does not own? This not only violates the Charter, it violates La.Const. art. VII, § 14, and its requirement that the funds, credit, property, or things of value of the City shall not be loaned, pledged, or donated to or for any person, association, or corporation, public or private, except that the use of public funds or property for programs of social welfare for the aid and support of the needy may be allowed if for a public purpose.
To enforce these laws, the administration does not require permission of the Council by ordinance, nor does any action of the Council to allow a give-away have weight. The administration cannot give away City property regardless of the Council’s desire to do so outside of lawful and sufficient return on investment.
How in the hell can Marshall keep out of jail with al his double dealing? The guy is on Patel's payroll (without a legitimate function, I might add) and is trying to steer the city response to Patel's breach and default. No wonder our assistant district attorneys are getting their asses handed to them at the polls for the first time in recorded history.
I hadn't thought about it but you are correct. An ADA used to be s shoe-in but the last one to land a judges seat was Yeager. Since then Sheryl Laing, Field Gremillion, Loren Lampert, and Rocky Willson all got soundly whipped by relative unknowns.
Chris Hazel was an ADA but he won his legislative seat with the entire DAs office against him and actively supporting Rick Farrar. Why he still speaks to those disloyal assholes I will never know.
I am writing about a comment made A friend of mine told me that "this person" was going around saying that the only reasond Messina didnt win the election is because Jimmy Chevalier's votes AKA my dad!!! Another point against the Fulton Hotel owners and their shabbily run operation. They have also neglected to pay their taxes for a long, long time.
Why does this matter you ask?
Because funds from this tax are used to fund local efforts to promote tourism and conventions through the Convention Bureau. They (Fulton owners) have been screwing every business owner in the city trying hard to make a living by not paying up. We rely heavily, not only on our local population but also visitors to continue to grow and prosper.
The owners need to be put out on the curb so a legitimate business owner can come in and run the hotel properly. Then down the road perhaps something can be done with the Bentley.
The administration is right for putting and end to this blatant disregard of common business practices and protecting our interests as citizens, business owners, and taxpayers.

In light of the current economic downturn, I think it's a bad idea for the Rapides Parish Police Jury to have voted itself a raise. I can't believe there's not an outcry about it. I say we do away with the jury instead.

I just noted on Greg Aymond's blog that Louis Marshall is continuing his involvement in the council move to derail the eviction of his employer, Patel. How can Roy and Gist permit Marshall to get away with such a blatant conflict of interest and ethics violation. I am truly astonished. This is exactly what is wrong with Bridgett Brown and her friends. I've never heard of anyone in the administration supporting Greg Aymond.

Since the beginning of this site, it has been the repository of many comments, hence there is a history of observtions, some on target and some not.
It has become obvious that players in our local government do tune in from time to time to monitor the buzz and that is a good thing since they consider the electorate a nuisance except for election time.
Having made this observation, spread the word that this is the site to renew discussion of local shennanigans and possible solutions.
I personally gave it a rest while the folk interested personal attack spent their vile energy to the point of tiring. While I realize that many of my comments were unappreciated and ridiculed, maybe in some small way, they opened the eyes of some in our community to make some noise of their own.
In the interest of democracy and community salvation, spread it around that this site can once again be an engine information dispersal and discussion to do battle with the dark forces that continue to have local influence in our daily lives.
I would make the point that if our city power plant is obsolete and has little value, why does CLECO continue to desire its use? Are there moves afoot to enable them to take further control and bind the City of Alexandria under even greater utility control? Is there a quid pro quo in process with the city council? Just question.
Further discussion can be helpful if many participate.

Spanky as I understand CLECO needs D G Hunter to "jumpstart" their new coal fired plant. They want an agreement to use D G Hunter in case of emergencies and just in case they had to perform start it up from being totally offline.

Anyone who travels realizes that Alexandria is not the best choice when it comes to price and selection of merchandise. We have found that we can travel to shop and cover our expense with the savings we realize as well as have a much better selection. As more people realize this, Alexandria will see its tax base dwindle as most of the revenue generated comes from sales tax. The recent parish move to allocate more to Ball will also have an effect.
The city council can be as beligerant as they will, but money will dwindle as people vote with their feet and their wallets.
Failure to maintain streets, public safety, and a pleasant environment which fosters business will encourage people in our trade radius to shop elsewhere, ie Lafayette, BR , Foley AL, etc.
It is always sad to see potential squandered as Alexandria could have been a place with a bright future.

Under the charter, the mayor has responsibility to structure the budget. The city council has the option of ratifying or denying the budget but not the ability to line item adjust the expenditures. Under these conditions, does the council really want a turf battle when the administration is also resopnsible for dispersing funds?
I would say it is important for both branches to have na amiable relationship, but it does not have to be that way. The mayor has great latitude in budgetary matters and if the council continues their unilateral approach, I would support the mayor in being more fiscally conservative. The net result will be no more sugar for individual districts and the inability of individual councilmen to claim plums for their districts.
It will be interesting to see how undiplomatic our city council is willing to be in the face of impending budgetary constraints.

Race relations in Alexandria, Louisiana are not good.
It is past time to begin a dialogue about the common good and get past the race issue. The rest of America is not much further along, but that does not change the fact there are a lot of unspoken hostilities. Sometimes, when you speak your mind, others let you know if you are right on or off base.
I am certaimly not here to condemn your prejudices because I am guilty of having my own. That does not make it right or productive to the community as a whole though.

This whole concept was dreamt up by our Mayor to give Ms Jennings something to do with her time. She has been developing the program. As for the budget, the administration draws it up. The Council must approve. And Spanky if you think the Mayor can go moving money around in the budget once it's passed you're dumber than I thought. Why do you think there are budgetary amendments all throughout the year? The Mayor just can decide once the budget is passed he's going to go spend the money elsewhere. The Council has to approve those changes as well.

A budget is a budget and you and I are saying the same thing.
The mayor budgets - the council approves or dissapproves. The point is that each has a function and budgetary matters do not originate with the council. They cannot allocate nor direct money to be spent other than as to approve or dissapprove budgetary matters. They do not write checks nor can they direct money to be spent outside an approved budgetary item. Therefore, a cordial relationship with the administration (mayor) is most advantageous to accomplishing the budgetary matters they might wish to implement. Nothing more, nothing less.
For the benefit of the citizenry, a power struggle to encroach on administrative functions is counter-productive.

Why did Mayor Jacques Roy avoid explaining to the public that the city did not recovery overcharges from Cleco? Is it because he and his buddies who started this mess were wrong and have purposely misled the citizens of Alexandria into believing that they were cheated by Cleco?
Evidently, the service agreement with Cleco could have been better negotiated. So, now the contract has been renegotiated and will yield us an estimated $60 million dollars of SAVINGS. SAVINGS and ESTIMATED being the key words NOT recovered money that can be returned to the citizens.
Furthermore, the $29 million is also not overcharges recovered from Cleco. The city has to give something up (the rights to claim the capacity of D.G. Hunter powerplant). As to why Cleco chose to offer this in the "settlement", it is Cleco's prerogative.
Mayor Jacques Roy did admit in the meeting that the city was being offered more than it deserved. He failed to elaborate that he believed this because the city is not entitled to recover overcharges. Why? There were no overcharges!
As it stands, where would the money come from to give the citizens a rebate since the "settlement" does not include the recovery of overcharges ?
A few more questions:
Who convinced the the city that Cleco overcharged us? Is is true that our current Mayor Jacques Roy served as the attorney for these gentlemen and proceed to represent them in the beginning of this case? Is it true that Mayor Jacques Roy was the attorney who took the depositions at the begining of this case? Is true that Mayor Jacques Roy also sought to represent the city of Alexandria in this case against Cleco? After becoming mayor (while this case was ongoing), wasn't it a conflict of interest for Mayor Roy to directly or indirectly negotiated the terms of this settlement when he had a personal financial interest due to serving as an attorney on the case? Whose interest was Mayor Roy protecting? Was it his own financial interest or the citizens of the city of Alexandria? How much money will this audit report cost the city of Alexandria? Where is the TRANSPARENCY?
And CLECO would agree to an unjust settlement because it is Christmas?

A new full service Holiday Inn is going to be built in the area. The former/current bankrupt owner of the Alexandria Fulton has nothing to do with this project.

Pineville now offers almost the same shopping opportunities as Alexandria.
Mayor Fields has managed to do this without the potholed streets, thugish policemen, and rampant street criminals.
The new Lowes is open for business. All Pineville needs now is a movie theater and a few decent restaurants and there won't be a need for residents north of the river to travel south to Alexandria.
All Alexandria has to offer is a corrupt city council and police department, a socialist mayor and staff, and an aging eyesore that was once called "downtown."

Dr. Karsan the owner of an already existing convention center, and his brother, is in the process of accepting bids on the Holiday Inn to be located near England Drive.
The bids are due in by later January, 2009.
Regarding the street flooding in Alexandria, recently while driving down Prescott Street I witnessed a City of Alexandria Street Department employee kicking trash into the drain. Sadly this was at the intersection of Prescott and Boyce, one of the streets most affected by the flooding following Hurricane Gustave. Rather than doing his job of cleaning out the drain and gutter, he merely added to the problem.
I guess I should have circled back, got the truck number and called in a complaint. But I have been accused of being a "busy body" and am tired of trying to correct such problems!
Yes, things are going to flood if it rains. The ground is already saturated. Everywhere you drive, there is water standing in people's yards. Improving STREET drainage is not going to help. Go walk around in your yard, I am sure the ground is soft.
Why can't the mayor and council members see that we need better drainage? Not the Bentley Hotel or any city run business. I guess more people will be moving away from Alexandria. All concrete and no drainage. Gloom and despair.

Last time I checked the administration was asking for the Council's approval to move forward with the settlement. Isn't that what we just spent two special meetings on? The Council asked for public input and then voted to move forward with the settlement by a vote of 5-2.
Rumor has it that the City Of Alexandria is now in debt for about $10,000,000. What to do? Well, why not award another contract for a study? How many contracts for studies has our city council awarded? And with what results? What was Mr. Lavardain's first action after being elected to the council? You got it! He wanted to award a contract costing about $250,000 to study a solution to the Bentley/Alexander Fulton Hotel problem. No wonder the city is in debt!

Just for the smart person that thought I bought my home in a bad drainage area. For your information Charles N White developed the subdivision and named it Charles Park. After living here for 40 years, lot of homes have flooded because we do not have sufficient drainage. Probably one of his kin that wrote the smart answer. Get your mayor to do something about this you little pip squeak.
If I made a mistake about the new city councilman proposing yet another expensive study, then I apologize. But I am pretty sure it was one of the newly elected members. Barely had his seat warmed and already wanting to spend more money on a study that will provide no real solution, no real results.

If I recall there have been very few times the original Charles Park, developed by Charles N White, has actually flooded. It seems to me the problems have been in more recent times, including the past few decades in which Hunter's Grove and Charles Park II were developed. Even more recently water apparently seem to rise even higher as the Lakes District was developed to the west of all three of these subdivisions.
Hunter's Grove was developed on land where the original Charles Park used for drainage. The Lakes has taken property where all three of these subdivisions, along with Fairfield and Clermont eventually drained.
Why is it when a new subdivision is up for approval a drainage impact study isn't required to show any impacts on other surrounding land? That would be one step in the right direction.

Lavardain is the rudest man I have ever seen. He continued to interrupt the mayor and not let him answer the questions that he was asking. And why did he let Bridgett continue with her behavior. He should have stopped that meeting and have her sit down or removed.
The Chair (Lavardain) or the President (Lawson) should have asked that all persons respect the Chair and to whom he had granted the floor to at the time. Lavardain did interrupt because he was the Chair and was trying to urge the Mayor to get to his point. After Ms. Jenning's episode he interrupted because Mr. Fowler interrupted.
While it may not have been on camera several councilmen were shaking their heads at Ms. Brown's behavior. Both the Chair and the President were wrong for allowing her behavior to continue. Throughout the Mayor's entire initial remarks she made gestures, vocalized huhs and yeahs and held her sign up. Every citizen has a right to express their thoughts on an agenda item, but even those who are not attorneys know you must be recognized by the Chair to speak in a public meeting or any meeting for that matter.
The REAL story is how little business the Mayor is doing with minorites. It is tottally unfair!

This isn't about giving city business to minorities. Jennings never showed up for work and when she was exposed for not doing her job, she tried to turn things on Roy.

Do something else beside attend city council meetings. As long as you are present, the drama continues. Remove yourself from the stage and defuse any potential public spectacle. Your duties and power can be exercized without your presence at the meetings. You may find that some may actually come crawling to you for help if you make yourself scarce. Crunch time is approaching with a revenue drop to the city coffers and you could have the City Council beggging for your presence - literally - if you play your cards right.
Spankster speaks the truth. Send a mid-level emissary to receive requests and relay information and let your appearance before the council be an event. Limit access to the second floor and require some level of respect for the administration. Putting you and your top rung staff in a rediculous position. If you are not physically present, you will never have to shoot from the hip, which, thus far, has always been to your disadvantage. Lawson has made this an image game and you are losing.

Does anybody disagree with the proposition that Roy should absent himself from the serial humiliations that the council meetings provide and attempt to restore a little dignity and respect to the mayor's office. If so, please explain your viewpoint.
I agree with the previous posters who think that Roy relinquished the high ground and is now an ineffective apologist for his administration. His attempts to sound like Winston Churchill make him appear arrogant, unprincipled, and uninformed. He needs to forgo his aims of greatness for a while and shoot for "adequate".

Mayor Roy is not innefective nor does he have anything to regret. I am saying that I would run my game and not let others dictate what that is if I were him. He has the power of structuring the budget - I would use it to the max and let the council beg to talk to me, If I were him - but I am not and not mayor.
