Once again the trough goes empty

Why do we allow our elected officials to do this to us? Maybe because not enough of us pay attention. The legislature (notice I did not use "our legislature") spends and spends. It would be great if they did so sensibly. What we need is infrastructure; repair, maintain, replace or new. We need a skilled workforce. We need an educated populace. We need jobs. We don't need to catch up with other states, we need to bypass them.

We have a chance to try a new group this coming election, let's give them a chance. If they fail, well, throw them out next election. If not Louisiana is doomed to loose it's population, it's businesses, and itself (coastline!).

Clinton cheated on his wife with a consensual partner and you wanted to impeach him, not because of any policy or political mistake, but because he cheated on his wife, who incidentally is a woman most of you detested anyway... because if there's one thing Republicans hate more than homosexuals, it's a strong woman, particularly when that woman decides to hold her family together despite her husband's admitted transgressions. They like to grandstand about the sanctity of marriage, but when a man cheats on his wife and the wife reconciles with him, they call for impeachment. Yet when David Vitter calls prostitutes up, the only thing Republicans can do is retire themselves to the tired trope of Clintonian infidelity, as if has now become a culturally accepted excuse.

The same people defending Vitter were the very ones disparaging Clinton for having an affair. Say what you will about Monica Lewinsky, at least Bill Clinton wasn't desperate enough to phone some sleezy call girl service.

If Republicans believed in impeachment because of the Lewinsky affair, they should be consistent and call for Vitter's resignation.

Big difference between Clinton’s transgressions and Vitter’s. Clinton was not impeached for having Monica give him a blow job under his desk in the oval office, his impeachment was a result of Clinton’s lies to a federal grand jury and the obstruction of a federal investigation. The same charges that tripped up Scooter Libby. Clinton, by the way, lost his law license over the commission of this felony.

Vitter has never been charged with any crime, but if he were, the most he could be charged with is solicitation. Under DC ordinances, it’s a misdemeanor.

Get your facts straight. Vitter's contact with this DC Madam occured while he was a US Rep, sometime in 2000. He admitted using the service 5 years ago and got counseling. He admitted this again 3 years ago during his run for the US Senate. (Because you're a mental lightweight, you must have forgot)

This latest attention to Vitter is prompted because the phone records were just posted to the web.

Now, I'm not defending Vitter's actions, but when a mental midget like you says, "...he failed to see the error of his ways until his conduct was publicly exposed," somebody is going to call you on spreading lies.

Did Vitter fail to keep his pecker in his pants? Yup... Has he been a hipocrate? Maybe...you have to look at what he said AFTER he confessed in 2002, found Christ, got counseling, and received forgivness from his wife. Has he been dishonest? Hell I don't know. Seems like he's fessed up to everything so far. Infidelity? Yup, but if his wife is OK with that, who are we to judge the guy? That's the same logic Clinton used...If Hillary is ok with Bill's repeated affairs, who are we to judge?

So far, Vitter has done exactly what I want him to do as Senator. I really don't care what he does when he's not on the Senate floor.

Let me offer some information about the City Attorney using his city issued credit card to purchase dinners at Copeland's. I was a state employee for many years. I had a stae issued American Express card for my use. But that didn't mean the state paid all the charges I made on that card. I had to submit expense forms to get the state to repay me any allowable expenses. Personal charges were my resposibilty. I would think the City Attorney must submit documentation supporting any allowable expenses.

Why would you make unauthorized charges on a state issued credit card? If you would not have paid the unauthorized charges would the state be liable? Whop did you reimburse the personal charges the state or the credit card company?
Governmental issued credit cards are not for personal use.

I don't understand what your saying and your reasoning. If it was a state issued card and the state was responsible for the charges nthen the state was responsible for unauthorized purchases. Doesn't ring true.

The only example of an acceptable use could be traveling and using the company card to pay for your room. If you had other charges, for personal phone calls, or movie orders billed to your room, these would not be paid for. You would then have to do a reimbursment.

Sorry I didn't make myself perfectly clear about the state issued credit card I had. I had to pay ALL charges made on the card. My employer, the State of Louisiana, would reimburse me allowable expenses that I had incurred in the course of my job. The State did not pay any money to American Express.

Now a true governmental agency issued card cannot be used for personal purchases. If Mr employee x bought Mrs employee y a birthday meal in town and not oln city business Mr. X broke the law if the credit card used is a city backed and paid credit card.

Numerous government employees, especially in the military, have government issued credit cards with a limit of $2,500.00 per purchase. The card bill is paid for by the government but the emplolyee must document each purchase charged to the card.

David Vitter ran successfully for the U.S. House when Bob Livingston stepped down as a result of having his affair with some woman exposed. I think Vitter's indiscresions are at least as serious as Livingston's. However, I think Vitter will try to hold on either for the duration, or at least until Jindal is elected so that the Repubs can avoid Gov. Blanco being the one to appoint a temporary successor that would surely be a Democrat.

By the way, Livingston is now a Washington lobbyist pulling down VERY big bucks. Maybe Vitter will continue to follow in his footsteps.

You certainly may vote against the COA tax renewal & in fact get your way... However, given the lack of credibility on the City Council, I believe you'll be potentially be making a very large mistake.

This Mayoral Administration is poised to have the ability to further increase/improve the "Quality of Life" in the COA for all concerned (not to just provide jobs for citizens both from in/out of the city).

The primary stumbling block @ this time remains the City Council and their refusal to take their proper position/action(s) due to the City Charter.
They governed without proper direction for the last 8 to 12 years and aren't willingly going to change their ways @ this time, but that doesn't mean their ways will not be changed for them!

I hope you'll sincerely reconsider you vote... and what its' long term implications will have, as I don't believe you'll like the results of what happens next if this tax renewal fails.

The city council has no respect for the sacrifice that citizens make thru taxes and I can not imagine rewarding those guys with another blank check. If the government learns to behave and direct their efforts toward the public good instead of their egos and self interest, they can come to us and ask us for money. Face it. Once the ballots were counted they had no respect for the voters or the promises they made. The only message you can send them during the next 4 years is to do to them what they are threatening to do to the mayor - cut their water off.

The facts are that these renewals pay for 25% of the yearly operating budget and that means 25% of police, fire, public works, utilities, and planning. If you want to vote against the city council, wait until they're on the ballot. Do you really want the city to be forced to lay off police officers, firefighters, and everyone else who is involved in the daily operations? Do you think that's a strong message? Let's screw up the city? Let's reduce our police force? Let's lower our fire rating? Let's close the zoo? Is that what you want?

Some people may think our tax dollars are just money they can play with, but voting against this renewal isn't going to do anything but hurt the entire city. You wouldn't be voting against the city council or the mayor. We have separate elections for that.

No, what will happen when the first house burns down is that people in this City will finally get off their asses and force change. The City will then have to sell a golf course, an art center or two and finance basic service like they are supposed to. People that ride the bus will have to pay the actual cost of it, baseball teams will not be given travel expenses, and we may have to skip a bar-b-q every now and then on the Red. Until that time, I say burn baby burn.

Also, I know Lance Maxwell,and although I will am not voting for him in this election, I want to say to the posters who are insinuating that he is gay because he is not married are full of crap. Being 27 years old and not married is not that uncommon, especially in this day and age.

He does have a girlfriend, and I know several girls he has dated over the past years. He is a good guy who has been pretty straight-laced, and does not deserve to have these kinds of rumors said about him.

Dear Jacque,
I just read the editorial page of the Town Talk this morning and was struck by the irony of the credit given to Hobbs and Lawson for the idea of re-powering DG Hunter when in fact they were the ones who supported Charles Smith when he refused to allow our presentation to the Utility Committee outlining a re-powering project in 2005.
The idea for re-powering DG Hunter originated in the late 1980’s or the early part of the 1990’s when it was suggested by Bo Connella the Superintendent of the Power Plant. The Utility Division began studying the possibility of such a project at that time. A contract was given to Black and Veatch Engineers, a large international firm with extensive power plant experience, to make a study of DG Hunter and issue a report on the feasibility of a re-powering project. Their report said that such a project would only be feasible at that time, considering the excess capacity available in the service area, if the City had a firm contract to sell the excess capacity above the City’s needs to generate enough revenue to pay off the bond issue used to build the project. A search for such a purchaser was made including discussions with LEPA, Cleco and other Utilities in this service area which produced no results, so the project was shelved...
In 2004 a golden opportunity was made available to the City when Cleco announced its plans to build a new power plant at its Rodemacher Plant site near Boyce. They had a need for a “cold start” capability for the new plant and DG Hunter re-powered with gas turbines was a perfect fit for their needs. They were willing to enter into a contract to purchase the capacity of the new plant for the term of the 15 year bond issue yielding enough revenue to pay the bonds with $3,000,000 a year left over for the City to use as it pleased. At the end of the 15 years the City would have a paid for power plant that would serve their electric power need for many years at an 8,000 heat rate which is 15 to 25% better than out current cost.
In the summer or fall of 2004, just before the lawsuits were filed, an item was placed on the Utility Committee agenda for a presentation by Mr. Tom David and me of the above mentioned project. We were in the Committee Room ready to start the presentation when Mr. Smith as President of the Council announced that the item was being pulled from the agenda. One can only speculate as to his motives, but his actions deprived the City of Alexandria and its utility customers of thousands of dollars in savings on their utility cost over the next 15 years.

Holy shit! Where was chairman Fowler in this process. He seems to have an amazingly week understanding of utility issues for the council chairman of the utility committee. I am reminded at his astonishment on learning that the city water wells required a reliable power source.

The more I watch the meetings the more obvious it is that Lawson and Silver are the only ones with normal intelligence and Harry doesn't matter.

They totally disregard the feelings of the community and if we continue to open our wallets to them, all we can do is sit on the sidelines and hold our nose(s). I think I am going to vote "no".

Maybe if the City was on a lean budget we would stop sponsoring all these etnertainment venues, restudies of studies that have been studied, waterparks, etc.

I was told July 3 by a mayoral assistant that a compromise had been reached with Cabrini Hospital concerning the hospital's offer to purchase part of City Park. If this is true, why can't this information be shared with the citizens of Alexandria? Where is the "transparency" that the Mayor so frequently refers to? And how can you reach a compromise on a "Yes or No" question? The city either tells Cabtini "NO' or "YES"!

There are enough eyes on the legal reporter that the transfer will not go unnoticed. If any transfer is not properly advertised prior to action as well as appraised and other offers requested, any transfer can be rescinded. If anyone cared to, the Rapides General purchase of Third Street could be challenged and they could be made to remove all that they have built once the sale was rescinded. It might be a good lesson to those that think back room deals are the way to make things happen. But, I forgot that not many folk care about what is legal and right around here as long as they get theirs, so it will never happen.

Don't you really love it when those trying to push a property tax say most will not pay the tax due to homestead exemption. "It won't cost you anything." I am one of the many who sacrificed to have a nice home and am tired of paying taxes; whether it be property, sales or income and my money be spent as it is now by the goverment. Throwing money at problems doesn't solve the problem. Teachers cry for more money, as if they'll be able to teach better as their income increases. Aymonds has a post on his site about schemes and dreams that cites some pitiful statistics. It seems every time this lovely state attempts to attract business we loose out to another state because we don't have a literate workforce. When will Louisiana screw it's head on straight and change our image.

The part I like is selling the renewals from a fear stand point instead of a track record standpoint. Of course with what has been done with tax money a negative track record will not sell.

According to the Clown Talk and City spokes people the COA will dry up, roll up the sidewalks and blow away if these taxes are not renewed.

Had the COA been decent stewards of our tax dollar theere would be no need to scare the citizens into voting for the renewal. The Council as well as city employees are to blame for wasting the funds.

I think that the mayor is relying on that theory and that is why there has been no discussion or exposure until now but I also detect a groundswell of specific displeasure at our city govt. for the Cabrini deal, the Bridget deal, tne televised meeting deal, utility bills and council's determined effort to control the administration's every move. Maybe the folks in Kansas aren't talking but the folks here certainly are. I would be surprised to see these tax renewals pass.

I know little about the art of selling but it seems the use of fear as a marketing tactic has little use. Normlly one points out the positive aspects of what they are selling not all the negatives.

I agree with the thought that until such time as the City Administration and Council show us they are mature enough to hanle large sums of money the COA should be put on a fiscal diet.

We need to stop sponsoring athletic events, spray parks, studies for everything under the sun, Southeren University get togethers and on and on and on.

We have that "healthy fund balance" or $17,000,000.00 surplus that Myron is always bragging about so the city can maintain all it's services for a year without the tax renewals and they will have time to learn to behave themselves and act responsibly before coming back to us to re-establish the tax. They also have the 5% hit on the utility fund which has soared because of their mismanagement of the gas purchase. How may ways do they have to screw us before we react?

Please also remember that this council ignores 45% of the voters and that 45% pays 90% of the freight and requires 15% of the services like fire and police AND aTRANS. FAIR IS FAIR.

I would think the White citizens make less demand on the City services that are a drain on the City - Transportatikon, Courts, Police, Fire - then the Black Citizens. That is ok for we are all citizens.

However, by and large the White population (as far as these two tax renewals are concerned) carry the freight tax wise. Give us something back. Stop talking, stop planning and start turning dirt. Go project for project such as Sugar House Road and Extending Versailles. That way all citizens enjoy the benefits. Stop with the bs that caters just to the Blacks.

How much has the COA contributed to the NSU marching band? How many white sports promoters has the COA contributed to? The list is endless. If we are looking for true equality let us have it. To hell with financing these projects designed to makeup for 200 years of suppression.

•The Sales Tax represents 25% of Alexandria’s General Budget each year.
•The Millage Tax funds numerous projects, such as streets and drainage.
•61% of these dollars pay for more than 700 hard-working Alexandrians, who serve you every day

Without these renewals, the City would have to eliminate or drastically reduce services.

For example, it is probable that:

Forty police officers (1/4 of our Police force) will have to be laid off.
Thirty firefighters (1/4 of the Fire Department) will also have to be laid off.
Many employees in the finance, planning, utility and public works divisions will be laid off.
Our award winning zoo, Central Louisiana’s top tourist destination, will be closed.
City bus transportation services will have to be totally eliminated.
Twice a week garbage service will be reduced to once per week.
Little League parks, all youth summer and winter programs as well as every other recreational activity would be eliminated. This includes the baseball parks and the new golf course.

Without the renewal of these two taxes, virtually every area of the City of Alexandria will be negatively affected.

I don't consider the arts, health and recreation to be non-essentials. That's why we can't trade our park for money.

Non-essentials are the millions that we funnel to Pat Moore and Bridget Brown and the Provosty firm, and the bevy of pseudoconsultants housed at Myron's office and the attempt to sink our money into the Bentley to bail out Silver's (recently flooded) building and dumping funds on Southern University for no decernable reason. The council has been openly threatening to defund the administration's projects and personnel to teach a lesson. Well lets play that strategy for a while.

Sorry, but I haven't seen anything about the City Council making these "Donations" to the Sheperd Center in $100,000.00 amounts, (if memory serves me correctly twice recently) to assist dis-advantaged COA residents with their outrageous COA utility bills.
I truly question the legality of this practice. If the teat is dry, then it's dry!!!
I have absolutely NO DOUBT WHATSOEVER there are those who truly are needy/deserving, but I also believe the responsibility lay @ the COA Officals, elected & appointed alike, to make the necessary business arrangements to bring about correct pricing & discontinue making such decisions without relevent/pertinent/factual information available to them, in other words, conduct their "due diligence" in matters as if it were coming out of their own pockets @ their own household!!!

Electricity costs are high, but so are all fuel costs. Gas is also high. Hell, milk costs $5.oo a gallon at Walmart. Maybe people should learn to live within their means. Maybe a few folks would do better investing in insulation. Couldn't the Shepard Center help people fix their houses to cut down on future high bills instead of continuing to give out money.

Plus, if you are at work, it is amazing how much you can save at home on air conditioning. Get a job and quit complaining.

City employees and the council also have the same high bills as everyone else. I am sure they all understand.

duh 1/4 (40) of our police force will be laid off. Knowing a little math 25% of X = 40 means our police force has 160 employees.

25% of X +35 means our Fire Department has 136 employees.

Well, it appears that it is crisis time again, or at least a crisis due to lack of proper planning. I have been making my veiws known for well over two years as to the necessity for the city to wisely use the assets they have to reduce expense and generate revenue internally to because the threshhold at which the governed would be taxed has been reached.
As Sonny Craig rightly pointed out in his previous posting, re-powering the DG Hunter plant with additional gas turbines would have met all of our power needs while producing net reveue for the city coffers, thereby lessening the drive for higher taxes. Re-vanping the recycling and waste disposal - which is currently operating under a facade - could generate revenue and at the least be revenue nuetral if properly mnaged. Our waste stream could also produce natural gas with the incorporation of digesters.
But, here we are thinking we have a yes or no choice on a tax renewal that will create great angst whatever the choice - whenever we as a city failed to make the series of intelligent choices that has brought us here. Take heart - there is still tomorrow - but will we use it wisely?

Dear Duh: My experiences with the APD would show that a lay off would only mean the following:

1). I would get fewer taffic tickets (as I have been robbed several times, and APD never prevented any nor solved any);

2). Shipley's Donuts and Popeyes will have a lot of product surplus.

3). If I have a wreck I would have to obtain the adverse driver's correct information myself, rather than rely on the often incorrect information obtained by APD.

The questions I asked additionally evidence the COA disdain for the citizens. What is a General Budget? How much does this portion of the sales tax generate in income? Divide their 17 million dollar surplus by the sales tax earnings and the net is the number of years they got to get their act together before they need more money.

They project a 12million dollar loss which is overstating the impact because of increased sales tax receipts and new industry being added to the tax base (like Circuit City) but if you use their exagerated numbers, the 17 million surplus would keep the city on the same purse for 16 or 17 months from January 2008. If the council can't get its act together in that time, fuk'em. Of course, Myron wouldn't have that surplus to spread among his patrons and fans (and tenants).

Wouldn't it be nice to have a site that explaned the two renewals, what amount of the total current sales tax we are being asked to renew is, and what the money is being used for. It appears the COA receives on average 2.75 million a month in sales tax revenue or 18 million a year. If the COA figures it will lose 12 million this tax must acount for 2/3 of the sales taxes collected.

This seems untrue.

Here, just a few days before we vote on the renewal of two taxes, our council is threatening to over-ride a possible veto by the nayor so the council can hire an "auditor" for $ 150,000 yearly salary. Up until now I was resigned to vote yes on the sales tax renewal and no on the property tax renewal. But after reading the leading story in today's Town Talk, I will vote not just "no" on both taxes, but HELL NO!

The only way the a sense of responsibility and accountability will become reality is to wean the entire bunch from the taxpayer's teat. The Administration is just as guilty as the Council. All the restore downtown BS and grandiose plans for revitlizing the inner city at this juncture are a waste of money when we have many more serious needs.

How will the average taxpayer benefit from saving tyhe Bentley? There is not enough income in the motel business downtown to retain a Holiday Inn franchise status.

Not enough city employees live in the city to make a difference in any election. It will be the citizens who are footing all the bills for the city who will make or break the tax elections. Hope the city will use what money they have saved wisely.

Income has nothing to do with the loss of the franchise status - have you seen the condition of that hotel? It's worse than a Motel 6 or a Super 8. You would think Bob Dean had been running both hotels the way the former Holiday Inn has been taken care of lately.

Let me see the former Holiday Inn, owned by a friend of a CIOA councilman, is an integral part of marketing the convention center and the image is that bad?

Doesn't make sense to invest more taxpayer's money downtown when what we have is not maintained.

Do they honestly think they can scare us with doom and gloom? Sales tax collections are up and have been up for quite some time - even prior to the storm. Last month alone the two 1% taxes showed 5.26% growth in collections while the 1/2% tax increased by 5.39% according to the sales tax office.

What are they spending this money on?

The City Council cannot hire any employee other than the City Clerk.

Having said that here is the sticky wick: Sec. 2-08. Investigations.
The city council may make investigations into the affairs of the city and the conduct of any city department, office or agency and for this purpose may subpoena witnesses, administer oaths, take testimony and require the production of evidence. Any person who fails or refuses to obey any lawful order of the council shall be guilty of a misdemeanor and shall be punished in such manner as the council shall fix by ordinance.


Sure seems like a wide ass open way to start digging into all departments. Bet the Council could legally hire a lawyer to investigate.

I still would like to know if the City Attorney, without the Council approving an Ordnance, file a lawsuit on behalf of the City. I say he doesn't have the authority to initiate or settle a lawsuit.

It appears to me that the City Attorney is an advisor to the Mayor and Council and represents the City in legal matters. No place in the Charters assigns the City any authority to do anything on his own.

The Charter assigns all authority to the Council except that specifically reserved for the Mayor. As pointed out it appears the Mayor cannot veto an ordnance establishing a Council Staff or Officer.

They ARE planning to override the veto, they are just waiting until after the election. Chuck Fowler knows this and was trying to force them to have the vote today. He doesn't want to override the veto.

In order to override the veto, they had to vote today. They can no longer override Roy's veto on those ordinances. I guess they could propose and pass them again. Chuck could have accomplished absolutely nothing good by forcing a vote.

(C) Ordinances vetoed by the mayor shall be submitted promptly to the city clerk who in turn shall submit them to the city council at the next regular meeting following receipt thereof. Should the council vote to readopt the ordinance by an affirmative vote of two-thirds ( 2/3) of all its members, said ordinance shall become law irrespective of the veto by the mayor.
