One Week Left ...

Sorry citizens, I was out of town for the past week. Although I have yet to peruse your vast comments, I have been told that there is an interest into the ownership of this blog. So I have decided to drop a few hints. I am a tall individual of small stature, I am a heavy light weight with light dark hair. I am a Democrat with severe conservative views and a Republican with liberal views. I am plainly who I am ... in short I am you.

Monday morning, after she has been soundly and embarrisingly defeated, is she going to show uyp for work as Chief of Staff or Capital Project Coordinator? Her unmitagated gall and lack of intelligence demonstrated so far leads me to believe she will.

There is no such "official" position as Chief of Staff. Is the Capital Project Copordinator position a civil service position or appointed?

Ned should do Roy a favor and terminate her.

The crones are sitting around the table running the machines. The problem is their fingers get sticky from all of the doughnuts and delightful assortment of pastries, and they misstrike the keys of the adding machine. Of course, some of them are old enough to remember how to use an abacus, but the sticky fingers can affect those also.

Both chief of staff and capitol projects coordinator are non civil service jobs. They serve at the pleasure of the mayor. Chief of staff is merely a title. Charter calls the positions that answer directly to the mayor "mayoral assistants." The mayor can title each one as he sees fit. For example, Lisa Harris is Community Services Director, etc. City Attorney, Utility Director, Finance Director, Public Works director all answer to mayor.

This Roy campaign is getting worse and worse. This is AMERICA! I was at a function early this morning and people were talking about they were being yelled at and threatened. People from his campaign were shaking fingers in their faces and shaming them just because they were committed to someone else. I can't believe that you all think this is alright. I am hearing this all over town and I definitely see it on this blog. The people who should be ashamed of themselves is the Roy campaign. Something needs to be done about this. Aren't there laws against badgering people and trying to prevent them from voting their choice.

No, there aren't laws against passionate people arguing for their candidate, but there are laws against purposely lying in campaign television commercials (Delores saying EMS will get HALF of the CLECO money when she knows they'll be receiving 20%) and there are laws against using the mailing lists of non-profit organizations for campaign mail-outs.

Not so fast. Harry may need the space to operate his new uniform business. I think Martin Johnson has brought in the Al Quida uniform contract business for a small commission. The design is pretty complex because you have to have pockets for all those explosives and shit. Of course, the upside is that the uniform doesn't have to hold up that well - machine explode and dry.

The forum I just viewed on KALB-TV made me think of a "near death experience". Brewer's campaign is in it's final throes and Roy can see the light at the end of the tunnel. I am gladf I voted early and didn't wait for this drivel to base my decision. I had hoped for some real fireworks tonight. I have seen much livelier discussions at tea time at Regency House.

Maybe she's finally seeing the light at the end of the tunnel and realizing that Jacques is going to win this thing, regardless of whether or not she lies and scares her Republican base into voting for her.

Delores, you should have realized this much earlier, and instead of taking out thousands of dollars in loans, stringing along friends and family through one of the worst negative campaigns in the history of our city, and tarnishing the legacy of Mayor Randolph (the man who groomed you), you should have ended this whole charade a week after the primary with your reputation and your integrity intact (and with a great deal of sympathy because of the mail-outs done by Roy in the primary).

This was a disaster, an absolute disaster.

No Delores, Rick cannot work for the City until 2 years after he leaves the Council, not one. See: R.S. 42:1121, which has been applied as:

During the two year period following the termination of public service as a
board or commission member, these individuals may not contract with, be
employed in any capacity by, or be appointed to any position by that board
or commission. The Board has interpreted “board or commission” to include
a collective body that shares responsibility for its actions. This would include
school boards, police juries, boards of aldermen, a group of selectmen, a
council, etc.

Will you elite ever lean that there are laws that control your public actions and that you must obey them? Good thing this was a KALB sham, and not an actual debate (as promised) , or Jacques would have smoked you.

Security and economic concerns are basic to everyone and the citizens of Alexandria have cause to be very sensitive on both of these matters since the utilities debacle and the apparent lack of security as reflected in our crime stats and recent call for reinforcements. Jacques is uniquely qualified to address both issues while Delores has been party to the regime that has fostered the current situation. I feel that Jacques will prevail at the polls but, it is not time for anyone to fail in their responsibility to vote. The last election had 42% voter turnout, (meaning Jacques commanded 14% of the register voter base) - hardly a stellar event and illustrative of the fact that a candidate may actually win an election with a minority of the population. If Jacques and Delores were to run neck and neck , the victor may carry only 20% of the registered voter base if we have a similar turnout as the primary election. So what? Well, until more individuals are convinced that their future lies in their involvement in their local government, elected officials do not really have a clear mandate to act in our interest - all they have to do is get 20% of the populace to support them and they can be victorious in any race. Vote, and shame your neighbor into participating for the sake of us all.

She really is a good candidate, she has just been handled poorly by her consultant in the run-off all the way down to what she wore tonight. He wouldn't have even considered running for mayor of Alexandria if he had, only months beforehand, applied for a $300,000 contract from the Alexandria Housing Authority as the Mayor's Chief of Staff.

And her contacts in the Housing Authority were deep and real. She had a good chance of getting the contract, if she hadn't gotten greedy and bid twice what the job was worth. Her motives were clear. Delores Brewer is not and has never been a relocation expert, and in addition to the questionable ethical decision to apply for this contract while a member of the mayor's inner-circle, she also had her husband and her brother-in-law doing business with the same organization, of which former mayor and Brewer supporter Carrol Lanier is responsible for creating.

There are webs of ethics violations in this.

Albin, Delores and their crown declared early and the upper middle class whites fell in place like little sheep. Their actions were a big part of keeping any other viable candidates from running. They can't complain about Roy because he jumped in when it appeared no one of quality would be our next mayor. Delores was a pawn from the beginning and turned off everyone from the very beginning with her "cenla antics". It will be apparant that her ineptitude wound up giving us a better mayor than we probably deserve. It would be nice if we could choose among the best Dem, Rep and Independent candidate in just one election. Hope Springs Eternal.

The most telling point of the conversation was the fact that a pledge means nothing to Brewer. It would seem making a pledge and changing your mind is indicative of your credibility. Normally those that "pledge" consider "pledges "holy" and one doesn't willy nilly change their mind.

That one point of the conversation revealed Brewer's true nature. She will do or say anything to either get elected or remain in the inn-circle. Her pathetic offer of "if Roy wins" to help in any way possible was the realization that Wednesday morning she is unemployed and she is bowing down and kissing ass to keep a "job."

How can Roy or any employer ever trust her if a pledge means so little to her. Just think of the seriousness of pledging - "I pledge to tell the truth, the whole truth and nothing but the truth so help me God; I pledge to uphold and defend the Constitution of the United States of Aamerica and on and on. Pledging is a statement as to the worth of a persons word and a window into their character. Violating a pledge indicates a person is a worthless piece of shit with no integrity.

It is now clear honesty, integrity and service mean nothing to her just the money.

This woman cannot help but lie. Jacques didn't have anything to do with any deals between lawyers and ant City over CLECO overcharges. Delores, whatching her nose grow longer, Brewer, however, was chief of staff when those attorney deals were made by the City.

Hasn't she been bragging about being resposible for all the improvements nade in Alexandria during the last few years? Delores said she was going to retain some of the department heads if elected, Jacques didn't say what he will do.

The truth is that NONE of them should be retained!

If one looks at the payrolls of the city, sees the hours paid but not worked, the overtime that is "earned" - some amounting to more than the base pay of the lowest paid workers. The "unclassifed" employee "pension" plan that GIVES those persons 29% of their pay in addition to that base amount paid, resulting in many of them receiving $18,000 to $24,000 per year TAX FREE which is placed in an investment account so that tens of thousands of dollars of citizens money is taken with them when they leave. Plus, the city buying a number of the higher echelon an automobile through a car allowance of $400 per month each.

For the past 20 years there has been NO management of the city's affairs. Yet to hear the media talk about it the incumbent Mayor is the greatest thing ever. This has been the worse administration of all those of the past, including Ed Karst and John Snyder and George Bowden. Don't talk about how good this Mayor has been, look at how the money has been spent. Contract labor totalling $400,000.00+ per year [a side payroll used to subvert the hiring process of the city], over $275,000.00 per year in cars and "unclassified" pension amounts. Sweet heart financial deals and land clearing schemes for family members who owned property to be developed. And, many many more in bloated contracts.

Elect a Mayor who will bring NEW and REAL MANAGEMENT to the city, and in about 4 years of cleaning up the mess left by the current one, maybe Alexandria will be a real city.

Both candidates need to reconsider their hiring of top aides. None of the current ones should be retained, nor previous ones brought back.

And, God forbid, that someone should even speak of "honesty" in city government. But, that is what we need.

A new broom, a clean sweep, and real management.

Of all the mysteries of the universe, the one that has been most baffling to me is the fact that Joe Despino is given one of those fancy new Ford Crown Victorias to operate as his personal vehicle. It was a cop car and he was a reserve deputy so he would dress up in his deputy suit and take the city car out to work at rodeos and gang bangs. I don't think it was ever authorized. It started during the Snyder administration when John K. was taking Glen Beard's car about every other week. Anyway, if you want to make me happy, make Joe drive his own car and leave that one on the lot at APD.

Thanks for quoting a few numbers from the budget report. Would you care to know why Contract Labor is so prevalent?

1) The Civil Service Dept. refuses to do its job. (We won't even talk about the undue influence that Civil Service tries to impose on the Dept's wjo are trying to hire. The average jobs takes 12+ months to fill. I'm sure the CL line item could be deleted if you would let your garbage pile up for the next year or so.

2) The pay scale at the City is terrible. Many professional or skilled labor jobs pay about 60% of the same job in the private sector. Even when you consider the benefit of retirement, the pay scale is way too low.

There you have it. If you can due better, qualifying is August 8, 2010!!

Civil Service has EVERYTHING to do with hiring people apparently. And NO, the Mayor isn't the boss of civil service - just ask William Ford. Yes, there is a Civil Service Department - ask Pam Saurage or however you spell her name. From what I understand there are 3 people - one doesn't work on Monday, one doesn't work on Friday, and somewhere between Tueday and Thursday they try to hire people, but if your application is on the desk of the person who is sick or on vacation there is sits until they come back. Yes, that is civil service at its best.

The City FINALLY got approval for a human resources department, but civil service comes first.

Let's face it when civil service was first established it was a much needed thing to protect government workers from all being thrown out of their jobs with administrative changes every 4 years, what it has become is a protective agent for people who for some - not all - just sit on their ass and do nothing more than collect a paycheck. NOTE - I did say SOME AND NOT ALL. There are many exceptions to this rule.

Delores says she is no lawyer but will cancel all contracts over CLECO. I bet there are plenmty of lawyers chompin at the bit to represent thos she breaches those contracst with to sue the CIty. Fortunately Delores will never get a chance to cost the taxpayersmoey to defend breach of contract suits. You don't have to be a lawyer to know you have to keep your word and honor your contracts, but then again Delores has no notion of keeping one's word. I think mail fraud charged should be filed against Delores for the intentional false mailings she has made. Perhaps she can then use her experince in helping to run whichever federal pen she is sent to.

No, the Civil Service people try their best to fill jobs with no one. Plus they don't hire in November and December. The reason there are so many contract workers is that it takes a full 12 months to fill a position.

Why is it the job of civil service to hire employees? I thought civil service was designed as a quasi union for governmental employees. I know that a civil service test is required for some positions but a person can be hired to fill the position pending passing the civil service test.

Civil Service was created by legislative act if I remember correctly. You observation is true and strikes at the heart of the matter: CS should not be hiring; they exist to "protect" the employee. After more than 2 years of legal battles the City has an HR director in place, but poor Mr. Paige has already had one heart attack dealing with that Dept.

We've heard both candidates say that the City is not in the business of employment but rather of supplying services. Most departments are staffed at 85% or less. Jobs take for ever to fill; because of the huge lead time to hire good candidates are scooped up and the City is left with the bottom feeders in many cases.

This problem direclty affects the City's ability to provide services. Every citizen should contact their councilman and demand that jobs be filled otherwise learn to compost because there won't be a garbage man to be had.

Here is the Civil Service / Personnel Description from the City Website. Some of this may have changed recently after the department was split. The Mayor had to sue the Civil Service Commission to allow the seperation.

"On Oct. 12, Brewer held a news conference that blasted contingency contracts in the city-Cleco case, calling contracts that Randolph's administration wrote possibly illegal.

Deborah Randolph said the couple read the contents of the news conference an hour before Brewer delivered it at her campaign headquarters.

It was filled with inaccuracies, Deborah Randolph said: Percentages some parties are to reap if Cleco owes the city money were incorrect, and allegations that lawyers' contracts with the city are illegal are wrong.

"The facts are different," Deborah Randolph said, "and it was something he could not be a part of."

I can not, in my wildest dreams, imagine why we didn't take that opportunity to make meaningful changes on the council. All of the challengers were good people and represented themselves well in all the stuff I saw. Personalities aside, everyone seemed clamoring for "change". What does that say about us, and even more important, what does that say TO the council. I anticipate a very painful adjustment process if, and I fully anticipate, Roy insists on doing the right thing the right way.

In the political arena, meaningful change takes courage and an ability to put intellect above emotion and selflessness above selfishness. That should apply both to candidates and to the electorate and generally doesn’t.

Nevertheless, like you, if there is an adjustment process, I suspect it will be painful, indeed, given the prerequisite is a radical, across-the-board attitude adjustment.

Dizzy, I see the greatest problem as the council feeling themselves impervious to criticism and public pressure. You have to look at the council races as a mandate for their past performance, ethics, progress, methods, etc.

Lawson was the choreographer of all things questionable and he gets the public stamp of approval. I suspect that this council is going to be hard to move in any direction that they don't like. CFS's resounding defeat should send a message to him (and those who rely on him for his charisma and influence in the minority community) . He openly boasted to anyone who would listen that he had 6.000 sure-fire votes in his district. Does he realize what his district told him? Does it matter since he has 2 more years in the council no matter what.

It might be an ugly honeymoon.

Yes Joe Despino has a City vehicle and he takes it home every day. There are numerous employees who don't really need City vehicles but have them anyway. In the big picture though you aren't talking about a whole lot of money. I think the unclassified division directors are given car allowances because they can't legally drive City owned vehicles.

yep, i supported sams from the get-go, and think he would have been a fine mayor and certainly cleaned up city hall, and stood up to myron. that being said, i have high hopes for roy and think he will lead alexandria into a better future. delores will have trouble getting a job as a walmart greeter. she has never had a job, fed her family off the public trough, and it is the fear of the real world that is driving delores' insane acts.

Well I just want to thank Rick Ranson for showing his true colors in this race. Allowing himself to be used to say that he is being considered for Chief of staff. Either they KNOWINGLY lied...hard to believe huh OR they were too dumb to know that the law prevents such for 2 years . Either way I no longer have a high regard for Mr Ranson. I think this election will have significant ramifications for several people for some time after Tuesday. And for the guy who has 5..count em ..1, 2, 3 ,4 ,5 different banking accounts......You are a sucker too.

i agree. it looks like ranson got his building sold to the city, like it was set up for anything the city needed, was amply rewarded by his bank, and is still playing both sides of the fence.

Mr. Crutchfield has a car allowance, not a city car. cheaper for the city and benificial for Mr. crutchfield. no need to switch cars to go to the store or to pick up kids from school.

I agree with you. The Mayor is a wonderful person, but he allowed himself to be propped up and used for the last four years. He should have stepped down when his health started to decline. Had he done so, the city would have been so much better off.

Do you really think that the city would have benefited from having CFS in charge for a while. What do you think the second floor would have looked like when Ned left? Ned became a rubber stamp for the users and therein lies the problem. When bad people are in charge, bad stuff happens.

Rick Ranson was always overrated, particulary by Rick Ranson, but he benefited by contrast. The only other white councilperson is weak of mind and character and has always been easy to manipulate. So Rick seemed like the best of a pretty poor group.

That being said, I imagine the head of a multi-billion dollar business is easy to forgive and love. That wound will heal pretty quickly.

I think the only long-term pariahs besides the candidate will Provosty and several select 2-namers. Everybody else will learn to pull together for their mutual profit.

The article on the Randolphs underscores the amazing schizophrenic nature of the Brewer campaign. She tries to score credit for the Randolph accomplishments, tries to attack Randolph as the problem-causer, tries to pander to the Fotazers by taking credit for the zoo progress, calls herself an outsider and runs a commercial declaring herself to be the agent of change from the evils of the Randolph administration.

All of her postions are incompatible with each other and rational logic. The real underlying message is just exactly how little respect her campaign has for fundemental fairness and the people of Alexandria. I know that she will lose big but I hope there is a bigger price to pay for that level of contempt.
