In reading today's issue of the Town Talk, I was rather taken a back to find that this blog has attracted so much attention. Although I appreciate Mr. White's request of posting authors using their real names, he seems to not understand that it defeats the purpose of the blog. Would Mr. White stand and deliver if he had a problem with his neighbor? (use a scenario that fits here folks). I think not ... it would cause undue harm to relationship that needs to work. Hence the anonymity postings on this blog. Mr. White I applaud your interest and your intent; however, I do not think that it will work in all cases.

Now Mr. White to stir the pot a little. IF the Town Talk and KALB actually did a little investigative reporting this blog would be a moot point now would it not? In they're selective reporting, they have sewn the seed that created Cenla Antics. So Mr. White, in finding the answers to the many questions being asked by the public, would not the "real" media use unidentified sources?

In closing, I am aware that I need to spend some time on archiving old postings. I hope to have this done within the next week or two. I would also like to address a statement made on this blog a few postings back. I have never deleted any postings on this blog. In my opinion to do so would again, take away from the purpose that created this blog.

Did it ever occur to you that one of the best ways to "fix" the crime problem is by "fixing" the surrounding infrastructure in crime-ridden areas?

That's not a liberal opinion. Ask Rudy Guiliani how he dramatically decreased subway crimes in New York.

I suppose you don't support the Alexandria Zoo either? Bringhurst is directly next door, after all. They're in the same "neighborhood."

And how is this project NOT doing something good for the community? What, in your mind, is the "community?" Are you just upset that we're working on something in that "neighborhood?"

Do you think that this neighborhood doesn't deserve attention? Do you think that the people who live in this neighborhood are all criminals?

I guess now I know what we're battling against. I have a suggestion: Move to Woodworth, enjoy their over-eager police department and their lake. I hear it's a nice place, and you won't have to worry about the crime problem in Alexandria.

By the way, we're not asking for grant money from the government.

The Rapides Foundation has offered their help in locating grants, but we have not asked for money from them (and we don't intend on it).

Our grants will likely come from organizations that promote education through the game of golf.

I agree that all those silly art and theatre projects downtown are a huge waste of money. However, I've not seen any "liberals" ramming this crap down the taxpayers throat. Its all blueblood republicans from what I can see. Look at that ridiculous Heart of Spain fiasco. One or two bluebloods made off with all the laundered public money. When they opened the silly theatre, all I saw at the opening were blueblood conservative republicans. I don't know where all this "liberals" talk is coming from.

KALB reports that Judge Terrel is still mum about his plans for dealing with the Les Prestridge issue. A decision was supposed to made Tuesday...but nothing yet. Why does Terrel continue to risk his political future for this guy? Maybe the clerk has something on the Good Judge.

Mall renovations! Like that's going to help keep the trash out! They could spend 60 million and unless they have decent security to keep the scumbags out it's not going to attract real shoppers when they don't feel safe walking through the mall.

I am new to this site and noticed a number of contributions by Mrs. Tommy Cicardo. I understand Mrs. Cicardo's anguish, but if one has candid conversations with APD officers and former APD chiefs, it doesn't take very long to get a painfully detailed account of Cicardo's reputation, conduct, and abilities. According to them, Cicardo was/is universally dispised and disrespected by virtually everyone on the police force. That part of the story needs to be told also.

The previous operator of the Golf Course had a wonderful idea - close nit. I am sure "civil" you have all the answers but according to the previous owner the golf course was a money loser and subject to constant crime. Mr. Lamar's idea of a grant is a typical "liberal" idea. Grant money is supposed to be seed money not a recurring annual need. If the golf course could be operated in a profitable manner and attractive to interested golfers it would still be opeation.

As far as moving to Woodsworth Mr. White does your extended family live in the City or did they build palatial estates at a nearby lake? Your family left the city but make their Money - remember you stated your family has money - from the city as well as elsewhere.


What to do with the Golf couirse - let the zoo expand. The zoo seems to have no trouble attracting visitors. What is it they know that the former opertor's of the golf course don't know and that Mr. White knows.

Nice try Lamar, but you're too wet behind the ears to know jack about running a profitable operation. The Bringhurst course is failing because of 2 things. 1. Golfers won't play a par 3 course when something else is available. We have a ton of nice courses in the area. 2. Beginners WILL play a par 3 course to get the experience. However, what parent in his right mind would expose his kid to the "neighborhood" that Bringhurst is in? They would rather drive to Tioga and play at Timber Trails. Far better course, far less exposure to drugs.

Go ahead Lamar, do your best, however, I predict thet your efforts are doomed because you're stupid. Stupid to think it will succeed and stupid to try. Grow up little boy.

Smart money says Prestridge will be allowed to quietly "resign" because he has a history of perverted behavior. Check out the Northside Journal's follow up story on "Col. Groper."

What has everybody wondering is how will Judge Terrell cover up the missing money and the probation scheme that he and Prestridge cooked up.

You're right: Grant money is intended to be seed money to help with start-up costs, etc. With proper management and facilities improvements, we should be able to sustain the course's operations. I have not put together a pro forma on the course yet, because it's hard to know previous numbers. But people golf out there every single day of the week. As Jamie said in the article, it was never a matter of getting people out there. I've spoken with Jamie at length about the course, and he believes in our vision for the course.

Jamie never wanted to close the course for good; he wanted someone else to step forward and take over. If it were properly improved, it could become a real asset to our community.

Also, the zoo already has plans for a $7 million expansion. There is plenty of land on the other side of the zoo, and there is no need to cut into that old golf course, particularly if someone gives it the attention it deserves.

I am an occasional reader of this blog, and I felt it necessary to respond concerning the Bringhurst Golf Course. I agree with Lamar. If you are unhappy here, please move to Woodworth, Ball or Tioga. I live in Alexandria, and I would love to see the Bringhurst course renovated and be another shining jewel in Alexandria's crown. Mr. (or Ms.) Anonymous, quit your whining, moaning and belly-aching and allow people with visions try to improve our hometown. Oh, and you didn't like the "Heart of Spain". Did you even go? No, probably not, you were probably in the lawnmower races when it was here. The only way that our city will improve is by people working together. If you don't want to work with us, shut the heck up!

Finnegans Wake will be featuring stand-up comedy every other Thursday. I really think you need to take your witty lines about "crime" and "drugs" and perform a little act. The crowd will love it.

Oh, and then (not sure if you're the same anonymous), but you could talk about how parents feel safer out in Tioga because they're aren't any drugs out there. That will particularly have the crowd rolling.

Copied from Mr. lamar White Jr's site. Spell check revealed 5 misspelled words as well as the word Bringhurt (not included in the 5 misspells.) Apparently a degree from RICE doesn't insure you speeel correctly.

"Earlier today, an anonymous writer on Cenla Antics reported that I had submitted a proposal about rehabilitating Bringhurst Golf Course. I'm not sure who this person is or who their source is, but yes, this is true. Considering that my brother Mark and I have dispersed between thirty and forty copies of our proposal, it's not too surprising that this would sneak its way onto the blogosphere.

On May 27, Bob Tompkins of The Town Talk reported that Jamie Trotter decided not to renew his family's lease on the historic Bringhurst Golf Course in Alexandria. Although the Trotter family had kept the lease on Bringhurst for nearly fifty years, Jamie became frustrated with the crime in the area. He felt like it wasn't fun anymore to run the course.

The next day, my brother and I were talking about the course's closure with a few friends of ours. Mark and his friends had all learned the game of golf at Bringhurst, and they all expressed a great vision for Bringhurt's future. It wasn't just the crime, they said. It was much more than that. In short time, I was convinced that they had a solid plan, a firm grasp of the course's pros and cons, and an understanding of the operations of a golf course. (Mark has previously worked in other golf courses in Texas and Louisiana). We drafted a short proposal and sent it over to Delores Brewer.

Mrs. Brewer also understood the importance of the course. It bills itself as the oldest par three in the country. (While researching the course, we learned that it is actually the third oldest in the country. But it's still the oldest "this" side of the Mississippi River).

We were able to retain the services of a reputable grant writer. From the beginning, we agreed to create a non-profit organization to handle clubhouse management. We never intended on using the course as a way of personally enriching ourselves, and we recognized the challenges of rehabiliting the course as a private enterprise. We also believe that there is a public interest in the future of this course and that it is possible to rely on grants and private donations in order to pay for renovation costs. (It's worth noting that greens maintenance can be handled "in house" by the City of Alexandria. They have already retained the services of a professional greenskeeper at the Links Course, and he was amenable to tackling Bringhurst. Our entire proposal hinges on renovating the clubhouse and re-energizing its business).

That said, this is not a done deal, and it will take the support of the community to realize this dream. The City Council will likely have to vote on this issue on July 5th. We hope the community recognizes the value of Bringhurst and supports our efforts. Our plans call for the following:
1. Improved lighting that facilitates night golf. (We spoke with Les Whitt today, and he'd also like to see night lighting at the zoo. If you light the place up at night, it will also help decrease crime).
2. A free wireless internet cafe and lunch/snack bar.
3. Golf club rentals.
4. A complete renovation of the clubhouse. Again, all of this, including renovation expenses, will be funded by private donations and grant money.
5. A putt-putt golf course constructed on the "wasted space" located near the parking lot.
6. 24-hour camera security.
7. An extended deck with tables and chairs.
8. A once-a-week frisbee golf game.
9. Improved signage and curb appeal.
10. Improved parking.
11. Company and charity-sponsored golf tournaments.

As far as specific renovations and improvements to the course, the Links Course's greenskeeping services are phenomenal, and they will be able to dramatically improve the teeboxes, the fairways, and the greens.

It's also worth noting that we'll be entering into a cooperative agreement with GAEDA in order to attract additional programs to the course, like the First Tee Program.

No - Cut & Paste onto Word Perfect and run spell check. Remember I am the idiot that can't spell according to the blogger. You will find more words that spell check thinks are misspelled solely because it does not know about Bringhurst. Point being made Lamar's typo's are conviently overlooked by his ass kissing friends in their effort to attack rather than letting a person state their thoughts.

Lamar, even with his fancy education, commits as many typo's as anyone else. However, if you will read his site and his responses on this site he potrays himself as the person that is going to save Alexandria and his ass kissers amen his every statement.

He has been informed by many many people that he is naive, uninformed, etc. His response and the response of his ass kissers are to attack the messenger because they have no response other then ridicule and hatred for those that disagree with their lofty ideas.

I have a right to believe that the last thing we need to spend money on is a golf course in the middle of the quarters. If Lamar was truly trying to help people he would try to find a grant to feed the hungry, house the homeless and buy medicine for the poor. He has no idea of the financial plight of the typical African-American living in a rented (from slum landlords) shotgun shack on Turner street. He is, however, going to make their life complete, by getting them a golf course.

Guess Judge Terrell is as good as his word after all. He handled this professionally and quitely without influence from Hays , Faircloth, Dupree or Fields. I guess those who criticized him before will find something else to attack him for now. ....this just in Town Talk.




Pineville City Court clerk resigns

PINEVILLE - Les Prestridge, chief clerk of the Pineville City Court, resigned effective today.

City Judge Phillip Terrell said, "This morning Col. Prestridge sent a letter of resignation. As far as I am concerned, he no longer works here."

Prestridge had been under investigation of allegations of sexual harrassment of the women in his office for the past several weeks.

In regard to spelling, check out the comments made on Lamar's website about what happened at the corporate spelling bee.
Spelling and grammar are important in society and equates directly to potential, individual economic gain.
If you're pulling down minimum wage -- or slightly better -- take a hard, fast look at the image you project in writing. Chances are that less than sophomoric written presentation of ideas is what's dragging you down.

I applaud the effort to save the golf course as to do anything else would be a travesty. It is important to maintain green space as they serve as "quiet islands" in an urban setting. The golf course also serves a a buffer to the zoo property that helps residents and the animals. There are people that would love to carve up the park & zoo properties for their selfish interest, ie Cabrini's parking lot coup. As Alexandria grows, it would be wise to remember that "quality of life " issues are an important factor in attracting or repelling new residents and retaining old ones. I would like to see discussion on some of the following items:
1.Utilities
2.Streets
3.Parks
4.Overexpansion
5.Core Blight
6.Adjudicated property overload
7.Board & Panel function & make-up
8.Local tax structure
9.Crime
10.Fire protection
11.code enforcement
... just to name a few off the top.

Thank you for your thoughtful comments. It's refreshing to hear from someone who wants to have a real dialogue on the issues.

Obviously, I agree with you about the golf course. It shouldn't be carved up, because with some attention, it can become a valuable component of our city park. I also believe that Bringhurst can once again become a destination spot for local youth, amateur golfers, and (yes) even tourists. It's appealing to people because it's unique and accessible.

We had a discussion about sidewalks, traffic problems on Masonic Drive, and the blighted properties, like the Cavalier Motel. Several different elements need to come together in order to successfully rehabilitate this area.

Mr. Moller at GAEDA would like to see the Cavalier close down for good and become a small senior housing facility. Mr. Whitt would like it to become green space and additional parking for the zoo. Both ideas are sound, and we need to facilitate this type of discussion if we're ever going to progress and grow.

I know this is just one small part of our community, and I recognize the discussion must tackle the infrastructual and crime problems in other areas as well. But we have to start somewhere.

A thought - all of Lamar's high and mighty pontification on the illegalities going on consultant wise with the City but him and his brother can present a proposal to the City for Bringhurst. What happens if others want to submit proposals? If the City is soliciting proposals the process should be opened to all. Lamar is not soliciting public money for a grant but from GAEDA. Isn't GAEDA a quasi governmental agency. If not why did the expansion have to go through the legislature? Does old age cause this confusion or is it Lamar's rambling.

Best as I can understand Lamar's is pissed at the Housing Authority for awarding a contract to Sander's wife but he wants Brewer to give him and his brother Bringhurst Golf Coaurse.

Cabrini stealing green space? Hell Rapides gets entire city streets.

the speed bumps are down to two going into good earth. I think who ever made that decision, needs to pay for the damage to cars trying to travel streets that we paid for. A police officer with a radar would work just as well with out hurting law abiding drivers..

You're wrong on a number of counts.

First, the City did not tell me that they were looking for any proposals. I drafted one up, and I sent it to Delores Brewer, who was very receptive to my ideas and encouraged us to develop a more coherent plan. Then, I retained the services of a professional business planner, someone who understood the nuances of non-profit organizations and offered her expertise in locating grants and additional funding.

I think that if you have a better idea for the best use of Bringhurst, they'd be more than willing to hear you out. Go ahead and send them one.

Also, you fail to understand our working agreement with GAEDA. Clifford Moller is a big proponent of rehabilitating Bringhurst, but GAEDA will not be "funding" our non-profit organization unless their board elects to do so. Our agreement with Mr. Moller will allow GAEDA to run programs, like the First Tee program, through our clubhouse.

Delores Brewer doesn't own Bringhurst; the City of Alexandria does. I've also met with Kelvin Sanders about Bringhurst, and he seemed encouraged by our proposal.

Bringhurst and the AHA "scandal" are not related issues. Believe it or not, some people can recognize that.

Again, the closure of Bringhurst was public knowledge. It was also public knowledge that the City of Alexandria was exploring options on what to do with it. The story was picked up by papers throughout the state, and it also appeared in several national golf magazines. It wasn't exactly a secret.

Dip shit you still do not understand. The city must advertise the availability of Bringhurst to all interested parties not just give it to the White family. What part of that do you not understand. If Sanders, Brewer or who ever just gives you the thing they have violated the law. If they solicit proposals without offering everyone a shot at it they broke the law.

The reason I am asking if the City has requested proposals is that in Lamar's posting he states very bluntly the Council will probably vote on this matter on the 5th of July. Has the City offerred this city owned asset to all interested parties. Apparently not if Mr Junior White is convinced, and convinced he must be for he is aligning with GAEDA, grant writer's etc, the City will vote on his proposal on July 5th.

Has Junior been appointed as the spokesperson for the Council or Mrs. Brewer?

You seem to be having trouble understanding the city cannot consider a proposal unless it has advertised for propsals. This would be giving an unfair advantage by setting a thought pattern in mind. All proposals are reviewed and judged and the one deemed most appropriate for the City's needs can be accepted. Voting on a proposal without requesting proposals give that proposal an unfair advantage.

It is simple procurement law. Call City Hall and ask Brewer if the City Council is going to vote on the White proposal on 5 july.

Give me the spefic item on the agenda and I think I can explain it. Remember inter-governmental agreements, standing contracts, etc are not subject to bid law. You have to know the bid law in order to know what to do. I think I, along with several certified governmental procurement agents working for various local government entities know the bid law. I have been working with it for many years and I am telling you Lamar is blowing smoke.

You cannot give beneficial use of a government owned asset to an organization. Just because the organization claims to be non-profit says nothing. many, many organizations are chartered non-profit rganizations - Churches as an example. What happens if St. Francis Cabrini Church wants to run the thing as a rehab site or any other idea someone comes up with.

Lamar is just plum dumb. The reason I say this is he doesn't know procurement law, has been bought and paid for by his family's money but worst of all is to stupid to realize he doesn't know.

Again I challenge you to call Brewer and ask her if the City is considering his proposal and is going to vote on it - what kind of vote can they take? We accept his proposal? We don't accept his proposal?

Again cite the line item on the agenda and I'll buy you a steak if I can't explain the action taken under the provisions of applicable statute.

Again, if you have a proposal that you think better serves the needs of the community, send it over to the City. I'm sorry you guys didn't read the news that day about Bringhurst, but I refuse to apologize for my group's attempt at procuring the lease on the clubhouse.

Second, I could be incorrect, but I doubt the city has to advertise its vacant property as being "available."

We have NOT submitted a bid proposal; we've submitted a proposal for a non-profit organization to lease out the clubhouse. Your hope that this is somehow illegal is baseless, and it's obvious that you're just grasping for straws.

I am not saying this is a done deal. I was told that the City Council could vote on this as early as the 5th of July, but if there are other proposals that come forward as a result of this exposure, I hope they'll delay the vote in fairness to all parties.

We want to see what's best for Bringhurst Golf Course and the surrounding neighborhood.

I just saw the report on KALB. You're right: The clubhouse looks pretty bad.

I'm glad they said this: The City HAS NOT made a decision on what to do with the course.

We just submitted a vision. I think perhaps the word "proposal" has been taken too literally, because, in its current form, the document that we submitted is not a proposal. I apologize for any confusion.

Chalk it up to my stupidity, my naivete, and my belief that most sane people wouldn't attack every little detail in an attempt to "expose" some sort of fictional "inside deal."

During the next few weeks, we'll be working on fine-tuning the language. I know some of you won't support us no matter what our plans are, but I hope that, if anything, this exposes the need for a rehabilitation of the course.

I do not like to argue with liers and idiots, however I will attempt it. Several untruthful things have been said about me, and if true, I wish that the posters would prove it.
First, there was a comment about my billing to Water District 3, and former Banker Otha Haily caught me over charging. The truth is, that every one of my bills had to be approved by the finance committe Mr. Haily chaired. Secondly, if I was fraudulently recieving public funds, the Board members had and have a duty to report that to their auditor (which apparently has not been done since I was fired two years ago).
Secondly, the District did obtain servitudes for property owners down a roadway to run a waterline for the residences along that road, but the Roy Hebron waterline was the only one to run across private property, at public expense, and serve only one home. Roy obtained the public paid for waterline in arly 1994, yet had not paid anything for it by the time I left in July, 2004.
I did practice law with Judge Terell until 1992, however that asscotiation ended when he moved in with Neblett, Beard & Arsenault. I had ABSOLUTELY NO tax reasons for my relacation to my father's office building.
I was not run off or dismissed as the attorney of Pineville City Court, I resigned. My resignation was due to my dislike of Les Prestrige, not Judge Terrell. I felt that Mr. Prestrige was unethical and a lier before the sexual harassment matters came up. Judge Terrell, not succumbing to public pressure, retained a local lawfirm to do a complete investigation of the matter.
As far as Judge Terell resigning due to the Court having been sued, I am not aware of any lawsuit that has determined the Court to be liable for anything. The missing money issue was immediately turned over to the Court's auditor and the Louisiana State Police. For a status on that investigation, I would suggest that you contact the State Police.
On the otherhand, the City of Pineville has been successfully sued numerous times since Mayor Fields was on duty. I know of some of them because I was the successful attorney. Therefore, using that same logic, Mayor Fields should resign. And while we are talking about sexual harassment in the Court, did you know that the City of Pineville has Mr. Joseph Cannon working in its employ, who, unlike Mr Prestrige, has been convicted and can be seen on the State Police Sex Offenders webpage.
Previous comments taking away from the fact that I have been cleared of unethical charges I have had to defend myself since 2004, and that such was a whitewash, makes the water District that spent public funds to hire lawyers to file such seem rather silly.
As far as my three month KKK affiliation 27 years ago, which I have admitted was a mistake, for that period of time I never advocated nor participated in any unlawful conduct. I think that my representation of all races and strict advocation of all citizens' equal rights under the law, speaks for itself.
Of course, many who have posted about me do not know the facts or attempt to distract from the political corruption I have written about.
I hope that you can see how easy it is for one to spread untruths on this or other blogs. However, if have have done even half the things I have been accused of, I urge you to file a complaint with the Bar Association and law enforcement, or file a civil suit. Its long past time to put up or shut up.

I have personally offered the Town Talk and KALB photographs and signed and handwritten witness statements as to Ball Mayor Ray Hebron's publically paid for personal waterline and his using inmate labor, Town of Ball employees and Town equipment in the 2004 construction of his home. My last offer was to Babbs a few weeks ago, when she called for for a stement on the Dupree lawsuit. So forgive me if I don't take you seriously about KALB's fine reporting. comparing pineville city court with the city of pineville isnt really that great of an analogy because unlike the city court the city has a council to manage and look out for it. city court only has the judge and well the city marshall and we wonder where the marshall was at when all these hijinks were going down. it looks to us to be a failure of leadership/management.

Lamar if you going to right all the wrongs with government you have to learn the language (if you gonna play the game you got to learn the rules.) Proposals, when dealing with governmental agencies, mean responding to a published request for a method to meet a need - Request for Proposal (RFP) not to be confused with an RFQ or an RFB. The city will, when i determines a course of action, issue either Requests for Quotes, a Request for Bid (they could simply say we have this piece of property availabe to rent to the public) or issue a Request for Quote - what will you charge the city to run this golf course.

As I said your stupidity has already given any other proposer/bidder a method to challenge the awarding to your non-profit organization. You have publically stated the City will probably vote on your proposal on the 5th of July. To a person knowledgeable of the procurement process the City, if it does vote on your proposal, will break the Revised Statute relative to procurement. If I was advising the City on Procurement matters I woul advise them to prohibit you from bidding to remove even the slighest hint of collusion. A shyster can respond with an outrageous proposal and protest the award to you and sue for mega bucks solely because you announced on this media the City was voting on your proposal. You imply you and the City are in a conspiracy and you do the City a disservice.

However, as it has been pointed out many times your to stupid for your own good. You and your liberal ass kissing friends run off at the mouth without knowing anything about the subjects you have the answers to.

Anon Poster...you are wrong. The City does not have to advertise or do a Request For Proposals regarding the Bringhurst Course. The City does sometimes advertise these sorts of things as a courtesy but is not required to. You see, maintenance services, A&E services, and other professional services like drug testing, safety programs, claims management, insurance, and a host of other "services" are exempt from State Bid Law procedures and can be contracted for without bidding or receiving RFP's. That may not always be in the best interest, but thats the law. So, the City wants to enter into an agreement with someone to manage the golf course, no one else steps up and offers a counter proposal, and the Council wants it to happen, then it is perfectly legal to do so.

This blog is really frustrating. There is so much misinformation on here. Someone stated that Bringhurst Golf Course is right in the middle of the Sonia Quarters. Wrong, wrong, wrong. It is located next to what is called 'Ivy League Subdivision". Why do you think all the streets are named after colleges and universities? The Sonia Quarters begin at Mason Street and Dallas Avenue...at least 10 blocks away. So what if it is in a bad area. It is located next to the Alexandria Zoo, which has more frickin visits per year than any other facility of any kind within a 100 mile radius. Would you have the course moved to edge of town so that certain elements of the community can't get to it? I hate to break it to you...they will get to you eventually no matter where you move. At some point we are going to have to take the City back from the low life leaches on society that by the way are not confined to the Sonia Quarters. We can't just keep running from them.

WHERE IS THE STORY:

There has been no investigation by anyone as to Roy Hebron's use of inmate labor or Town equipment and crews, nor have any of the eye witnesses, whose statements were supplied, been questioned by any State or local law enforcement agency or the Legislative Auditor. Additionally, several of the Ehtical complaints I have filed in this matter have not been closed yet. Other than saying that, I am prohibited by law from discussing the Ethics matters. Additionally, the Attorney General's Offcie has violated the State Open Meetings Law enforecemnet provisions on report of violations against local political bodies. So I don't know, is there a story there? Just because someone says all matters have been dismissed, does not make it so.

The last I am aware of, is that nothing has happened to my knowledge after the Court of Appeal decision, except my motion to withdraw as attorney of record and the Provosty Firm's motion to enroll in my place. The Appeal was the City of Pineville's, whereby the oourts agreed with it that it was not the employer of the employees in the Clerk of Court's office. As of that time, the litigation of the merits of the case had not began, and I imagine that it is still pending.

It's utterly ridiculous to assume that the City and our group are "colluding" about this project.

We VOLUNTEERED a plan! We VOLUNTEERED our support at NO COST to the City. And I didn't "announce" anything. I confirmed that we had submitted a plan, and I explained the details of our plan. I also have repeatedly stated that this isn't a done deal, and it will take the support of the community to see Bringhurst rehabilitated.

I was told that the City Council may take action as soon as July 5th. They may not. They may wait for more proposals. This is definitely possible, and if you have a better idea, I think the City would be very interested in hearing your proposal.

Once again, I just want to see Bringhurst reopened.

OK bloggers, it's going to get interesting now. I suspect Ned's hibernation will continue after Delores' departure. They will most likely try to put the City on autopilot. However things are usually fairly busy during an election year so look for the Finance Director, City Attorney, or one of the other “acting” division directors to step up to the plate and pilot the ship for Ned.

Here is what needs to happen. First, we need someone with a vision of where this city needs to be in 25 years with respect to housing development, commercial growth, transportation systems, utility infrastructure, public safety, parks and recreation…etc. Secondly, we need someone who can clearly and effectively articulate this vision. Finally, we need someone who has the skills that will be required to realize the vision. That will not be an easy task given the current Council composition. We do not need someone who will merely react to things on a daily basis as they occur. That sort of narrow thinking is what has gotten us where we are now. I don’t need someone who promises that they will get my potholes fixed faster than someone else. We don’t need a Mayor for that. A secretary can issue work orders and follow-up to ensure they have been done in a timely manner. In a nutshell, we need a Ronald Reagan for Alexandria. I have not heard anything yet from any of the current candidates that leads me to believe that they are up to the task. It’s still early though. I have a feeling we are going to have a long hot summer.

Lamar, I have read your plan for Bringhurst, the real copy, not the one you published on the web. I think you have the right ideas, the right intentions, and the right vision. The confusion about procurement is due to ignorance... and perhaps something you said on your blog about "full transparency." I understand the point you were trying to make, but you have to realize that some of these guys read on a fifth grade level and do not have the capacity to read subtext.

I support you and your plans for Bringhurst, and I think it's just a symptom of our sick culture here in Alexandria that people blindly attack you without really hearing you out. Don't take them personally. They won't be making the decisions in this community in twenty years, your generation will. They fail to understand that simple truth.

I'm not a "ass-kisser." I disagree with you on a number of things, including LC... but I know a good thing when I see one, and your plans for Bringhurst are definitely good for the community.

Don't listen to or worry about these busybodies. My advice is to trust no one in this city. I've been working with the city government for many years, and I've learned that it's hard to anything good for this community.

I'll tell you what I respected most about your proposal: you're not asking for anything. Typically, when people send the City a plan for an outstanding project, it involves them being written into it for a salary or cash in some fashion. Leasing of Bringhurst to a non-profit organization is not a service. The city hiring a non-profit organization to run the golf course under the control and management of the city does not have to be bid.

You are correct the city itself entering a pure lease (the city leasingf something) does not have to be bid. Bringhurst will be the City leasing TO not FROM.

Again, learn the law. Learn what the words mean. The Statute relative to leasing is framed from the standpoint of the governmental agency leasing from not leasing to. Lamar's proposal has the City leasing a governmental asset to a non-profit organization - not the City procuring a service.

Now you people that are all knowlegeable about things relative to the latest, greatest hero of Alexandria Lamar White Junior need to understand the legal procedure does not include provisions that the formalities can be waived if a White makes a proposal. Whether or not his proposal is the greatest thing in the world matters not. All qualified individuals must be provided an equal opportunity to participate in the use of the asset. Appearances are deceiving. You are evidently close enough to know who we are but not what our relationships are and surely not enough about me to make that judgement. I would like to see a candidate for mayor that posesses the following qualities;
1.Truthful
2.Strong Willed
3.Sales ability to promote the community
4.Fiscally responsible
5.Willing and able to use veto power over the council.
6. Vision for the future.
While these are abstract qualities, I don't see any mayoral candidate that posesses them in a package to lead the city to attract talent and retain our youth.
It is my view that if the city provides the basics and does it well, then our community's quality of life standards rise to the point of attracting market attention. The first items to be conquered are:
1.Crime
2.Utility cost to the population.
3.Infrastructure
4.Delivery of city services and interfacing with the public with whom the city serves. I believe that the "tail does not wag the dog" and the city works for it's citizens, not the other way around.

Civil mentioned infrastructure problems, and what he says is on the money and is going to prove extremely expensive to the city as time passes. That is why it is important to have someone in the mayor's office that has been around and seen how things are done in other parts of the country.
As an example, I was visiting with the city engineer of Port Arthur, TX and they have similar problems with their subterranean drainage as well as similar soil conditions. His experience has been that hydro-jacking is the most cost effective manner to repair underground drainage from the standpoint longevity of the repair, least disruption of traffic flow and overall expense. 2. Beaumont, TX uses single man garbage pick-up units due to productivity and it solves labor availabity & retirement system load problems while not outsourcing a necessary city service which can become more expensive when exposed to the market. Houston had a bad experience with private hauler contracts. The point is that there are sucesses around the country and we need someone in the mayor's office that can draw from other cities positive experiences and apply them to Alexandria while not making mistakes that will manifest themselves twenty years later. When a candidate steps forward with those qualities, I will work for them to be elected.

Pineville has little control over growth

Boy, what a mouthfull. The story talks about the annexation process, or lack therof. Just a few thoughts: Pineville has very little to gain by annexing new or exisitng residential areas. By the time they provide all the services they have to provide the additional property taxes are a wash at best. The City benefits much more when commercial areas are annexed because then they get the sales tax revenues. Thats were the big bucks are.

Most developers use a devious little scheme when putting in new subdivisions. They buy land just outside the City limits and develop it to the Parish standards, which are just a few notches above what is required in third world countries. Once the subdivisions are built out the residents want city services and asked to be annexed. The City then inherets a development with substandard infrastructure that will need to replaced in ten years. Guess who pays for that? Not the developer.

Pineville has been dead for so long that the City leaders are willing to accept this for fear of losing out on development opportunities.

Truth is very little of the actual growth is inside of the city although the officials in pineville take credit for everything that happens north of the river. you will note that there is very little if any proactive planning other than that by David of which HE benefits. There is more deliberate planning going on in Ball than there is in Pineville but with all of the negative pr in Alexandria anything is going to look better.
The crux of the story is nothing more than quotes from our smiling Mayor using all of the programed cliches he always uses. My peoples work hard etc etc etc. Unfortunately being REactive instead of PROactive on anything but the Cleanest city contest is not going to be enough to make Pineville all that it could be. But based upon the true lack of education and experience of the Mayor and his chieff of staff there really is no choice but to blow out of proportion all the feel good stuff such as , we planted a tree on the expressway...look at our new sign, we have a clean city etc. Like someone wrote some time ago. Image over substance might get you elected but its not really going to make a difference. If it even matters to our officials.

Documents show Cleco power deal's data

Internal Cleco Corp. documents purportedly show the company continued to mingle its regulated and unregulated businesses in Alexandria power deals after the company was ordered to refund money to other ratepayers for the same practice in 2000.

Those documents and more -- secreted to a fired employee by current midlevel executives -- contain internal Cleco e-mails and are included in the latest court filings of an almost-two-year-old lawsuit the utility filed against former employees Sam Sansing and David Pugh, and Pugh's company, Energy Management Services.



Cleco spokesman Michael Burns said in an e-mailed message that the company would not comment on the litigation.

The Louisiana Public Service Commission report in 2000 on UtiliTech, an unregulated and now-shuttered Cleco transmission line business, found ratepayers were unfairly subsidizing UtiliTech by mingling accounting books to throw some of UtiliTech's costs onto ratepayers' utility bills.
The commission ordered Cleco to refund $500,000 to ratepayers and told the company to adopt internal rules that would prevent the practice in the future.

"Even though they did some bad things, they dealt with it," said Lane Kollen, an investigator for J. Kennedy and Associates, a firm the Public Service Commission uses in investigations.

However, e-mails dated November 2001 show Cleco executives, including regulatory chief George Bausewine, were discussing still-intertwined regulated and unregulated accounting pertaining to electricity purchases for Alexandria.

New Orleans lawyer Kara French advised Cleco officials that it "raises a whole host of questions and problems."

"If, however," French wrote at the memo's end, "business imperatives to maintain" the practice "regarding Alexandria are so strong that you want an arrangement that assumes ... regulatory risks, we would need to meet face to face to explore the ... issues more carefully together and resolve them."

Bausewine later cautioned that "... my view is through the regulatory eye where to me it makes sense to separate Alexandria's commingled contractual relationship just as we are physically separating the trading floors."

Though Cleco was found at fault and fined by the Public Service Commission and the Federal Energy Regulatory Commission again in 2004 for mingling regulated and unregulated businesses, government investigators have never looked at the Alexandria-Cleco relationship.

On April 11, 2004, Pugh signed a contract with Mayor Ned Randolph to have EMS look into Cleco energy transactions and contracts with Alexandria. In September 2004, Cleco sued Pugh, EMS and Sansing, claiming they breached the confidentiality agreements they signed upon leaving.


The documents
Sansing said he received the e-mails and other Cleco documents from current employees Terry Spruill and Calvin Johnson and others after Sansing was fired in December of 2002.
"Terry Spruill started e-mailing me and giving me stuff probably in 2003" and continued providing documents through September of that year, Sansing said Friday. "Calvin had a whole bunch of stuff, and after I was terminated he just kinda gave me access to (records), let me take what I wanted out of what he had."

Burns, Cleco's spokesman, said the company had no comment on the allegations.


Court date postponed
On Monday, attorneys for Pugh and Sansing were to lay out parts of their case in 9th Judicial District Court in front of Judge George Metoyer, an effort to thwart Cleco's attempt at keeping the e-mails and other documents out of the lawsuit.
Recently, Cleco sought and received a continuance on the hearing with no return date, an attempt to keep the case out of state court while a U.S. District Court-ordered audit of Alexandria and Cleco transactions takes place.

A records examination scheduled to start next week could set the record straight on whether Cleco owes Alexandria money.

Or maybe not, say former Cleco employees who have doubts the audit, which has U.S. District Court oversight, will shine a bright light on the utility's conduct.




The independent auditor chosen, KPMG's Ginger Menown, conducted fraud classes in the utility's Pineville offices in 2004.

Alexandria and Cleco Corp. have signed the paper work necessary for international consulting giant KPMG to audit years of electricity transactions.
KPMG, as of Friday, had not yet returned a signed "letter of engagement" to Alexandria, said Delores Brewer, the city's chief of staff.

Earlier this year, U.S. District Judge Dee D. Drell set an audit completion deadline of June 30. Brewer said participants would seek an extension of at least 30 days.

City Attorney Kelvin Sanders, who did not return repeated telephone calls seeking comment this week, has said the completed findings would be made available to the public.

Cleco spokesman Michael Burns said the company would not comment on questions while litigation is ongoing.

The audit is an attempt to answer allegations made in spring 2004 by former Cleco employees Sam Sansing and David Pugh that the utility had purposely shortchanged Alexandria through years of complicated power transactions.

Out of four auditing companies the city and Cleco submitted to the judge, Drell chose KPMG forensic accountant Menown to be the independent auditor.

Sansing and Pugh, whom Cleco is suing in state court in a case that's almost two years old, state in court papers that Menown might be compromised because she conducted classes in Cleco's Pineville offices in 2004.

John Curley is another former Cleco employee who sued the utility earlier this year after he was fired in December.

Curley said he was on Cleco's "Sarbannes-Oxley team" and that Menown was the expert talking to utility employees about the fraud aspects of the federal law that holds company executives responsible for corporate accounting.

KPMG spokesman Tom Fitzgerald said the consulting firm "made appropriate disclosures to the court and to both parties (Cleco and the city) regarding this engagement."

Fitzgerald said he couldn't comment on anything else, citing client confidentiality.

Menown's "team was involved in the very issues of reporting that are coming up now," said Sansing's attorney, Jacques Roy. "It doesn't pass the smell test."

One of the stipulations in the city-Cleco audit is that both sides will employ a representative present when records are examined.

Brewer said Alexandria's Baton Rouge attorneys have contracted and will pay for a representative from R.W. Beck, a national consulting firm, to be the city's eyes in the audit.

Cleco would not reveal the company they have employed or say if that representative would come from within the company's ranks.

A great example of Pineville trying to take the credit for everything is the Ward Nine Recreation Complex. Its a parish development but Pineville claimed they built and owned it until they realized the Paper Mill lawsuit could backfire on them. They did not want to get blamed for shutting down the Mill so they ran for the hills.

It is always quite humbling to ponder one's arrival at the pearly gates and having to account for one's life realizing that you will be there alone and accountable for yourself only, unless of course, you are immortal or that this is all there is. Previously, I wrote that I would only use my discretion as a moderator if I felt that threatening personal attacks were being leveled against someone.

I now have reason to believe that the comments directed toward me and my family are threatening and vicious.

I created a blog in order to open up a discussion about life in Central Louisiana.

I respect those who do not share my opinion on real issues, but I will no longer acknowledge those who use the venue I have provided as a way of hurting me and desecrating my father's memory.

Cenla Antics may remain a venue that accepts this type of exchange; however, my blog will not be.

Many of you will notice that I have deleted a number of comments on my blog. If you have reason to believe that I have overstepped my role as a moderator, then let me know.

Again, I want to focus on the issues. I do not intend to continually be distracted by those whose sole agenda is to spew hatred. (And yes, this is pure, unadulterated hatred). There is no reason for me to save this hatred for posterity, and it adds nothing to the discussion.

Stop the bias by reporting fairly

After reading the story titled "Firm owned by Alexandria official's wife got contract" and the story "Ethics laws probably not broken, official says" in the next day's newspaper, I began thinking about how different both stories were written by Billy Gunn, staff writer at The Town Talk, even though both stories dealt with the same issue of family members of top-level city employees and their financial dealings with the city and the Alexandria Housing Authority.

Why did he highlight and go into detail regarding the contract dealings between Verentha Sanders, wife of city attorney Kelvin Sanders, and the Alexandria Housing Authority, and sugarcoat the dealings of Alexandria Chief of Staff Delores Brewer's brother-in-law, David Brewer, who did property appraisals for the city?

In light of the significant difference in the way both parties, Verentha Sanders and David Brewer, were portrayed, I had to consider that the race of those involved had every bit to do with the reporting.

The story regarding Ms. Sanders and the contract she had with the housing authority was front-page news. It quickly pointed out that she was the city attorney's wife and that she had received $18,418.00 a month and a total of $82,062 for doing five months of work for the housing authority. Why was this so important to report? It was not like she had done something illegal, as she had a legitimate contract with the housing authority that was approved by the housing authority board. The way the story was written made it seem as though some underhanded wheeling and dealing had taken place between Ms. Sanders and Wanda Davis, executive director of the Alexandria Housing Authority. Both are black.

It seems as if every time there is a significant amount of money involved relating to work performed by blacks for a company or agency that is in some way connected to the city, and is directed by a black, or the awarding of contracts to black-owned companies by the majority-black City Council to perform work for the city, The Town Talk goes out of its way to inform the public of this information, and it is informed in a manner in which one would think that something illegal has taken place.

This is not the first time The Town Talk has publicized the awarding of contracts to blacks.

With all the other infractions -- overdrafts, hiring practices, advertising of housing when none was available -- that were pointed out by two housing authority board members, why did The Town Talk single out the contract issue? Those other things were just as important. Why not go into great detail and report those facts, as that information was readily available to The Town Talk? My answer: It did not have the same shock appeal as the story dealing with two blacks and a large sum of money. Race came into play, and ethics laws were not the main focus for running this story.

I wonder if Delores Brewer's name would have been all over the front page if she had won the contract to do the work for the housing authority for $34,200 a month? I guess we will never know, but I would bet that information wouldn't have seen the light of day.

Regarding the story about Delores Brewer's brother-in-law, David, doing appraisals for the city: Where was the bold headline of the front page stating that he did work for the city and got paid almost $15,000 for doing so? Oh, there was none, and the fact that this had happened was only mentioned in relation to another story that Gunn wrote that dealt that with the probability that no ethics laws were broken by Sanders' wife or Brewer's brother-in-law. I guess that $15,000 is far less than $82,062, and the fact that David is white was not that interesting.

I also find it strange that the only reason this information came out in the newspaper was, I think, because Brewer was put on the spot on a radio program when she was asked questions relating to her brother-in-law. If she hadn't divulged that information, Gunn probably never would have mentioned it. Where was his investigation of this fact, and why couldn't he put forth the effort into finding out this information about Brewer's brother-in-law just as he put forth effort to find out about the contract between Ms. Sanders and the housing authority?

In the June 2 edition on Page A3 there was a small box above the continuation of the story about the state auditor looking into the city's procedures stating that there were no ethics violations as stated by the executive director of the state Board of Ethics. What was stated pertained only to Delores Brewer and the fact that she did not breach any ethics rules. Did the executive director not say anything about Kelvin Sanders not breaking any ethics rules as it was stated in Thursday's paper that both he and Delores Brewer probably did not break state ethics rules, or was this an oversight from The Town Talk?

It sure seems like The Town Talk wanted its readers to know that Delores Brewer is as innocent as they come. Are Kelvin and his wife not innocent, or are they just two blacks being portrayed as having done something wrong?

Report the facts based on the merits of an issue, regardless of what race the person is, rather than being biased toward one race. You know the race I'm speaking of.

lol the town talk didnt call the legislative auditors in that would have been the mayor upon two and finally 3 resignations on the aha board. the rest is there for anybody to find.

mr ford raises some valid points though although his letter might be a little premature since ms brewer has announced her leave of absense from the 10 july. we agree that she will have to come clean right from the start and answer all those questions if she wants to get past this once and for all.

Everytime something negative is revealed concerning black (persons of color)The first thing we hear is how mistreated weze are. I think if Delores Brewer had won the contract we would have read about her on the front page. And by the way is everyone else tired of hearing how far the Magnolia Peace Officer have brought the black to leader ship positions. I have to wonder how much of city funds paid for CFS to host all the Black Police...just wondering

By the way, how can you threaten in a blog site? has someone threatened you with harm or is this just another plea for pity.

As a disinterested observor I would say your and yours are getting as good as your giving. Problem being the upper crust doesn't know how to fight dirty. A fight is a fight - meant to hurt the other. No rules apply in fights. You want rules - play cricket - I am sure you and your friends know the rules.

You either gonna run with the big dogs or stay under the porch. Crying doesn't count. To some being called ignorant, etc is just as offensive as what has been said about you and your family. Stop crying and start fighting or shut up.

Why do we care what he deletes from his site? Why does it seem that he is constantly surrounded by controversy.

Does anyone believe there is only one anon posted responding o his remarks. Case in point the Bringhurst Golf Course debacle. All the name calling and disruption he finally admitted (in a left handed sort of way) his proposal wasn't a proposal though the Council (according to him) was voting on his proposal that is not a proposal on July 5. He posts obvious fallacies and then reacts to criticism by name calling and then when the name calling is responded to he wants to whine about threats.

Good grief Lamar grow up.
