Once again the trough goes empty

Why do we allow our elected officials to do this to us? Maybe because not enough of us pay attention. The legislature (notice I did not use "our legislature") spends and spends. It would be great if they did so sensibly. What we need is infrastructure; repair, maintain, replace or new. We need a skilled workforce. We need an educated populace. We need jobs. We don't need to catch up with other states, we need to bypass them.

We have a chance to try a new group this coming election, let's give them a chance. If they fail, well, throw them out next election. If not Louisiana is doomed to loose it's population, it's businesses, and itself (coastline!).

Isn't it typical of Klucker Aymond on his blog opines as to the ineptness of The Boad of Ethics, The Adjutant General's Office, The Mayor of Pineville, The Mayor of Pineville's Adminstrative Assistant, The entire group at WaterWorks 3, the City Council of Alexandria?

Yet when bloggers opine on other blog sites as to their thoughts relative to the toal worthlessness of Aymond as a member of the human race Mr. Amonds goes to rambling on in his typical convulted fashion as to how to find out the real name of Anonymous posters and the many legal problems these posters may encounter.

Aymond poster's are not scared of you, they just don't want to be bothered by your typical campaign of slashing and burning those with who hold you, in their opinion, in low regard. You are, in my opinion, a worisome wart on the ass of mankind. You serve no purpose other than to bother people. You are rendered professional courtesy by green flies that normally eat shit and bother people. The flies recognize a fellow traveler.

Right the charges may not fit the crime, but the first defendant turned down a plea bargin and took his chances. There is still leeway in the sentencing. But I have seen few condem the act they did.

Through no fault of his own Royboy got stuck with this tarbaby due to political inexperience. Royboy will now be forever identified with Aymond. Has anyone of the proper age ever forgot Catfish Tilly? Certain faux pas are forever etched in the publics mind and the Royboy/Aymond partnership will becomes fact despite all claims to the opposite.

Royboy does not seem to understand that for the citizens to attack Council members the citizens must admit they erred in electing the Council members.

Royboy you keep following your City Attorney's advise as to relations with the Council and you will accomplish nothing. You already have two stricks against you - hiring Lamar after Lamar's great proclamation that he had been promised nothing and then asking for citizens to attack the Council and then attempting to spin out of it as it being "no big deal."

I have never intentionally deleted any comment from my blog, and anyone who goes there can clearly see comments which disagree with me. If you wish to debate something I have posted, in an intelligent fashion, try commenting again. Since it is my blog, however, I do moderate comments, but not for disagreements with me, only if it contains unsubstantiated attacks or defamation on me or anyone else. You may also call or drop by my office should you wish to "engage" me. I am in the phone book. As for being an opportunist, I challenge anyone to prove and client's I have obtained from my blog or newspaper reports. Or you could just keep talking shit on here, as usual, without any proof.

The council has all the power but was faring very poorly in the public relations war. They want to hire the ultimate white guy to run interference and I think that's a brilliant move on Myron's part. Its a shame this guy is not a Pineville city Councilman. If he had been he would not have been booked into Parish Jail or had bail set on him. Justice?



Alexandria man accused of battery, cruelty

Geffray Hollingsworth, 31, of 2824 Dennis St. was booked into the Rapides Parish Jail on charges of second degree battery and cruelty to juveniles following an investigation Saturday by Alexandria Police Department.

According to the police report, officers were summoned to the Dennis Street address at 1:26 p.m. Saturday to investigate a battery.

Hollingsworth had injuries that he said resulted from a fight with his brother Tyrone Hollingsworth because Geffray was evicting his brother.

The report stated police observed items of clothing strewn around outside and on the porch when they arrived.

Tyron Hollingsworth said, however, he was asked by another brother to pick up his nephews and take them to their grandfather for the weekend.

He alleged that he found Geffray Hollingsworth choking their seven-year-old nephew when he went into the house and that’s when they began fighting, according to the police report.

Family members also accused Geffray Hollingsworth of using a fan belt to beat his nephew at different times, the report stated.

Hollingsworth remained in jail on bonds totaling $6,500.

EXCUSE ME but didn't the Mayor ask the Council for permission to work with the State Delegation to get an amendment passed to allow for the use of the statute? Didn't his attempt fail? Wouldn't that seem to say he was committed to revitalizing downtown? Granted, he may have been forced into the issue, but he did put forth language for the amendment.

What is amazing to me is that is now seems the Mayor is crawfishing yet again on an issue after getting an unfavorable ruling from Foti's office.

I really don't see it that way. Roy maintains a genuine interest in moving the entire city forward while the council has a jumble of personal self-interest projects. Silver wants to unload his relic and the other guys are trying to give their friends access to the cookie jar. These guys have not demonstrated generosity or selflessness in the past, which makes one presume that the products of their largess will find their way back to their own coffers.

Everything we know about Roy & Co. indicates that they are 100% straight and deserve our confidence and support. But Roy has to realize that it's tough to change the way these guys do business.

Really???? And giving $1M+ to the UTLX project which is outside the City limits, creating over 700 jobs is lining their coffers? Selling off the former police horsebarn to create jobs is lining their coffers? Buying a building and becoming a landlord for StarTek to create 400 jobs is lining their coffers?

Gee Roy Fan, you make me wonder how giving up a street for cardiac doctors, one who at least is a neighbor of the Mayor isn't lining his coffer? How continuing the contract with KJA, the Mayor's cooking partner isn't lining his coffer? There's enough on both sides of this fence.

Royboy and Lamar's pie in the sky political experiment does not seem to be working. All the spinning about the Council's illegal activity seems to be just that spin. Like Foti or not he is the Attorney General and his office has rendered an opinion.

Royboy should know that the AG's opinion is just that an opinion and can be be contested. If Royboy and friends think they are right let them take their private funds and go to court.

1) I have read the McElroy report and participating in answering some of the questions asked for his report. I will agree this report is nothing more than a embellishment of previous plans with additional suggestions. With that said, so is the Pat Moore plan. So do you want to question why Pat Moore was given a contract to do a master plan when we had Alex 2010, and a KD study from 1970? Fair is fair afterall.

2) Bridgett. I do not know the ins and outs of Bridgett's contract. I know she is going to make money off the recovery of supposed funds. So is David Pugh now that he is the sole owner of EMS. Funny thing. David Pugh WAS NOT at Cleco when the illegal utility trading took place. AND David Pugh DID NOT ever work in the trading area. SO HOW THE HELL does he have any insider knowledge as to what was done?!

Bridgett is a lawyer. If she did any work, which I believe I did hear the Mayor and the City attorney admit to, she is owed for the time she worked. AND I do believe I heard them say she would be paid for the time she worked. Are you now disputing this?

Personally, I think an AG review should have been gotten to determine if the council could have entered into any agreement with Bridgett to begin with to keep them clean in this entire matter.

I don't know the details but I am sure that you are right about Patrick Moore, however, that does not make me feel better about the $385,000.00 we wasted on McElroy. Maybe thats the way things were done and we can't unspend those wasted dollars but we can insist that this bullshit stop now. Fowler raised a question about the McElroy selection not going thru ordinary process and channels and CFS shut him down with a not-so-subtle suggestion of a racial issue.

Your answer seems to be that it has always been that way. I want it to change.

No, my answer isn't to imply that's the way it has always been. My answer says it was good for goose - meaning why was it ok to give it to the former mayor's friend, and not okay for the gander - a councilman's friend. Let's call it what it is. No one questions when Pat Moore gets a contract. No one questions when Tom David gets a contract. No one questions when Meyer, Meyer gets a contract. Why not? I'm not saying race is involved either. If I could name a black owned business I would. It just seems that some companies - Pan American, KJA, etc have been given "most favored" status.

Yes, Fowler questioned the McElroy contract. I questioned it myself. I applaud Harry for suggesting A&E be brought back. In fact, I question the way contracts for Fast Track are being handed out. Is this a fair process? They have a separate review process apparently for engineering since Fowler pointed out the distinction was that the lower 3rd project was not in Fast Track and could not be awarded under the same rules. Do all firms get to sit equally at the table or was that just lip service the Mayor gave a few meetings ago about having small, minority owned and women owned businesses participate in city projects?

One only needs to investigates the City Departments responsible for evaluating and recommending awarding of contracts, most especially the Electrical Distribution Department to become aware of the strong possibility of favoritism.

One only needs to be aware of comments made by Department Heads to out of town Contractors as to the use of local "favored" contractors would ease the process of obtaining permits.

An out of towner was told that however. A representative from the State of Louisiana trying to obtain permits to have a project installed that would medically benefitted our less fortunate citizens was told if he would use a local contractor obtaining permits would be much easier.

Sorry I didn't finish the post - The problem I have with these "Let's release the travel figure stories" is that it truly doesn't break down the travel equally. Tell the WHOLE story. Just how many times did they fly back and forth between the district?

Any when you're going to compare to the other members of Congress, well then say for an average fare of $XXX.XX. It's kinda hard to compare one congressman who can hop a train to New York on every weekend to a Congressman who has to fly to California, or worse - Hawaii to meet with consitutents. Compare apples to apples that's all I was trying to say.

NOW if you want to gripe about teacher salaries, complain about how much the BESE board head makes, how much the union president takes home, how much the superintendent and the principals make. Then, you're comparing apples to apples.

Heard tonight that one of our young church members who is a lawyer intends to conspire to pull one over on the voters of cenla by getting his father who is on the appeals court to resign early his seat on te bench and annoint his son to get appointed temporarily and then to run for his seat on the bench a the last minute. Aren't we as Louisiana citizens tired of this kind of underhanded smoke and mirrors politics. People who are not quallified being annoited by other family members. No wonder this stake is last in everything. I say if his father doesn't want to be a judge anymore then fine. He shoudl quit. But do not try to use uslike w are braindead. We oughta have people elected because of their qualifications and experience and not because their daddy does a trick on us to get their son who has never been a judge elected. This kind of stuff makes me sick.

Tom David, Pat Moore and Meyer,Meyer are all LOCAL businesses. Yes, they have been awarded some contracts. I would hope it is based on performance. McElroy is an out of town group, with little or no performance locally. Didn't they rewrite a previous report.

I would rather the council "give" contracts to locals than give them to out of town groups because they are minority owned.

What experience does McElroy have in engineering? Are they aware of local codes, etc?

My true prefernce would be that all things are bid out, or the city spend the money and hire a city engineer that is capable of doing the work that needs to be done.

Someone gets on here and writes "I heard this last night" and spews a bunch of garbage about some pretty decent folks that can be disproven by anyone that can google louisiana courts. In doing so he/she slams either the Peters or Gremillions and calls them at a minumum corrupt, unqualified and unethical..... and it gets legs here as if it were gospel. It is insane. That's what he/she should be sick of.

These people rode in on a white horse preaching about how they were going to reopen the Bentley in time for its 100th birthday, and one year later they are asking us to foot part of the bill and give them a special taxing district. Perfectly legal under the Charter. The Charter provides no explicit method of how they are supposed to do it so they can do it any way they want. First Department that will be investigated is Legal and they gonna burn Chuck Johnson's ass.

The only question that remains unanswered is can the City sue without the Council passing a resolution or ordnance. If, and I'll bet the Mayor and the City Attorney cannot, the Administration cannot sue the Council without council approval. The only method available to stop the steam roller is for the Mayor and City Attorney to sue as private citizens. The suit will then be defended with public funds and the City Attorney's Office will have to recuse itself due to conflict of interest.

I have said time and time again the City Attorney's Office, along with certain City Departments, have placed the City in legal jeapordy.

Yea only one is a lawyer but they are experienced politicians and Royboy and Chuckie are babes in the woods.

Imagine, if you can, that the line is drawn between individuals and the municipal entity and individuals must pay their own legal expense. TIF or Tax Increment Financing in Louisiana

A TIF is a method of financing private business using public money. Taxing authorities, like the state, local school boards, municipalities, etc., agree to forego a percentage of future taxes that a selected enterprise would normally pay. This revenue (usually sales taxes) goes, instead, to pay off bonds sold to raise capital for the costs of development. These costs may include things like construction of buildings and infrastructure to support the new enterprise.

TIFs are controversial. Some opponents say that taxes approved by the voters for one purpose – schools, for instance – should not be spent on anything else without a vote of the people. The little scheme cooked up by Papa Gremillion to get his baby boy Shannon a judgeship is true and is a prime example of Louisiana political corruption at work.

BTW, Shannon Gremillion is best buds with Dan Brenner, who got shot down in his own bid for a federal judgeship a couple of years back.

If anybody thought judges were a shining example of political honesty they were wrong. Most times they're MORE corrupt than other politicians. Gremillion is a true bottom feeder.

OK tick turd please explain to me what a lawuit for removal is.

Normally politicians are removed, in the absence of being convicted of something, by a recall petition.

If a lawsuit is filed against a Council member for alledged malfeasance in office and the member uses his personal funds to defend himself and is victorious he is reimbursed the legal expense by the City.

What grounds would you file a lawsuit for removal on? So far the council members have not been adjudged by the legal system as being guilty of anything. Just because Royboy and Chuckie Poo say something doesn't make it so.

I think that a particular district councilperson governs the whole city, not just his district. I think the charter specifically grants a cause of action and standing to an alexandrian; I think that conduct wherein a councilperson directs the actions of a city employee is not a crime but is sure as shit the basis for removal under the charter.

Here's a real question: what happens to Trey Gist and his $12/month fee now that the council has a new legal star to follow? Another question: the city attorney has a duty of representation and loyalty to the council - but the council consultant has no client relationship with the administration, only it's contractual client - so who's on first??

State law establishes the protocol for recall of an elected official - petition requirements, % requirements, time limits, etc. If one meets those criteria the issue is resolved by an election and a majority of those voting can vote to remove and that official is instantly gone.

What makes me go, huh? is the fact that the charter had a provision for removal from office that I thought was unique and insightful. It basically stated that any person could file suit in the proper jurisdiction for cause for the removal of elected city officials.
I find it curious that I reviewed that same provision not a month ago and now find that it has been replaced. HMMMMMMMMMMM?
I am quite sure further research will determine when and why.
If anyone cares to share knowledge of this change, I am quite curious at this point.

I do not recall seeing sec. 6.02 previously which now exists and provides for recalls to procede under the state revised statutes.

I find the revisions quite curious and would like to know when they occurred.

I was reviewing the City Charter not two weeks ago for those very provisions - this is a very recent change.

Moore Planning Group has a contract with the city to do the improvements on Third Street.

The new street lights are up; the bricks are in and Phase 1A should be getting started.

Moore Planning Group, hired before Jacques Roy became mayor, was instrumental in getting the grant money for the city to be able to do this project.

Moore Planning Group is a local firm. And, by the way, if City Council members just don't like Pat Moore, for whatever reason, there are several other firms in the city who could do the work.

Now, pardon me if I'm wrong, but isn't the City Council hot to hire local firms?

Hasn't that been one of the mantras? And haven't they been especially vocal if the city hires outside firms if there are those in the city ready, willing and able to do the work?

Then why did they just hire McElroy and Associates from Jackson, MIss., to do the work that Moore Planning Group was doing and doing well?

Why did they go out of town -- in fact, out of state -- to hire this firm, who did work for them before that was costly and not done very well.

Argue that if you like, but Clifford Moller, Martin Johnson and Roy O. Martin III, members of the Greater Alexandria Economic Development Authority, went through the strategic plan that this company did and asked for a litany of things to be fixed, improved upon etc.

When they fixed it, Roy O. Martin III was still unhappy and didn't want to accept the final draft.

So we hired them why? Because they are so good at their job that no one else in town can perform to their standards?

We hired them because they have friends on the council?

Sorry, Mr. Moore, guess you just don't throw your kisses the right way.

But what about other local firms?

Come on down to the Oasis, you've got friends -- they are just in the wrong places.

To the poster asking questions about Roosevelt Johnson's employment-- I heard that Roosevelt was let go from KALB a number of months ago. Because of his political career, the station switched him out of the news department to production. Apparently that didn't work out so well. Sheriff Hilton hired him as a full time employee. Interesting that CFS and now Johnson work for the Sheriff.

Today's Town Talk article on the Bentley prooves that a picture is worth 1000 words, particularly when you have someone that takes 1000 words to say "its raining outside". Downtown promoters would have you believe that 3rd Street died because the Bentley closed when the facts are that the Bentley closed because downtown was dead and couldn't sustain it or any other business other than a pub (and even that is highly questionable in the long term). Having McElroy fashion our vision for downtown is a proven failure. Public confidence in the council is dead.

A clansman files complaints against a city with a black mayor, and then a city council with a black majority. Jena is splashed all over the country, and our own local paper takes sides based on skin color in these situations. Black people need to eat, work, play, and earn a living too. If our history hadn't been so one-sided then maybe the council might be open to "sharing the wealth." But we weren't, so we'll never know.

Yet you continue to pick at this festering sore. Some of you are headed for hell, and I hope you make it there sooner rather than later.

Our city government has made it abundantly clear that they don't really care what the citizens think about the Bentley, it selection of marginal engineers and architects, and the Cabrini caper. And they are absolutely safe in this approach because we have made it known that there are no consequences for fucking us over - we reelect them and vote them more money than they can reasonably use.

You could always attend the council meeting and exercise your "5th amendment" right of free speech. I am sure they will be inspired and moved to give you their ear(s).

What I do not understand is why people find it abhorent that the council does what it does. It can and the citizens of Alexandria allow it to happen by continuing to elect the same council members and continuing to approve taxes.

The only lawyer on the Council, a white business owner lied to the people of his District when he was first apponted. He said he would not stand for relection - he did.

If a "respected" successful white business owner with legal education can be reelected after lying to the electorate why come down so hard on the "brothers." After all popular opinion is "they be ignerent."

Also, when the Mayor and City Attorney attend the City Council meeting they are there for advice and information if needed. Notice the name - CITY COUNCIL MEETING. Royboy and Chuckie Poo seems to want to steer the boat (if doing nothing but talking is steering.) They both need to learn their place, sit down and shut up unless called upon.

This is the form of government the COA is operated under. Democracy rules, voters elect. The truth of the matter is right wrong or indifferent the Blacks now control Alexandria and the White folks can't stand it.

I predict things will get far more interesting when Jock Scott comes on board.

I note with some sense of the humour of the situation, that the council is choosing to totally ignore the administration proposal concerning transfer of Prescott to Cabrini, and continues to dangle our park in front of the hospital. The hosp. being aware of the council's greed and vulnerability, has apparently not even given Roy the courtesy of an answer as to whether Roy's generous proposal would be "acceptable" to them. They apparently want it all and have a reason to think that they will get it.

It would appear that the "bloom" has faded from Roy's "blossom".
