The People have spoken!

Jacques Roy is our new Mayor. Unfortunately, he will soon find out that he will be the new whipping boy. Politics - as things change so they remain the same.

Alexandrians voted for change, but how many are willing to help? There are many contracts out there that are held by the "elected familia". Not contracts that were bid on, but actual active contracts. Where will Mr. Roy start? Mr. Roy, dazzle us!

Hey, I'm no fan of Bridgett, but I don't see how the 7.02 Prohibitions portion of the city charter applies to her re: renting office space from Myron and having a contract with the city to provide legal services. I don't interpret that to say that she could not do both things. Doesn't mean that I like it, though. Also, are we sure she rents the space from Myron?

I see folks here have trouble seeing the big picture so let me try to add more form to the discussion. The aformentioned codes are all that are needed to remove any or all of the city council and while it would be something that can be accomplished, would be of little overall effect as remaining council memebers are also responsible for appointment of replacements until the next election. While all of this may be accomplished by civil suit, it must also be remembered that an election re-instated the current council. My suggestion of forming a citizen oversight committee would have the function of utilizing a group of citizens to monitor the council for misdeeds, publicizing the issues, and garnering funding for potential legal action once the committee or group of organized citizens conclude that action is necessary. Naturally, the check on an oversight committee would be the ability to prevail in court. Does anyone not think that the council would come to the realization that they are elected representatives and it would behoove them to not be dismissive of the electorate? For those that feel that the current council rules with a mandate, remember that they were re-elected with the support of approximately 20% of the registered electorate, hardly a majority of the citizenry.

Does anyone know any facts behind rumors that Sheriff William Earl Hilton was being investigated by the FBI ? Rumor has it that one of the matters being looked into is the Sheriff building a camp in Mexico with public funds and convicts.

Please explain to me how Roy thinks Sansing would make a great Utility Director?? What qualifications does he have? Is he a civil engineer? Can he negotiate with CLECO for lower utility costs? will CLECO talk to him at all?? Isn't he still involved in a lawsuit with CLECO?

Anonymous said...

Spanky, you need to find another windmill to joust. The council didn't care what the public thought before the election and the election, no matter what you say, confirmed to them (and to me) that they were correct. If you don't mind having your feelings hurt (and CFS's boot in your ass) please feel free to prove me wrong. I think we need to do like Scarlett. Since we can't change the world, let's sell scrap books and canning labels.

Told you to break her fingers!!!

Just to feed the rumor mill, I heard it on the wind that William Earl would step down early due to fatigue with Mr. Slocum taking the reins, partially over the matter you mention. Of course there is more to the story such as involvement in St. Andrews Links and the benefit derived thereof. Word is the FBI is involved and letting the high sheriff down gracefully in return for his rolling over on others. Ain't love grand.

Anonymous said...

Hey Scarlett, good to see you back. Drop by more often.

Remind us again who the wannabe big shot over at Cleco who is neck deep in the mess was who said Jacques can t win!?

As food for thought, in two years, CFS, Roosevelt Johnson, Chuck Fowler, and Louis Marshall will have seats that will be up for re-election. I will make it my business to seek out and encourage candidates for each seat. Instead of watching for CFS's boot up my ass, you might want to watch for his head on my lance. I will display it prominently.

Anonymous said...

Spanky, you are my hero. If you can get the council to care what the people think then you win the revolution.

Anonymous said...

Scarlett, I think he/she means that now, instead of leading the charge for women's rights and municipal progress, you are pimping some society cause.

"Let them eat quiche".

Anonymous said...

Doesn't seem you can get the citizens interested in the hppenings of the School Board so lots of luck getting them interest in removing the city council.

Anonymous said...

My goal is not necessarily removing the city council but more having them be responsive to the citizenry. Case in point is the recent request by Chief Coutee for more officers which is a very legitimate request in light of our crime stats and recent occurances as well as request by citizen's neighborhood watch groups who have their finger on the pulse of their area. It should also be the number one priority on anyone's list as security must prevail before much else can happen. Instead, the council defers the matter due to economic considerations. That is kind like discussing whether you want to drain your pool to put the fire out in your house. It should be a no brainer. What is the council going to study if not the crime stats. Geez Louise, their arrogance may lead to malfeasance charges as they have taken an oath to protect the public welfare and they are failing. Watch what happens over the next few weeks as they are reminded of their responsibilities.

Anonymous said...

Spanky, we used to have more officers and the force was ineffective because of misuse. We had a mounted patrol and a river patrol and all kinds of bullshit that really did not legitimately relate to law enforcement. I think the council is right to make sure that the best use is made of the resources we have. The force is top heavy with senior cops that were never worth a crap but hung on by civil service protection. Until reasonable adminstrative measures are taken, more copys won't be the answer.

Anonymous said...

I agree with the best use of resources vis-avis our law enforcement but we are short on manpower now to handle the threats. The recent FBI operation is testament to the elements in our community and it takes almost a year to field an officer from hire if training is involved. Poor crime stats can negatively impact investment inflow dramatically so it is an economic development issue also. We do not have the luxury of delaying beefing up our law enforcement if we are going to be a progressive town. The matter has been neglected much too long as it is.

"Sec. 4-05. Utilities division.
(A) The head of the utilities division shall be the director of utilities. He shall be appointed by the mayor, subject to confirmation by the council, and shall serve at the pleasure of the mayor. The director of utilities, at the time of his appointment, shall be a graduate registered professional engineer with at least three (3) years' experience in a responsible managerial or administrative utilities position or shall have at least eight (8) years' experience in a responsible managerial or administrative utilities position."

Correct me if I'm wrong but I do not belive Mr. Sansing would be qualified anyway.

Anonymous said...

"or administrative utilities position or shall have at least eight (8) years' experience in a responsible managerial or administrative utilities position"

You're wrong. Sansing does have experience, and he is more than qualified.

Anonymous said...

Hey, Jacques represented a friend of mine in a lawsuit over a car wreck a few years ago, so does that mean my friend can be superintendent of streets in the new administration? I mean if Jacques is going to hire his clients, I think my friend deserves consideration as well. He knows streets, he knows stop signs, he knows the mayor-elect.

Transparency. What a joke.

Anonymous said...

It sounds like we have traded one set of good old boys for another set.

Anonymous said...

I think Roy will definitely have to answer some questions about Sansing's experience and credentials. However, I won't be too quick to judge.

I don't know much about what Sansing did and what he knows about Cleco. If it's true that he is a utilities expert and if it's true that he comprehends the inner-workings of Cleco, then why not?

Anonymous said...

Then why not?

1) I reason to bet that Cleco hates him to put it mildly. How would you feel if your sworn enemy was now call on you daily?

2) The City buys some, but by far, not all of it's power from Cleco. We are one bid away from buying it elsewhere. That coupled with the fact that we also have gas, water and sewer makes his knowledge of Cleco not near a valuable as one might think.

3) Reread the Charter, the UD must be an engineer!

Anonymous said...

Plus it would give Terry a heart attack. Right?

Sansing is not Cleco's sworn enemy. He's a friend of Alexandrians and has already shown his integrity by reporting the alleged malfeasance the city is now litigation against. Yet he has absolutely nothing to gain from ratepayers. Brewer painted him as a money-changer and not a whistle-blower when the opposite couldn't be more true. Sansing is an honorable man who was unjustly sued for alerting his fellow citizens to crimes being committed against them.

If I were at Cleco, I would recognize that Sansing has the upper hand. Brewer tried to paint him as a money changer; actually, he is the epitome of a whistleblower, and because he spoke up, he has been politicized.

I also believe Sansing recognizes how to negotiate and analyze utilities agreement, and it doesn't matter whether or not it's Cleco he is dealing with.

Finally, you need to reread the Charter. It says Sansing either needs to have a degree in engineering OR at least eight years experience working in the field.. which Sansing has.

I still think we need to hear more about him before we jump to conclusions.

Anonymous said...

What was the actual sequence of events. Did Cleco fire him and then he decided to make some money off of the information he gained while there or did he object to Cleco's fraud and get canned?

If he went along with the Cleco screwing and kept happy and quiet until Cleco fired him and his approach to Alexandria and other cities was just an opportunity to have some pay-back and make some cash off of his old misdeeds what you have is the guy who robbed the bank collecting the reward. Which is it?

Anonymous said...

If he has a whistle blower's lawsuit against CLECO that requires that he be be fired or adverse action taken against him by CLECO.

Anonymous said...

I see that the City is trying to exchange some property with the Police Jury, so there will be parking for the new utility office. Isn't that ass backwards planning, to have the office but no parking? I have an idea, let's take away the council members parking spaces at City Hall and make them walk in the rain. Bet they will think of parking next time.

Anonymous said...

Excellent question, Anon. Granted, I’m not the brightest bulb in the line, but that question seemed to have gotten lost in all the machinations and caterwauling. Does anyone have the real answer and concrete proof of it?

Anonymous said...

Will our city's duty to protect its citizens from crime (the main purpose of local govt I might add) be fulfilled by the hiring of additional cops, or should the entire dept from top to bottom be reevaluated? I don't know. Have we just routinely bumped people up until we have a vast example of The Peter Principle and therefore allowed a situation to exist in which we are inadequately protected by folks who are ill equiped in every way? Maybe if we stop and get some professional advice on how a police dept of our size should be run, we would be served by an efficient group of professional law enforcement men. We have studies done on the most ridiculous crap imaginable, why not one where every citizen could benefit? This may be the one (and only) time a real study may be necessary.

Survey says: You are right! Sansing was dismissed during the fallout from the round-tip trading scandal. He was a major cog in that dept.

Someone needs to find the TT article from o5 when he was quoted right after he broke the news rto us.

There are certain professions that attract people who just want power. A high percentage of lawyers are drawn to the law because of the power it bestows on them. A lot of the folks in the police dep't, military, ministry and other professions simply enjoy the power the get and realize that particular profession gets them plenty.

Do you think that the ministers at the so called "Mega Churches" fit in this group? Have you seen examples here in Alexandria? If you have I would be interested in knowing the inside workings of the political aspects of churches and how they closely resemble city hall.

Anonymous said...

Check the Crusades, the Inquisition, the collusion between the Vatican and Nazi Germany, and the present Islamic religious fanatacism to mention just a few. That is the large scale. Locally look at the million dollar budgets of many churches and their multimillion dollar real estate holding and expansions all the time hipocritically speaking of the need to tithe to help the poor and needy. Strap on a Rolex and drive a Mercedes so the flock can see the power they have. I saw just recently a Catholic priest shopping at a local grocery store, and while he was pushing a cart an attractive young lady and her 9 or so year old daughter dropped to their knees, kissed his hand and said "Bless me" Now that is power. When folks are afraid to being put on a particular prayer list (not people with illnesses, but one's who have not been contrite to their religious leaders} that is power. When a preacher can speak in tongues before several thousand people and not be laughed out of town, that is power. When you see over and over, the highest leaders caught in lies, deceit, issuing hateful statements, whoring around with members of the same and opposite sex and it just be overlooked. The whole catholic priest and little boy thing is way over the top of what most politicians do. Foley was crusified immediately, the hierarchy of the Catholic Church hid the homosexual pedophile child molesters and protected them for decades right here in our country and I still see bumper stickers thanking the Lord for our good priests. Want more, just look around. The preachers live in beautiful houses and the poor and homeless get a few rags and some canned goods at XMas. There are none so blind as those that will not see.

The history of the Catholic church is one of power, control, wealth, and privilege. But look at the number of "Why Catholic" signs in your neighborhood.

Anonymous said...

Hey, how do you know Roy is going to appoint Sam Sansing as UD? Everything I have read says he is making lists of those to consider for the department heads.

Anonymous said...

I guess we now KNOW the contracts with city are illegal because Jock Scott has graced us with his almighty opinion. (Town Talk, Billy Gunn's City Notebook, Nov. 13, 2006.) Or could it be that Jock wanted to be the contract attorney to handle the City and CLECO settlement? After all, he is the all knowing, wonderfully brilliant savior we've been waiting for(NOT). In his warped mind, he's thinking how dare the city fail to hire him? His "opinion" sounds like Jock spouting sour grapes to me. But it is good that Mr. Scott has been exposed by the Town Talk as the instigator of the Brewer diatribe on the subject of the CLECO case. You dont have to like the contracts, but to say they are illegal is downright false. Plus, Mrs. Brewer signed the fact sheets on the contracts. Why didn't she do anything to stop them from being implemented when she was at the city if she believed they were illegal? I say we allow Mr. Roy time to examine everything and deal with it as he sees fit. Meanwhile, Mr. Scott should stick to teaching.

Anonymous said...

Wasn't Jock paid by the City of Alexandria to be a mediator in that very same Cleco /EMS case? Would not he have a conflict of interest and be in violation of the confidentiality provisions of the La bar association? Scarlett, you still drinking the cool aide? Where did it get you last time?

Anonymous said...

I am a lawyer and I cannot give an opinion as to legality of the subject contracts, without seeing them and exactly how they were entered into. I also do know that lawyers, like Jock, have differing opinion, wich is why there are usually 2 or more involved in litigation of a matter. I also can say, as a matter of law, and what Jacques was saying before the election, the lawyers involved will be able to recover quantum meruit, fair value for the services rendered, whether or not those contracts will pass muster. Additional legal considerations, such as can the City rely on its own improper procedures, to get out of the contract, and did other actions of the City ratify those contracts.

Anonymous said...

Did you give JOCK that same advise . Scarlett? Not to criticize? Seems to me that he was screaming THROUGH DELORES his criticsm of the people involved with the "contract" . Did you tell him to " this his word was not the 'holy word'? No you know why you didnt Scarlett? Becaue you and the other 25+ % are looking only for good government for you and yours. Since you are the voice of conscious SCARLETT. Lets hear mroe about the meeting you were at where the whold LIE AND CONFUSE the black folk strategy was concocted. Tell me Scarlett, did you know that the documents from that meeting are now floating around town WITH an attendance list.
Did you speak up in that meeting and tell people how to act? I do not expect you to answer this or any other email that nails such elitist attitudes but hey, surprise me.

Anonymous said...

I cannot comprehend what Jock actually said. The article didn't specify what legal or consulting contracts. Are it all of them? Wasn't his services procured as part of this issue and, if so, was his contract illegal? Is he admitting he knowlingly entered into an illegal contract?

These "blurbs" are very confusing. However wasn't Jock part of Brewer's Bunch? Maybe he was either the cause of or affected by the confusion of the Brewwer camp.

I quit wondering today why some of the people who were slandered by the Brewer Committee lies have not sued yet. I heard this morning that just such an action would take place in the next few days. What an interesting exersize that will be with depositions of those who were part of the misimformation giving testimony under oath about how they knew that they were putting out misimforation and that they did it with full knowledge that it was false and with full intention to slander certain individuals in hope of rallying some of the electorate. I hear the list will include prominent people in areas of law , banking and in the high society.. I pray it happens. Where will you be Scarlett?

I say that Brewer has already received the message from the voters who were so turned off by her strategy and tactics that they rejected her overwhelmingly. Conversely, they overwhelmingly clicked with Mr. Roy and chose him as their next mayor. I don't believe it's necessary to kick anyone who's as far down at Brewer is now. But those who ADVISED Brewer to use the CLECO stuff in that manner deserve to be slapped. What in the world were they thinking? In a way, Brewer was their pawn. They USED her in an attempt to advance their own agendas. The plan failed for Jock Scott, the Provosty/Sadler firm and for Rick Ranson, and now they'll all move on but she's left in the dust to pick up the pieces.

Anonymous said...

Them double names and blue hairs ain't moved on yet. Word is they snub people they see in public who were Roy supporters. They might be old broads, but they sure do act like juveniles. They need to get over it. I say we keep a running list of those who show such a lack of civility on this blog. That way, their behavior will be public record.

Anonymous said...

It is almost a week after the election and I am only now posting. I have given this great thought and have decided that as a man of my word, I should apoligize. So here goes. I said that Roy would win, 70/30. I was wrong. I regret any inconvenience that I may have caused.

And one other thing. Scarlett, frankly my dear, I don't give a damn about anything you have to say!

Anonymous said...

Scarlett,

I believe you when you state that you know nothing of a plan to confuse the voters about Cleco.

However, this plan does, in fact, exist, and as we all witnessed during Mrs. Brewer's press conference and her television commercial, the plan was executed.

If I were you, I would be thankful that I was not included on this discussion. There are several components of this plan that were obviously intended to confuse the voters: the implication that Roy stood to financially benefit from ratepayer refunds (false), the notion that one could sign a "pledge" to undo these contracts (a violation of at least two provisions of our city's charter), and the statement that EMS stood to gain between 50%- 85% of ratepayer refunds (false. Mrs. Brewer's signature appears on a fact sheet from March 7, 2006 that reduced that agreement down to 20%).

If Mr. Scott has specific information as to why these contracts are illegal, then he has a civic obligation to inform the public in detail. So far, however, we have only been told that they're illegal, without any analysis or explanation.

Anonymous said...

How much longer are we going to argue about the mayoral election? Havn't you'll heard Roy one and the witch lost. Just because Jock Strap says something does not make it so. Everyone knows who was on which side and retaliation will come about in the next few months. Can we get onto other things? I still think the School Board needs the interest of citizens desirious of good government.

"A lot of the folks in the police dep't, military, ministry and other professions simply enjoy the power the get and realize that particular profession gets them plenty." Mr. Jones just retired as a General so as the leader of the School System he is enjoying his power.

Let me give Scarlett and easier question. Scarlett, if HYPOTHETICALLY a meeting were campaign big shots including bankers, and lawyers and neighbors and friends of the candidate were present and the leader of a the meeting were say hypothetically a lawyer and that lawyer handed out a written plan and stood up and said that to win this election we will put out information that says that Roy is tied to Cleco and will get $$$ from Cleco settlement and that we will throw David Pugh into the mix with his company and give out false numbers that are wrong and attempt to demonize Pugh and Roy and someone else in the room spoke up and said, But that isnt true and the Atty leading the meeting HYPOTHETICALLY said. IT DOESNT MATTER IF ITS TRUE WE WANT TO CONFUSE THE PEOPLE AND DISCOURAGE BLACKS FROM VOTING and if the Candidate sitting there HYPOTHETICALLY said," YE lets confuse the voters" and a banker sitting there agreed and then a plan was made to have a "press conference" wherein Roy and Pugh were called Money Changers and insinuated that they were crooks all the while knowing that the information they were putting out was false . AND they even wrote out their plan and put numbers on the documents . And what if there was hypothetically a RECORDING of the meeting where all of the above took place. Tell me Scarlett if that HYPOTHETICAL meeting took place and that plan occurred would you be DISGUSTED and think it WRONG? Hypothetically speaking? Tell us what you would feel about a candidate that HYPOTHETICALLY did that. Please tell us would you say that was wrong? Would that type of Action be consistent with Republican philosophy as you understand it? HYPOTHETICALLY? And would you blame someone who was a victim of such planned misinformation from seeking just the JUDICAL conclusion that you spoke so fondly of earlier? Can or will you answer this hypothtical question please.

IT's in Writing? Hell no she won't answer.
