In reading today's issue of the Town Talk, I was rather taken a back to find that this blog has attracted so much attention. Although I appreciate Mr. White's request of posting authors using their real names, he seems to not understand that it defeats the purpose of the blog. Would Mr. White stand and deliver if he had a problem with his neighbor? (use a scenario that fits here folks). I think not ... it would cause undue harm to relationship that needs to work. Hence the anonymity postings on this blog. Mr. White I applaud your interest and your intent; however, I do not think that it will work in all cases.
Now Mr. White to stir the pot a little. IF the Town Talk and KALB actually did a little investigative reporting this blog would be a moot point now would it not? In they're selective reporting, they have sewn the seed that created Cenla Antics. So Mr. White, in finding the answers to the many questions being asked by the public, would not the "real" media use unidentified sources?
In closing, I am aware that I need to spend some time on archiving old postings. I hope to have this done within the next week or two. I would also like to address a statement made on this blog a few postings back. I have never deleted any postings on this blog. In my opinion to do so would again, take away from the purpose that created this blog.

Not necessarily. Participants are obviously weary of the nastiness and that is all it would take. An ungoverned dialogue like Antics presents is particularly valuble to this community at this time. We just need to recognize and appreciate the value and ignore the bad folks. Lamar seems to relish the attention and kept stoking the flames. I hope that's over. I salute Captain Oblivious on his efforts to create a dork-free forum and hope it works. But Antics is still the site to get an inside scoop.
It would seem to me that the intellectual elite now have their forum where they will not be bothered. Lamar has a site consisting of his editoral comments relative to news reported in other places. Accept it or not his and his cohorts response to disagreement with his position was disrespect and belittling.
Cenla Antics, in my opinion, is and should be a forum where, whether you can type, spell or whatever, you can express your opinion without being subject to abuse by the "wet behind the ears" intelligent members of the community. Their reactions are the typical reactions of the liberals.
Now let us explain why I attacked his father. Lamar and I engaged in a civilized discussion relative to his "handicapped". I explained that I had a cousin - who has since died from the illness - with a similiar condition. The cousin's name - Rudy hence calling me "Rudy's cousin." My attempt at an understanding of the disease resulted in disrespect towards me and my dead cousin. Gloves came off right then.
My thoughts are, and it is well known that his father did drink past heavy, that Lamar suffers from fetal alcohol syndrome. However that was his business until the his crew belittled my cousin. At that time Grandmothers, fathers, etc were fair game. It might be obvious I never said anything negative relative to his mother or Grandfather. I merly stated known, published facts - in another words I told the truth as everyone knows it.
Lamar wants to opine with his thoughts on anything and everything and wants to be correct and go unchallenged. I refer you to the Bringhurst Golf Course debacle. He has no idea of procurement law but he knows what the City is going to do. After challenging him he slides out with the excuse "I misspoke, it was our vision not a proposal." When you present a proposal to a governmental agency that hasn't requested proposals and allegedly they are going to vote on it you and the council have violated law. The City's position, as stated, at this time no decision has been made as to Bringhurst and proper procedures will be followed when a decision is made.
It is my belief Cenla Antics will flourish now that the moneyed riff raff are gone.

Actually I had a cousin with CP. Rudy had a wonderful personality and ccepted the lot he was served up and overcame. He was not bitter as you seem to be. He, as most of us, done the best he could with what he was furnished and was proud of his accomplishments.

I don't see anyone objecting when individuals receive funding and approval for their NPOs from the city without going through the RFP process.

Alcohol consumed by the male can lead to a variety of problems in the reproductive system. Unlike females, whose eggs are all made during pre-birth development, males continuously make sperm throughout their lives. Some studies have shown that alcohol consumed by the male can enter the testicles through the bloodstream. The drug then seems to mutate some characteristics of the sperm. After exposure, they can end up with deformed heads or tails, hindering their mobility. Alcohol could also be transported to the ova via the semen and expose the embryo to levels of this toxicant. In addition, alcohol-affected semen could alter embryo maturation.
These mutations can lead to birth defects, miscarriage, or illness in the resulting baby. When children with fathers who are heavy drinkers and non-alcoholic mothers are compared with those with FAS, the children of the drinking fathers are not grossly malformed, but they do have certain intellectual and functional deficits, and they are also more likely to be hyperactive.
A number of studies involving animals have been carried out, looking at the effect of paternal alcohol consumption on the offspring. Studies have shown that exposing a male animal to alcohol can lead to changes in embryonic and fetal development, litter size, offspring viability, and increased susceptibility of the offspring to infection. Infant malformation and mortality also resulted from paternal alcohol consumption.
A series of rat studies have exemplified these results. Compared to normal rats, male alcohol-sired rats had significantly lower levels of testosterone, as well as disturbances in hormonal function, less beta endorphin, and lighter seminal vesicles. Female offspring from fathers who were exposed to alcohol had abnormal baseline levels of certain stress-related hormones, and responded differently to stress than normal control rats.
Another study showed that a father rat that is exposed to alcohol, and then had a drug free period with enough time to restore normal hormonal status, still produced male and female offspring suffering abnormal development. This information shows that alcohol, even alcohol use after a limited time, could have some residual effect on the success of the future father. In his report, "The Effects of Paternal Exposure to Alcohol on Offspring Development," Dr. Theodore J. Cicero says that "it seems clear that paternal pregestational alcohol administration can produce adverse effects in the offspring." Alcohol also seemed to affect the male user's sexual performance, on top of causing problems with fertility, viability of offspring, and maturation of the fetus and newborn.

Fuller, Charles Frederick, and Rosevelt will split the black vote. Whoever gets in the run-off will likely be the next mayor. However, I've always said that a Republican cannot win in Alexandria. Its a chocolate City, like it or not. But, if Fuller, Charles and Rosevelt get nasty with one another, it could be so bad that their supporters refuse to go vote for whichever one gets in the run-off. Then, Sams could conceivably come up the middle and steal it. If its the white democrat Smith in the run-off, he wins against anybody. He just may have a problem getting to the run-off. This is about to get wild.
Personally, I don't think an RFP will yield any other proposals. The course has been sitting there unmanaged for over a month, no one else has come forward, and it's been all over the media.

Go back and read the minutes from recent City Council meetings, and count how many projects have been given to people without going through an RFP.

Projects are contracted to people all the time without issuing an RFP. The question of whether or not an RFP is necessary is handled on a case by case basis.
It appears your real knowledgeable about procurement procedures. Typically things are pricured through an RFP or an RFB (Request fior Bid). The difference being in a bid situation the city knows what it wants. A proposal basically means how are you going to accomplish something.
Cite me an example where the City gave somebody (a person, business or corporation) without competition. Surly you can do that.
You say there have been numerous projects given to people. Show me one in the minutes. Is that a difficult request.
Someone mentioned something about the recycling program. Would that qualify?
I don't know, but I think the point is that when there is no alternate proposal, then the City does sign agreements without "competition."

Government is inefficient for two reasons. Qualified vendors demand equal opportunity for the business which imparts time delay. You can argue that one untill the cows come home.
The second reason has a Part A and B:
A No profit motive - gonna get paid whether I do anything or not.
B. The solutions to any problem are through more money and more employees at the problem. An attitude resultant from A above.
Been involved with governmental procurement (on the vendor side) for many many years. I have been fairly successful at wading through the paperwork. I have even accomplished the impossible - getting submittals approved the first time they were submitted.
I can tell you what they are supposed to do. Whether they do it or not is another matter. If they don't do it leaves them liable. The reason they use RFP's (a procurement agent's best friend) is that decideing who wins is a subjective evaluuation that only needs to be justified with verbage. A bid is compliant, low dollar - hard to steer bids.

Charlie Wagner was a nice attractive guy almost to the point of being charismatic. He was a masterful politician. The truth is that he got filthy rich in office and had a well-earned reputation for constantly playing golf and letting others do the work. He was never at the DA's Office. His son, Chuck, is a nice decent guy and I hope he does well. Apparently "We Saw That" saw that.
Looks like the smoke is clearing and Antics is still the most interesting and functional idea exchange site in Cenla. Antix is a good concept but appears to be languishing from disinterest. Lamar's site continues to be wholly dedicated to the glory and credit of Lamar and amounts to a small garden of narcissi. We Saw That is a great site though not really formatted for idea exchange, yet still well worth a daily gander. VIVA ANTICS!

The City of Pineville, Mayor and Counsil are going to YET AGAIN give themeselves a raise. With reference to Cenla Antics still alive - the site was set up so folks could post their thoughts and opinions. For awhile it was being taken over by Lamar and associates reacting to someone posting their thoughts and opinions. Like it or not a person should be able to post thoughts and opinions without being attacked friviously. Attack with facts.
An attack tactic of the Alexandria Police Detective Division is to offer a person being interviewed an opportunity to take a poly which would prove their innocence. No they are innocent - it is the APD's job to prove their guilty.
Lamar tactics are to attack the persons opinion without facts. His site is merly copy and paste from other sites and generates little activity. It is fun in here and, wishing Anix well, Antix will generate little interest.

Question: Since coming back to this community last year i've noticed the Alexandria police have become quite lax in their duties. Frequently, six to seven units are crowded around the Gate on Jackson Street and other units are sitting in parking lots in the area.
Driving through areas like the Sonia Quarters and 3rd Street produces not even the sight of one vehicle during these hours. For the longest time Bolton Ave was absent of police presence for the longest time. They all seem to be congregated on Jackson Street keeping the parking lots safe from crime.
Anyone else ever notice this?

At the meeting she told the department how sorry they were and that she wanted Frank Willis to head up the federal money coming in to economically develop the downtown. And, she wanted her environmentally wacko friend Patrick Moore to handle the architectural end of the projects. Why pay people to work in the so called "Planning Department" and engineering department, if outside "consultants are used for these pet projects? It's federal money so the tax payers in Alexandria don't need to know. The project is using "federal tax money" collected from Minnesota I guess. Another example of Delores helping her chosen few. I wonder which one of the above is her cousin this time?

The Town Talk (Billy Gunn) ran a story in concerning certain admissions CFS made under oath in deposition concerning his "business" relationship with hotel Patel and, among other things, CQ's Bar, and a young woman he was "helping out and investing in". Does anyone remember what and when that was? I think that it has just gone from a curiosity to a political scandal.

Another question that will probably never be answered is why should she get any work whatsovever from the city while she rents office space in the Lawson business incubator?
