Redirect ... Redirect

The intention of this blog is to draw out an intelligent discussion of changing the changable, disposing of the disposible and to help redirect the cities of Central Louisiana in a positive direction for all of it's citizens. The discussion is not to find out who is sleeping with whom or for the use of personal attacks.

Try this for an assignment ... How can Chuck Wagner and Chris Roy change what is perceived as being wrong with their respective offices? Folks, it's like this ... put up or shut up!

I see two entirely different a problems: the Sheriff is totally autonomous well funded agency. Sheriff Wagner can pretty much have it his way. The mayor can be practically obstructed at every turn as is dependent on some degree of harmony and cooperation from the council. See the problem?

I'd like to congradulate Chief Coutee and Azar Kayal for being appointed by Governor Elect Jindal to The Crime and Public Safety Transition Advisory Council from Cenla.

Azar Kayal was an advisor to the Rapides Parish Sheriffs Office until Sheriff Hilton had a difference of opinion with him about politics.

Once again, congrates to Chief Coutee and Azar Kayal. I know that you both will serve with dignity.

How can Chuck Wagner change the perception of the sheriffs office?

Sheriff-elect Wagner ran on a platform of change and accountability. He must come into the sheriffs office and make the changes promised (more patrols, more drug arrest, increase youth programs, etc) and be open and accountable to the public. He must start making changes when he takes office, not a year down the road. The voters ask for change and expect it.

I believe that Chris Roy (not mayor) must fight for the citizens also.

Too often a politician gets elected and puts what he said to get elected behind him. They often forget how they got into office and start believing they are unbeatable and that the public will believe anything they say. These two men will be watched closely by the voters. The voters of today are more informed and do watch their elected officials. If a politician does not keep his promises, he runs a greater chance of being voted out.

Good luck to these men and congrates to the citizens that they serve.

I beg to differ that the voters are any smarter today. Don't be too quick to give the voters any credit for being intelligent, i.e. a look at Scumqueen Clinton's poll numbers will demonstrate that perfectly.

If Wagner comes in a cleans house before getting a close look at the operation he's more foolish than I thought. A person who hasn't been in the department in years and comes in expecting to make changes for the sake of changes is foolhardy at best. He will require time to look over the whole operation and learn it all from the bottom up before he can make the kinds of changes I get the impression so many want made.

I think the sheriff's position should be appointed, just as the chief of police in a city. This last race proves politics don't belong in this position. They all owe the public an apology for the way they behaved and we shouldn't be subjected to this crap again, EVER.

One of the strongest motivational questions for a positive response is " would you please help me with ___________?" This is one question that cannot be overused to the citizens of our area.

Example 1 : Would you please help reduce crime by reporting suspicious activity?
Example 2 : Would you please keep the grass clippings out of the street so that apppearances are kept and drains remain unfouled?
Example 3 :Would you please help to conserve your tax dollars by (use your imagination for an activity that makes you a better citizen)

The point is that we elected public servants and not saviours. Our government will serve us as well as we and our fellow citizens participate.

There are people in the sheriff's office who have an unabated history of self-importance and employee abuse. Debbie Hickman is a perfect example of a policy of never being nice or respectful to anyone. I notice that she now displays some signs of humility and courtesy toward others. Getting rid of her will send a message of respect for the feelings of the employees of the dept. as well as the other agencies that have been subjected to her abuse for many years.

Sheriff-elect Wagner has not taken office and will not until July1, 2008 (unless WEH steps down earlier). I'm certain that he will look at the operation before making changes. I never heard that he will come in and "clean house". Makining changes does not mean firing....it may just mean making more effecient.

I'm interested in your idea to appoint the sheriff. Who would you recommend have the authority to appoint the sheriff? By the way that could only happen it the legislature passed the law and that would never happen. All states (with the exception of Alaska) have elected sheriffs. The only difference, most states protect the deputies from being fired by the new sheriff (deputies covered under civil service). But they also require the deputies to pass strigent requirements before becoming a deputy.

I believe that most voters saw something that they did not like in the current administration (whatever that may be) and felt with WEH endorsing S;ocum, if he was elected, no change would occure.

I believe there should be some kind of mechanism for appointing a sheriff, much like the one in place for a chief of police. A city/parish commission could be established comprised of city and parish officials and lay citizens who are well known civic-minded people who are respected in the community. It could be point-based or vote based. I just know there should be a better system than this most recent debacle.

Steve, I understand what you are saying. Let's look at what would have to change.

First, change the city from a home rule charter and change the parish from a police jury and join the two into a city-parish governing body.

Second, get the legislature to change the election of the sheriff to an appointed position. I believe that the LA Sheriffs Assoc. is such a powerful group that they would never allow this.

With that being said, I believe that we will continue to have an elected sheriff position.
We as voters can demand a change in the way things are handled. We must continue to become involved and speak our displeasure to our elected officials. Too often people care more what an elected official can do to benefit them instead of who would best serve the voters as a whole. We would rather sit and complain vs. getting involved and make a difference.

Why would the citizens of the Parish want anything to do with the City of Alexandria. The booming growth of bedroom Communities is due to disgust with that thing called Alexandria. The City Executive and Legislative Branches cannot coexist and function peacefully just having Alexandria to worry about. What would they do with the entire Parish to concern themselves with.

An elected position is the only method the citizens have of expressing their desires. Appointees express and emplace the desires and ideas of the appoining authority in order to suck up and keep thei job.

As far as Debbie Hickman - Slocum's campaign Headquarters phone number was called forwarded to her desk at the Seriff Department. She actively participated in campaigningon his behalf (as she has done for every Sheriff since Holloway)on Department time and money. She should have been canned years ago. Very, very self important person who exercises her "power" and authority with a personal agenda in mind. Highly influential in determining who gets what contracts, etc.

It's kind of a shame. I was so excited to have a young educated eager candidate elected mayor - I just knew things would change. I had an opportunity to talk to the mayor for about 10 minutes on two different occasions and he is really quite full of shit. I don't know that Brewer or Sams would have been better but I doubt that, in realistic terms, they could have been any worse. Roy has an arrogance not justified by his accomplishment or public confidence. Bummer

Roy is just like Clinton was in his first term as Gov. of Arkansas. He has brought in a bunch of young, know nothing, imps, who don't have a clue as to how the real world operates. I don't think it's so much the quality or age of his appointees as it is a severe overestimation of his own intelligence, skill and charisma. He can do it right - he just won't because he feels chosen by destiny instead of elected by a community desperate for honest leadership and positive direction. He is right in most controversies with the council but his win at any cost mentality is not a workable philosophy in a city currently run by a thug and 4 morons.

The working philophy of the current members of the Legislative Branch of the Federal Government party wise and the Legislative Branch of the Federal Government versus the Excutive Branch of the Federal Government are prime examples of nothing getting done due to not working together.

Alexandria City Govenment is just a minuture image of the Federal problem. The Council may consists of thugs and morons but they are elected thugs and morons. They are due the courtesies of the office they hold until kicked off the Council. Royboy and his City Attorney are extremly disrespectful to the Council treating them as blue gum cotton pickers needing an education.

Courtesy and respect would go a long ways if it is not too late to salvage the relationship

What Roy needs is a few more people on his staff that have some political experience.

His staff looks more like romper room than board room. When dealing with this bunch, you need people who are experienced enough to wrest power from the council... and have them never know their power has evaporated. To any person skilled in political negotiation, this would be an easy task, considering the make up of the council. First reaction when reading this: armchair quarterbacking. Then: no, it does sound as though this speaker has some experience along these lines, but I wonder what could be done differently to effect a positive change from the current divisive and obstructive atmosphere.

Could you speak generally to what some positive approaches could be, leaving out of course names and personalities? Some of us follow local government without ever having personally participated beyond the voting booth.

These are the types of people who populate Mayor Roy's staff. You can tell from their reply that they take my observations personally. That's part of their weakness. It's not personal, it's politics.
As to the rules, you silly child, there are no rules except one. Perception is reality...learn it well.
Score? Mayor Roy, zero. Black councilmen, thousands! Why? Because in the black community, the council is standing up to that rich white boy who got elected Mayor. Mind you, I did not say all blacks. Both of these children aren't capable of logical conversation. They believe that they are the final authority on the political war being waged at city hall.

They don't realize that the years you have been living doesn't matter as much as the years you have been learning. Roy is a political novice, his staff is also green as grass.

And to me, 46 years old with 10 months in the political arena isn't much difference than 26 years old with 10 months in the political arena. Over inflated egos and inexperience makes his staff romper room kiddies.

And I do know Lamar. Unfortunately I have listened to him prattle on with an incessant stream of self-important platitudes on more than one occasion. During these encounters, my only thought was escape. I pity those who have to interact with him on a daily basis.

Lamar is a child, with childish concepts driving his limited imagination. What Lamar needs, more than anything else, is a strong dose of humility tempered with 20 years experience working at a real job.

Please notice that everyone who is at all critical of the Mayor, et al, is attacked as a terminal body part or digestive function. It obviously would never occur to the administration that they err. Any new mayor will make mistakes - the problem is that Roy won't learn from them.

He somehow, prior to receiving his appointed position as payment for being a Royboy schill during the election, apparently managed to exists and do well without gainful employment.

It is absolutely wrong to attack Lamar White because of his ancestors or his health issues (whatever it/they might be).

Beyond the fact that you are absolutely wrong, it diverts attention from any valid complaint or issue you might raise by focusing readers on your very special cowardice and lack of human decency. The blog owner asked a simple question and what happens. Instead of giving positive imput, some posters decide to attack someone and make them bigger than they are. These same posters made Aymond larger than he was and now they have decided to attack Lamar and make him bigger than he is. By reading these attacks, one would believe that Lamar was an influental person that they feel must be stopped.

If you have a problem with a person that carries no stroke, ignore them and they will go away.

I have two question. If a person completes a curriculum at a law shool (graduates from say LSU Law School) but never takes or passes the bar is that person a lawyer?

If a person ompletes a course of instruction at say Tech in Electrical Engineering but never meets the requirement to be a Professional Engineer (PE) is that person an Electrical Enginee?

If the person is not a lawyer because of never having passed the bar how is a person an Engineer if they never participated in the procedures necessary to become a PE?

This blog has gone from intellegent discussion to relentless slamming. If these posters would spend as much time in attempting to cure the ills of the area, they could accomplish anything.

In checking with the employees of the sheriffs office, it seems that the majority of the employees are looking forward to Sheriff Wagner to come and make the needed changes that the voters demand. I hear that WEH may step down early and turn the department over to Wagner before July 1. Does anyone know how that is done? Can Wagner take office before his term starts on July 1?

Wagner cannot officially assume office until he is sworn in on July 1.

However, this might be plausible. WEH could HIRE Wagner as his Chief Deputy. As an employee of the department, Wagner could obtain his POST certification before July 1 and run the department as Chief Deputy while WEH hunts, fishes and takes side trips to Mexico.

What does it matter where the City of Pineville has its Christmas party and what beverages they drank. Pineville does not have a nice resturant to host parties so they have to come to Alexandria.

The city of Pineville once had bars on Main St. but decided to close the bars during the war due to the brawls on Main St. by drunken solders. They never said that the citizens of Pineville does not drink, rather they chose not to have the establishments that sell alcohol because of things that happened 60+ years ago.

The Alexandria City Council approved the renewal of a contract with Belsco Inc. for the purchase of body armor vests "as needed" for the Alexandria Police Department.
"The bid is in place mainly for new officers coming on board," Joe Despino, the city purchasing manager, said. Despino said the city would not purchase the vests in bulk right now because the 157 officers that need vests have vests that are two years old. Vests would only be replaced as needed, he said.
The new, custom-fitted vests, at the cost of about $650...

The previous head of the Electic Utility Department did not even have an engineering degree. The job does not require one.

I would also say to Sunday 6:45, if the children went to each other's parties, and have since birth, that it would not be a problem, especially if the gifts given are of equal value. If a gift of $10 - $ 15 dollars can sway a contractor, or city employe, then there are bigger issues.

The ethics law says neither a government employee nor his family can receive gifts from Contractors. It does not say you can sin a little. It says Thou Shall not. $5.00 pr 5 million just the same. Beautiful part is the governmental employee's children cannot receive gifts but the Contractor can invite the governmental employee's children to his children's (the Contractor) birthday party and his children (the Contractor) can receive gifts from the Governmental employee's children. One point of note is that such invitations issued on the day of the Governmental employee's child's birthday, at the Church House, witnessed, seemed design to illecite(sic?) gifts from and comprimise the Contractor.

Your second answer implies that the Head of the Distribution department (being unlicensed) is lesser qualified than a company such as a Red Simpson if employeed by the City. After all Red Simpson would have had to have someone take and pass a test to become a licensed Electrical Contractor. Thusly, Red Simpson's qualifications would be greater than the Department Head employed to supervise them.

At least a State licensed Contractor has proven to the State Licensing Board (by passing test designed to determine if they are qualified in their field) they are qualified.

Typical Alexandria policy to have lesser qualified people supervise those with greater qualifications?

It is not the amount of the gift but the "appearance" of a Governmental Employee seeking gifts from Contractors for his/her children.

If the amount was any concern a total ban on gifts would not be in place. Numerous cases are recorded where Governmental Employees have hidden their
"gains" through family members hence the ban.

The beautiful part is the law applies to the Governmental Employee not the Contractor. The Contractor can invite the Governmental Employee's child to a birthday party and expect a gift. The only way the Governmental Employee can invite the Contractor's child is with it understood no gift will be given.

Apparently the situation in question must fail two (2) tests: 1) The public servant in question must be supervising the contractor in question and 2) the gift must be received by the contractor or his spouse. Immediate family i.e. children does not come into play unless the immediate family member has an interest in a business entity doing business with the public agency.

Sorry for the legal lesson. Now can we get on with the show?

A licensed Electrical Contractor and a Licensed Electrical Engineer are not the same. The city employees an Licensed Electrical Engineer.

Engineering graduates must take an 8 hour exam to become an EIT, they take another test later to become a PE in their field. You can be an electric contractor and NOT have a PE on staff. It is not a requirement.

One of the things that Sheriff-Elect Wagner can change once he takes office is the hiring practices of the sheriffs office. Wagner said that he would set up standards that the potential employees must meet before hiring. WEH has no standards and just this week has hired 20 new employees. Makes one wonder why WEH hired all these new employees toward the end of his term.

It was pure genius how he took a simple public records request that no one would have heard of and by suing the person who requested the information turned it into a state wide story and exposed the Mayor and his monkey to be hypocrits and liars. I would have to say that the average human would never be able to do such genius work. The fact that the new Governor has to ADVISE HIM on the law is just a sample of what is to come. It is Genius how the so called Ethics Governor has picked someone to advice his who a) did not know the law re ethics and his practice and b) who is the atty for the Gambling industry and c) whose legacy at Pineville will be trying to prevent transperancy of what goes on in Pineville government. The fact that HE got picked makes you realize how genius he is and how lame duck the new governor will be.

Tell me bright boy how anyone has been denied unfettered access to any public record.

If you, or anyone, including Aymond wants to see any e-mail the City of Pineville has, they have that access. If you, or anyone, including Aymond wants to have copies of any e-mail, they can have it for the asking. The difference is that Aymond wants the original documents and he wants them for free.

Sorry, state law says that if you want copies, you have to pay for them. No Government entity anywhere will turn over the original documents. You make a public records request anywhere and you get copies that you pay for.

Aymond has succeded throwing up so much smoke that everyone, including the media, thinks this is about access. It's not. It's about forgery and Aymond's attempt to falsify evidence.

If I am correct, it was a divorce case in Natchitoches Parish. You represented the wife, who was the plaintiff. You attempted to introduce transcripts of a phone call that never took place, and attempted to introduce video that you said was of the husband entering a motel room. Turns out that the husband was not at that motel at any time. He showed by time cards and pay stubs proving that he was working at the time of the video. As to the transcripts, I believe the judge threw them out saying that anyone could type anything. As I recall, he admonished you quite severely for attempting to defraud the court.

As to bringing you up on charges, why would he? The husband's atty kicked your fat ass in court. Nothing new to you, as I understand it, you get your fat ass kicked all the time.

And why should the wife bring charges of unethical conduct? You conspired with her, she would go down too.
