....Five and one quarter, Five and one half ...

There have been many times where I have pondered shutting down this blog. Each time I have asked friends about doing so they have asked me not to do so, "it has merit" is the usual response. I have watched, ney ... allowed ... personal friends to be maligned by bloggers on this site. I know the intricities of the truth, while others presume to know. I find it disappointing that untruths are posted here. It is unfortunately the nature of the beast. My grandfather would tell me time and again ... "it is better to keep your mouth shut and let people think you are stupid than open it and prove it". What a wise man my grandfather was ....

IMHO the bloggers here should pay closer attention to the last two paragraphs of The Northside Journal editorial. This is a generational conflict. It is truly a conflict between the old lions and the young lions. Jacques Roy and the rest of the young lions will win the election, but it will be years before they completely drive the old lions from the pride. When the dust settles from the election, the fight will have just begun.

Survey says.... watch for Roy and his lions to move swiftly to replace the city's attorneys, and strip the council of all power and authority not specifically granted to them in the city charter. Also watch the council fight like hell to resist this move. Also, watch as Roy quietly moves to replace everyone who got their COA job through council influence. The transformation will likely take most of his first term, but by the end of year #3 the old lions will have been killed off and the young lions firmly in control.

This blog is hilarious and has become totally irrelevant. Tom David contributed to both campaigns. Like many in this town, he is playing it safe I'm sure. A while back someone said something to the effect " Do you really want the light shined on your name as a Brewer contributor". That is so typical of the Roy supporters. Threatening people for exercising their right to support whoever they choose. I think that says a lot about the Roy campaign.

All the Town Talk site has is that there was a plane crash in Grant Parish, on Alexandria resident dead, there were 5 on board.

Also there was another crash reported in Winn Parish.

KALB just has that Fort Polk and others are looking for a civilian aircraft that went missing at 8:30 tonight somewhere around Grant and Winn.

I know people have a poor opinion of Deramus but this is terrible news. Does anybody know how far Fairfield Rd is from the Pollock Airport? I know the airport is closed, but at least they would have been on runways and in a place that is somewhat clear from trees.

Jimmie is Jimmie but he is a, good friend and the most totally devoted family guy I ever met. I hope the rest of the family makes it. This won't be easy for them no matter what. His son in law was injured in a tragic accident and they still live with those problems. His daughter, Tammy, is a complete angel. She ain't fancy but she is entirely decent.

Two plane crashes; claim two lives

A deadly plane crash leaves an Alexandria family in mourning. There were two separate plane crashes found Sunday in Grant Parish both ending with one person dead.

Sunday's wreck happened shortly after 4:00 p.m.. The plane crashed on Fairfield Road, off Highway 122 near Dry Prong. Grant Parish Sheriff's Chief Deputy, Preston Mosley says Chad Duramus of Alexandria died in the crash.


Authorities say the four other people who were in the plane were taken to a local hospital with injuries. The survivors are Jimmy Duramus, Peggy Duramus, Jenny Duramus, and the pilot Jon Norman all of Alexandria. Jimmy Duramus is the owner of the Silver Dollar Pawn Shop on Lee Street. Mosley says the pilot encountered engine problems and tried to land the plane safely in an open field.


Mosley says the other plane crash found Sunday actually happened Saturday around 7:00 p.m.. Fort Polk medevac and search crew was requested by the Army Radar Approach Control to assist in the search for the suspected downed civilian aircraft. The single engine aircraft lost visual and verbal contact with ARAC between Winnfield and Pollock.


Mosley says authorities found the wreckage around 5:00 p.m. Sunday by search helicopter. The downed plane was found in a wooded area, off Highway 500 near Packton, west of Georgetown. The only occupant in the plane died, Dr. Fleiman Salibi of Lake Charles. Mosley says the plane was a military type plane from World War II. Both plane crashes are reportedly under investigation.

The Louisiana Board of Ethics, at its September 14, 2006 meeting, considered a confidential investigation report which indicated that during your brother’s service as an appointed member of the Rapides Parish Waterworks District, you instructed the staff of the water district to install a new water pipeline down a privately owned road to service your residence in degradation of the water district’s policy and procedure and without the proper approval by the Board of Commissioners for the water district and, that subsequent to its completion, the district’s Board of Commissioners accepted such pipeline into the water district system at the district’s expense at a time when you were the only landowner serviced by such pipeline.

The Board, by a majority vote of its membership, ordered that a public hearing be conducted for the purpose of exploring the following:


CHARGES
That Roy Hebron, the brother of an appointed member of the Rapides Parish Waterworks District No. 3, may have violated Section 1113B of the Code of Governmental Ethics [La. R.S.42:1113B] by entering into transactions which were under the supervision and/or jurisdiction of his brother’s agency, the Rapides Parish Waterworks District No. 3, in the following manner to wit:

• by instructing the staff of the Rapides Parish Waterworks District No. 3 install a new water pipeline down a privately owned road to service his residence without the proper approval by the Board of Commissioners for the waterworks district while his brother served as an appointed member of such board and,

• subsequent to the installation of such pipeline, by the acceptance of the water line by the district’s Board of Commissioners into the water district system at the district’s expense when the line only serviced Mr. Hebron’s property.

The hearing will be held in the Louisiana Housing Finance Agency Building Board Room, 2415 Quail Drive, 1st Floor, Baton Rouge, Louisiana on February 8, 2007 at 9:00 a.m. This public hearing will be conducted in accordance with the procedural requirements set forth in R.S. 18:1511.4C, provisions of the Administrative Procedure Act and in conformity with the Rules adopted by the Board, a copy of which is enclosed.

In order to fully cooperate with you in this matter, we will, upon request, provide you with copies of all documents we may introduce into evidence and the names and addresses of all witnesses we intend to call. If you desire the attendance of any witnesses, the Board can issue subpoenas for those witnesses. In order to have subpoenas issued you must, at least ten (10) days in advance of the hearing, supply the names and addresses of the persons to be subpoenaed and, if you would like the witnesses to produce documentation at the hearing, state in detail the document(s) to be produced and the reasons that the production of the documentation will be relevant and material.

Does it say anywhere that a person running for political office, who is on leave from he position as a public servant - can receive donations from persons who have contracts or have previously held contracts with her department?

Next question - why would it have to be Charlie Nunnally that Kelvin sought advice from? Is he the only attorney we have left in this town who has served as City Attorney?

I do not recall ANYONE on this blog saying that an Ethics Board hearing had been conducted and Hebron found not guilty. I DO remember postings concerning allegations of CRIMINAL wrongdoing by Hebron. Those allegations have been investigated by numerous law enforcement agencies and no criminal activity was found to have occured. The statements concerning Greg Aymond and his lies, were directed at his assertions that Hebron engaged in CRIMINAL activity. He did not, and Aymond IS a liar.

If the Ethics Board finds that Hebron is guilty of any violation he will be fined, however there is a HUGE difference between un-ethical behavior and CRIMINAL activity.

Aymond sees black helicopters, conspiracies, government abuse, and corruption everywhere. He once stated that the City of Alexandria trash collection employees were acting in an un-ethical manner because they sometimes kept items for their personal use, that they found in the trash...

He is, without a doubt, a pathological liar.

Apart from the argument of whether or not the violation of an Ethics statute is a crime, from the allegations I have read concerning Hebron, I spot, off the top of my head, the following criminal violations:

15:832. Work by inmates; allowance

42:1461 the act of accepting such office or employment assume a
personal obligation not to misappropriate, misapply,
convert, misuse, or otherwise wrongfully take any funds,
property, or other thing of value belonging to or under the
custody or control of the public entity in which they hold
office or are employed.

So you legal eagles know, Tom David had a complaint filed against him with the ethics board because he was passing out Thanksgiving turkeys. Technically, it is a violation of ethics rules.

The actions that Greg Aymond has been decrying are criminal. The ethics board was the where the buck stopped after sliding down the slippery tube we call our justice system. Won't it be interesting to see malfeasance charges for all who passed their opportunity perform their duty under the law. After all, it is the interest of the public that they are sworn to protect.

There was also allegations of trips to hunting lodges. I would imagine that David's gifts to Pineville, Alexandria and England Authority officials may have been a tad fancier

On an entirely different subject besides which camp said what and to whom and all the other speculations and fortune telling on the mayor's race, I would like to tell a story(as in tale, not lie).

Friday on Jackson St. Ext. a light changed to yellow and I slowed down and stopped. A car about a car length behind me in the other lane sped up and ran the red light. There was no hint of yellow left, it was red and had been a couple of sconds. As I thoght to myself" Where are the cops when idiots like this are on the road?", an APD car pulled up beside me at the red light.

This means that the APD officer was behind the obvious red light runner and done absolutely nothing. Unbelievable!

So maybe a new mayor that will clean house which would include a new chief of police is in order. Maybe even a chief that would actually encourage his officers to enforce the law especially when they happen right in front of thier face.

A couple of years ago, a man was holding an armed robber at gunpoint here in Alexandria. It took the police 1hr and 15 mins to arrive, and after three telephone calls. The guy was holding the robber, at gunpoaint, on the sidewalk of a busy street. One cop car passed within 20 feet or so, heading toward Shipley's Donuts, and didn't stop. A true story.

Friday afternoon on Jackson St. Ext. a car beside me in the other lane ran a red light. No hint of yellow left, in fact he hit the gas and sped up in order to run the red light.

As I was thinking, where are the cops when idiots like this are on the road? A APD car pulled up beside at the red light. This means that the APD officer was right behind the person that ran the red light, and he did nothing. Unblievable!

So maybe a change is needed in the mayor's office and hopefully would include a chief of police that would encourage his officers to enforce the law. Especially when the law is broken right in front of thier face.

As reported in the 1Q 2005 report from the Ethics Board:

The Provosty Law Firm violated Section 1111C(2)(d) of the Code at a time when it served as counsel for the England Economic and Industrial Development District with respect to the termination of a sublease between the District and a subsidiary of CLECO and the firm received compensation for representing CLECO in unrelated matters. Albin Provosty, in his capacity as counsel for the District, violated section 112B of the Code by rendering advice and making a recommendation to the District with respect to the early termination of a sublease between a subsidiary of CELCO and the District, at a time when the Provosty Law Firm provided legal services and representation to CLECO in unrelated matters. 1111C(2)(d); 1112B No. 2003-109.

Wonder what they think about Albin being special councel to the Mayor of Alexandria and advising him to sue Cleco in regards to the trading scandal involving this same subsidiary?

You see, the building in question was leased by Cleco Midstream. The company that performed the trading of electrical power.

If the blog moderator wanted to, he could set up a Stat Counter that would record all hits and could trace them to specific servers (not specific users).

But currently, Cenla Antics does not have a Stat Counter on it. You can confirm this by typing Control-U to view the page's source.

My blog does have a StatCounter, but I cannot trace users to IP addresses. (I think you may need a court order to do something like that).

Sorry about the double post earlier. My computer timed out and I did not realize that the first post went through. I do not want to beat a dead horse, but the APD and Rapides Sheriff dept. really need to start enforcing traffic laws, such as running red lights, speeding, illegal lane changes without signaling, etc. The city and parish are becoming more crowded with more traffic and enforcing the laws will insure a smoother and safer flow of traffic.

There is no traffic enforcement downtown. Huge delivery trucks park to load and unload in the central turn lane and there is no safe way to cross the street if you and the oncoming traffic can't see each other. I called and talked to the Lt. in charge of traffic and he basically said "tough".

Regarding the ethics code on gifts to public officials. That is a new law passed by the legislature. It was a part of Blanco's packabe of bills a couple of Legislative Sessions ago. Public officials previously could accept gifts such as turkeys for the holidays. That changed last year after the new law went into effect. Now, gifts to public officials must have the company logo on it, i.e., a paperweight or ink pen, clock, etc. Anything like that is fine. Food gifts must be eaten on site, i.e., taking public officials out to dinner. Lobbyists must report dinners and the value of that or any gift over $50 in one day to the Ethics Board.

Those of you who are thinking Brewer's gawd awful spot and the grass roots stuff the blue-hairs are doing will get her elected are missing some important info. It wouldn't change anything if she got the best strategist in the country in here and put the best spots in the world on (which ain't the case). Voter demographics are the problem for Mrs. Brewer. Though I agree that Mr. Roy cannot become complacent, I predict that he will win and win big on Nov. 7 due to 1) the demographics of the city (blacks may vote light, but they'll vote for him 2) the fact that he's got a message and is a good speaker 3) got a surprising amount of white vote on Sept. 30 that he will retain 4) and last but certainly not least--lack of anything negative enough on him to make a difference. Plus, the tv commercial she's running right now actually helps him rather than hurts him. Everywhere I go, women tell me they think it's just horrible.

I spoke to three women in Alexandria today. All three may be considered "blue hairs". All three told me that they plan to vote for Jacques Roy. All three said the "rape victim" commercial was the deciding factor in their decision.

Yikes! I finally got to see THE COMMERCIAL today. Geez, it is worse than described. Just reading the transcript doesn't convey how awful it is. Will Brewer please explain how Roy attacked her? Will Brewer please explain how Roy "disrespected" our community? All I got out of it was that she is a rape victim, that that experience has supposedly made her stronger and she is now upset because Roy has attacked her integrity. I was the one with the dire warnings yesterday. I was concerned by what we didn't know. Today I talked to 2 activist republican women (mid-40s) and they said that they personally and their friends and family were turned off and offended by the Brewer rape spot. They originally thought that a woman mayor would be a wonderful thing but they all emphatically agree that it better not be this woman.

How can KALB, the Town Talk and the Northside Journal have any credibility at all to claims of accurate and unbiased news reporting, not reporting all of these ethical findings? Maybe Michelle Goddard can answer that, as we know she reads this blog? I know I've heard of other reports from the Ethical Board, so does the news pick and choose who it will report on?
As to the Brewer ethics question, the best was to find out if its a violation is to report it. Lots of talk from people, but little action. You do have to have a set of balls to file an ethical complainnt, because they no longer accept anonymous ones. If you send it notorized and to the public servant it takes less votes of the Ethics Board to investigate.

Point B - John Brewer not Delores Brewer were an appointed member to a board or commission with whom they were trying to solicit work from so that really doesn't apply either.

I can see where you're looking. A better question would be can the Port of Alexandria use Brewer for insurance since he's a commissioner? Honestly, I don't know who they have their insurance with, but it might be worth a call to find out.

I really don't understand this. Politicans write and enforce laws, and although we may not agree with many of the laws that are passed, at the very least, we should recognize the value of being represented by someone who KNOWS THE LAW.

At this juncture, I believe Alexandria is particularly in need of someone who knows the law and is beholden to a strict code of professional ethics.

Ok Lamar - if politicians are enforcing the laws then why do we have all those guys in uniforms running around with blue lights, canines and hand cuffs? Politicians may write and pass the laws, still more politicians sign them to be enacted. Judges, usually political appointments interpret them and apply them, but it's some poor lowly civil servant who puts his or her life on the line everyday who has to enforce the damn things. Then we have attorneys who get to defend their interpretation and applicability over the other's interpretation and applicability, both based on that same interpretation from the political appointed or elected judge.

I do agree whole heartedly that we definitely need someone who understands all of this to run the City. At least someone who can read and contract and the Charter well enough to know they can't negate a contract without Council approval and of course, an exit clause in the contract. :-))

As for as those attorney contracts, any fee charged by an attorney must be reasonable and based upon the actual amount of work performed. As was previously pointed out, the Office of Disiplinary Counsel is where to complain if some lawyer associated with the City obtains a fee without doing any work, or charge a fee inapropriate for the the the amount of work done.

And I wouldn't exactly criticize dumb farmers in the legislature either. We happen to have a few from around here who have done quite well for us in "bringing home the bacon."

Interestingly, since the Brewer ad first aired, I’ve only run into one who has wandered off the Brewer reservation. That person, once a tepid Brewer supporter at best anyway, doesn’t plan to vote for either candidate. Granted, many Brewer supporters are disgusted, but will vote for her, even so. Consequently, it’s not prudent to assume that disgust automatically translates into a vote for Roy.

Another tidbit: Many African-American “blue hairs” are intrigued by Brewer, but problems with the mere notion of voting for a woman still persist. The current ad, however, appears to be softening that stance.

IMHO, Fletcher will spread the rumor that the ad is moving numbers down for Roy and up for Brewer...Doesn't mean that's really true. You watch--no one will actually SEE a copy of polling. But IMHO, these bogus numbers will be used as a carrot to bilk more $ out of Brewer supporters so she can run more tv commercials. Fletcher freely admits he'll do or say anything in a campaign. IMHO, he cannot be trusted to tell the truth about the numbers. Of course, the only numbers that count will be votes on election day.

The latest Brewer ad is an act of desperation on the part of the Brewer faithful. Roy Fletcher does not care if Brewer wins or not, as long as he gets paid. Regardless of what ad runs, Brewers numbers are reflective of die hard supporters who will not be swayed from her camp.

Survey says…Polls are useless at this stage. The voters have resorted to lying to pollsters just to get off the phone. Brewer will lose more votes than she will gain in the coming weeks. Bottom line…Roy is the next mayor of Alexandria.

Roy's options were severely reduced, practically and emotionally, when we returned all of the city council regulars. Not only do those guys have the real power, they can't also point to real public support. If it's up the council then its up to Myron and Myron is just a bad guy. Bridget says she ain't going anywhere because if they try to fire her or Kevin, the council will shut down the operation of the whole city. Does Myron love Bridget that much? It remains to be seen.

Roy will be much better than Brewer but we blew our big chance on the Council races and we lost big opportunities there.

we've written about rodney alexander and others on here extensively. look in other threads as it would be a rehash on our part and many on here probably wouldnt appreciate that. its at the point at least as far as we are concerned that if you can live with yourself knowing that someday you will have to give account of your support for alexander and others despite what proof thats in plain sight and in your face then so be it. the bible says that towards the end of the age god would send a strong delusion that many even the elect would believe a lie rather than the truth and thats what we see happening in america and around the world today. the delusion that god has sent is such that its purpose is to separate the wheat from the tares because only those that do not have a knowledge of the true word of god are the ones that believe the lie.

Finally, on October 24, 2006, KALB reporter Babs Zimmerman, reported
on the ongoing 2 year old Mayor Roy Hebron waterline scandal. This
inadeqaute report is flawed in the following particulars:

1). This report definately was not timely, with the Ethics Board
having issued this consent opinion almost 2 weeks ago, on October
12, 2006.

2). Absolutely no mention has been made of the September 28, 2006,
announcement of offical charges, by the Ethics Board, against Ball
Mayor Roy Hebron and the setting of his public hearing for February
8, 2007, in Baton Rouge.

3). Babs reported: "At issue was whether Waterworks District Three
could run a line to a home being built by the mayor without proper
legal documents." However that is not the reasons given by the
Ethics Board. The actual charges against Mayor Hebron are:

CHARGES
That Roy Hebron, the brother of an appointed member of the Rapides
Parish Waterworks District No. 3, may have violated Section 1113B of
the Code of Governmental Ethics [La. R.S.42:1113B] by entering into
transactions which were under the supervision and/or jurisdiction of
his brother's agency, the Rapides Parish Waterworks District No. 3,
in the following manner to wit:

• by instructing the staff of the Rapides Parish Waterworks District
No. 3 install a new water pipeline down a privately owned road to
service his residence without the proper approval by the Board of
Commissioners for the waterworks district while his brother served
as an appointed member of such board and,

• subsequent to the installation of such pipeline, by the acceptance
of the water line by the district's Board of Commissioners into the
water district system at the district's expense when the line only
serviced Mr. Hebron's property.

What Roy's brother, Wes Hebron, consnted to having done wrong was:

"It is the opinion of the Board that Wes Hebron violated Section
1112B of the Code of Governmental Ethics by participating and voting
to initiate an investigation into the water line running to his
brother's property, voting to whether to accept or reject payment
from his brother, and voting on the acceptance of the water line
which serviced his brother's property. Section 1112B prohibits a
public servant from participating in any matter in which his
immediate family member has a substantial economic interest. Roy
Hebron clearly had a substantial economic interest in a water line
which was run to his property and which appears to have only
benefitted him. Therefore, Wes Hebron was prohibited from
participating in such matters when they came before his board for
consideration."

As you can see, there is absolutely no mention that this was
mere "without proper legal documents", as Babs tried to play it down
to.

4). Lastly, Babs reported that"Eventually, the water line became
legal after the mayor followed proper procedures.". Where exactly
did you get that brilliant legal opion from Babs? Not from District
Attorney Jam Downs, who advised, in a 2004 letter, that the public
funds expended should be recouped by the Water District. As the
Ethics Board wrote to Mayor Hebron: "...district's Board of
Commissioners accepted such pipeline into the water district system
at the district's expense at a time when you were the only landowner
serviced by such pipeline."
As you will recall, Babs laughed at me over the telephone, when I
offered her signed witness statements and photographs of Roy Hebron
using Town of Ball equipment and employees, together with State
inmate labor, on the construction of his new home. Babs, nor any
other so-called reporter, has expressed any interest in this
evidence. Although pressure must have finally forced Babs to
inaccuratly report as little as she did, her bias toward covering up these matters continues to be obvious.
