Two days ...

and hopefully everyone will stop selling out their neighbors.

Unfortunately, eveyone has become so agitated with the various campaign fodder, that they have forgotten the most important issue ... ourselves. Yes this blog has turned negative to some candidates. Go back and read through and find the exact point of no return. It is rather an obvious point. Forget fingerprints, the hand is still attached.

The point is not whether or not Despino does a good job or is getting kickbacks. The point is that Despino's full use of a city vehicle is an example of the waste and abuse in the city government that should be easy to spot and correct. There is no rational reason for the city to endure the expense of purchasing, maintaining, fueling, insuring, and replacing a vehicle for the purchasing agent to operate as his own. Roy says we are going to quit wasting money on consultants and duplication and all these unnecessary and costly percs. Joe isn't a big problem. He is a small example of a big problem and I want it fixed.

The writer perceives a problem, documents it pretty well, and ties it to Roy's pledge to eliminate waste and spoils in city government. The inquiry was about a possible justification for a particular city employee to have a luxury ride at our expense. No one has suggested a possible jusitification for this obvious waste of our money. Why don't we let Mr. Roy decide what fish he will fry and who's goose he will cook.

Just saw Brewer's attack ad concerning Roy's lies. Can you believe it???? Brewer is accusing Roy of lying!!!

This woman is a phycopath.

We should all be concerned about the damage she will do between election night and the swearing in. She is not mentaly balanced and in this state is capabile of anything.

If I were ned, I would fire her on her first day back.

Anon 7:00:15: A taxpayer demanding a reduction in waste of his money has every right to voice his opinion. He is the boss not the servant. We need more demands placed on our public servants, not less. We should be good little sheep, be sheared and quit baaaahing too loud? If you want people to believe in the process and have confidence in thier government we need to see all this old-time abuse and waste be actively eliminated. It isn't Joe Despino so much as what he represents. Roy is all about change and honesty and transparency and efficiency. We have a right to expect a clean-up. Do you think for a minute that Despino doesn't know it's a ripoff? If you ever watched the council meetings you have to have seen the council ask the administration monthly about reforming the policy on city cars. The administration never did it because they were in to not stirring controversy or making any reforms.

If the Randolph 20 has any place in the record books it because Ned did not enact one significant reform or safeguard unless he was forced by auditors or litigation threats. It's not hard to see where Brewer got her "political spoils" philosophy.

Of course Roy will look at who has cars, who has cell phones, and many other things regarding administrative expenditures. It will be a new administration and that is very appropriate. Looking forward to new and fresh ideas! This is what makes our democracy work.

Dead Horse makes a valid point and as to the undeserved city perks ala Joe Despino he is right. Imagine the untold amounts of fuel burnt beedlessly each month by city employees enjoying perks they are not entitled to.

Anyone objecting to taking away a vehicle not needed for possible emrgency callout is a city employee feeding at the trough.

What we got here is a revolution of the taxpayers who write the checks. We just ain't gonna take the bullshit anymore. We're tired of watching the "well connected" abuse the city charter while we pick up the tab. We're tired of the Myrons, and CFS, and Kelvins, and Bridgets, and Despinos and every other city employee who sits on their ass and collects money from our pocket for doing NOTHING!

We're tired of our own police force treating us like we're trash. We're tired of the payoffs, inside drug deals, and outright theft the Alexandria police force is famous for.

We want this shit CLEANED UP!

i agree with the last post. far and away, all of the city workers, police and firemen included, are dedicated and perform invaluable services for our community. to broad brush those employees because of the questionable activities of a few is just not fair. city employees are a reflection of society as a whole, and there are always a few bad apples. the overwhelming majority of all city workers deserve a big "thank you" from us all.

Anyone hear KSYL this morning?

I wondered why Brewer HQ was so busy this morning. They were calling in to talk about her ad in the TT and her integrity and why they would never vote for a Democrat. It seems like the only people left in the Brewer camp are the radical right-wing wackos (and they'd be voting for any Republican on the ticket. Hell, even if David Duke were running for mayor).

One lady claimed Jacques tried to sue her and that's why she will be voting for Brewer.

We even heard from Delores herself and her husband John, who made sure to take up about 6 or 7 minutes of air time talking about how it's hard to be a woman in politics and how John only made 100 a month for 15 years from the housing authority. John, that still adds up to $18,000.

By the way, the caller who owned the local business didn't say Jacques tried to sue her. She just said that several years ago he gave his business card to someone who slipped and fell. I thought it was a joke, and it didn't make any sense. No one is that over the top.

I mean, I fall ALL OF THE TIME and Jacques hasn't once offered me his business card.

While it may be true that the City does have a few slackers (Is your place of employment free of them?), I dare say that most work diligently under trying circumstances, for far less than they deserve, all the while under the microscope of public disdain.

Was your water brown this morning? If not, thank a City employee. Was your garbage collected last week? If so, thank a City employee. I, for one, go home in the evening with the firm realization that I earned my pay and then some.

We do far more than "nothing." Its a shame you will never, even for a moment, give any of us the benefit of the doubt.

And no, you cannot have an "Amen."!!!

I have to make a few observations about this election and specifically this blog. I have read the posts and found how much and how little people are truly informed. Gone are the days of ignorance of the masses. With the information available through the media and the web, you really have to be a hermit to be totally uninformed.

Another conclusion I have reached is that anonymous blogs can be used to spread misinformation (sometimes lies and sometimes truly misinformed). I have read things on this bolg about myself and others that I know are not true. I have resisted responding becasue I would only be meet with a "prove it" or I heard differently.

There is no solution to the misinformation problem when anonymous posts are alllowed; however, I think those posts serve a purpose. And btw (like those initials - old dog, new trick), you are still anonymous even if you make up a catchy blogger name.

Finally, some comments about Mr. Roy. Despite what some people say, he is a good man. Honest, incredibly bright, fair minded, not afraid to act, but sometimes too quick to react; but time and experience will cure that minor ail. I am proud to say that he is my friend and I firmly believe he will be a great Mayor. And no, I do not want any job with the city.

To the blogger who can't get to the Roy reports:
It's a little tricky, go to the ethic's site, then "scanned reports", then type in "roy", he is in the list as "Roy, Jacques M."

If you type in his full name, you don't get any results...must be a problem with their search engine. But rest assured his reports are their. They do appear latter than electronic filled reports due to the manual scanning and publishing time.

Now to the rest of you NASTY bloggers: See how hard that was to help someone out, instead of beating them up cause they can't find the reports!

That is a complete falsehood and bad rap for all lawyers. First, as you can see, even insurance defense lawyers often represent plaintiffs in personal injury actions, as did the Provosty firm in Brewers suit for consortium damages against State Farm.
Second, it would be unethical for a lawyer to solicit client by passing his cards out. If you have proof of that, report the offender to the Office of Disciplinary Counsel, State Bar Association.
Lastly, the laws which enable people to file lawsuits for damages, and what types of damages, are passed by the Louisiana Legislature, which consist of 2/3rds non-lawyers.
You must be a Brewerista, spounting lies and falshoods. Turn your attention away from lawyers who apply the law, onto politicians who lie and decieve the people and act unethically.

No, that isn't what Roy does. Go ask him yourself. The caller manufactured a lie.

This whole election is amazing to me as well, but probably not for the same reason.

It's amazing to me that the day before the election someone would anonymously call into a radio show and allege that Mr. Roy handed his business card to someone who slipped and fell.

As the previous poster stated, that's a serious allegation, a violation of the code of ethics and conduct that all lawyers must follow, and I promise you this: It's patently false and borders on criminal defamation.

It's amazing that Mrs. Brewer has repeatedly and consistently claimed on television, on the radio, and in mail-outs that EMS will be receiving HALF of the ratepayer money, when, in fact, her signature appears on the fact sheet that reduced EMS's fee from 50% to 20%.

It's amazing to me that she has also implied that Jacques Roy stands to financially benefit from the City's case against CLECO, when she knows, without any doubt, that Mr. Roy's representation of Sam Sansing has absolutely nothing to do with COA V. Cleco.

It's amazing to me that one of Mrs. Brewer's television commercial conflates the personal tragedy of rape with the campaign waged against her by Jacques Roy in the primary, a campaign, incidentally, that did not lie or play fast with any of the basic facts. Indeed, every piece of campaign literature was thoroughly sourced and researched. Mrs. Brewer was afforded every opportunity to respond to this. If the facts were truly in her favor, then I think she would have waged a much different campaign during the run-off.

It's amazing that Brewer would use the mailing lists of not one but two of Alexandria's most important 501c3s (non-profits) who are barred by the IRS from participating in political campaigning.

It's amazing to me that we're supposed to stomach this type of campaigning.

It's amazing that if we speak out against it, we're somehow "mean."

And it's amazing that no matter how many times the record is set straight, whether it's about Cleco or Harold Chambers, some people still don't get it.

If it were not for Joe Despino, there would be many administrative, department heads, possibly councilmen, and others in jail by now. Joe is extremely knowlegible on purchasing policies and procedures, Louisiana State Law with regards to purchasing, and just happens to be quite informed on the City's policies. If you want to know, call Joe. He can tell you what you can do and cannot do to keep you out of hot water. He will call your hand politely when you are wrong and is a tremendous asset for COA. He carries a heavy load and earns his keep, plus some. For those of you who are hung up on his vehicle, get your rears out there during the hurricans, storms, floods, rain, and any other emergency that causes problems. I do believe that he is the first or second person that works for COA that is notified by 911 if these conditions arise. I do believe his credibility is impecable, according to folks at the 911 center. His vehicle is used for those purposes and if you see it at 911, City Hall for meetings (those should be divided by two and the remainder be done over conference calls and e-mail, but there are too many idiots who are not familiar with cyber-space), organizing sand bagging operations that should be taken care of by Public Works employees that fail to do their job, staying late after work to fix all the screw ups that COA employees fail to pay attention to when preparing purchase requisitions, (including Capital Projects), weekend inventory, special meetings and on and on. Besides that, it was a condition of his employment when he was hired, "And we will supply you with a vehicle, but you will be on 24 hour call". If you think you can walk in Joe's shoes, I challenge you to go to work with Mr. D. for two weeks and keep up (by the way, keep the mileage on the vehicle). City employees are taxed for the personal use of a City vehicle. His job includes meeting with vendors, so you might see the vehicle at any place of business, not all meeting are at his office or City Hall. What's the gripe, you did not come in low during the last bid process and hold Joe responsible? Get a life. I am not Joe and do not work for Joe, but I might just know him fairly well. All this car business is legit. with policies the City has in place.

re despino, who i have no personal knowledge of, it's time to lay off city employees and trust in your new mayor to make the right decisions. frankly, a lot of this sounds like sour grapes. regardless, roy is fully capable of deciding who is pulling their weight and who is not. as i posted earlier, the vast majority of public employees are trying to do right, and deserve our thanks.

What is there in Despino's job description that would make him a first responder? When he was hired, he was not promised a car, I don't think he was ever authorized to have a car, and why would he need a car. He is a purchasing agent. Are their handsoap or toilet paper emergencies that he must respond through means other than a telephone or fax. It's not about Joe. It's about me. It's about the waste of my hard-earned money. Does he have a radio and other communication and emergency equipment in the city car?

I agree that the majority of city employees are dedicated individuals who make their community a better place. Like anything else, a squeaky wheel gets the grease. But those are few and far between. We owe the vast majority of city employees a debt of gratitude for their dedication and hard work. Joe Despino is one of those, IMHO. Sounds like some individual had a bone to pick with Mr. Despino. That's unfortunate because I have known him to be an honorable man and a good employee.

Dale Hoffman said on the 6:00 KALB news that most of the folks interviewed said they would vote for Delores Brewer. Is KALB supporting Brewer with non-scientific polls and if so, why? I have seen no polls that have even hinted that Brewer would be close. Is this an attempt to change the election by giving a slanted view of the mind set of the voters? Who at KALB makes these decisions? What's the scoop?

But Mr. Roy has impressed me with his intelligence, his passion for Alexandria and his classy demeanor. I am very excited about the fact that Mr. Roy was able to engage so many younger voters to become involved in this race. That speaks well for the future of our city.

Yes they do; its called a Commuting Report. Make a public records request and ask for it.

He might have it parked when on vacation, but he is on 24! He might be sick of people like you and be at home sick, but he is on 24! Get mommie to purchase some Boudreaux's butt paste for your lips and sit on the porch and count how many city vehicles drive by and you can have more chest pains with your swollen lips! Besides, if Joe went to the Pool of Motors, they are busy changing the oil in all the other city vehicles that your other alustrious employees take home, so Joe would probably not have one available for him. By the way, I hear it takes about 6-7 hours to get an oil change, but actually that is not an accurate time either because first the oil change has to be scheduled, then the department has to be notified, then after a few days the vehicle has to be delivered (another vehicle drives to pick up the driver of the oil vehicle, then the 6-7 hour service starts, another ride to pick up the serviced vehicle, oops, gota get gas, opps, gotta go back to get the paperwork, well, its time to knock off, oops, we're in overtime now, well might as well make it 3 hours to total 11 hr. day. Now Joe is still driving his vehicle and has actually saved the city money. So see, Joe ain't no dummy after all, he is looking out for people like you, but what is sad, is that Joe ain't got no butt paste. Could you possibly loan him some?

I have no idea what Joe does, and as such cannot make any decision as to wether his use of a vehicle is cost effective or not. But how dare any of you to argue that we, the tax paying citizens, do not have a right to ask questions. There are many many people out here that work just as hard and for as many long hours without the retirement, hospitalization and holidays nor a vehicle to go home in. We too are called out on emergencies, in our own vehicles. Have you ever called a plumber, electrician, air conditioning man or mechanic out after hours or on weekends?
To make a decision without knowing the facts would be wrong, but you can bet your bottom dollar that we have a right to ask questions about the public employees that work for us.

Sure you and I both have that right, I pay taxes too, and do not have good bennies @ work and also use my vehicle for an 8:00-6:00 job and some on rotating weekends, but I am going to live longer than you because I do not worry about such small things. By the end of the budget year, I'll bet the cost of Joe's use of a vehicle is just a small drop in the bucket compared to big picture. Give it a break and focus on something worth your time, effort, and thought, IMHO.

Having worked through Katrina and Rita as a private individual I can certainly understand why the purchasing agent would be on call during times of emergency. I am not going to question whether or not he needs a personal vehicle or not - that is something the Council and the Mayor should decide and YES, we as citizens have a right to question if we feel our tax dollars are not being well spent.

I will say this. I have found many great city employees - those that do not fit the mold of civil service and who will go out of their way to fix a citizens problem if possible. Some will stop everything they are doing to help when necessary. However, there are still a few, who are there just drawing a check and those unfortunately are the ones we see in public parked in city vehicles napping by city park, ganged up at Gate or other known locations, or simply gone at 3 PM despite the fact their department is open until 5. The City is no different than any other large corporation who has a "protective union" of workers. By this I mean a mechanism in place that will not easily allow for the dismissal of those not performing at the level they should. Documentation helps. The fact this is a right to work state helps, but there are still instances where it is extremely difficult to dismiss a person without months of paperwork prior to the dismissal. Civil service only complicates this process for the city.

Civil, you obviously think that the cost of having the lights come on and toilets flush is some level of obvious fraud, abuse, and waste. I disagree. The reason that we have to root out fraud, abuse, and waste, is two fold:
To maximize the public dollars, spend the money for the public benefit;

To create and maintain public confidence in the people they entrust with their city government.

I don't Despino or why he has become a focus of this conversation, but I do know that the questions about a rational justification of a public expenditure have never been satisfactorily answered and Despino appears to represent a wasteful policy in the eyes of many posters. How many Despinos are there out there? How much does it cost us and affect the function of the City? Would you, Civil, like for there to be more money available for your city salary? Could you do more and better service for us if you had more money and resources and support?

I disagree with Civil's basic assertion. I think that the reason that our lights are on and our toilets flush is us. We work hard and pay for the services and the people that manage them. They are not a gift resulting from Civil's generosity. Civil's attitude of us versus them the a likely cause of the unjustified criticism of city workers. The lady at the utility office doesn't "give" me the trash bags - I give her a job.

Civil, you and I are essentially in complete agreement. The city services here such as utilities delivery, water dept. trash and gargbage pickup, and street care, are the best I have ever seen. If you lived in Austin you would be astounded at the taxes you would pay and the cost of getting one bag of garbage picked up once a week. I commend the city management and workers for the great quality of life we enjoy. I also agree that everyone, city worker and citizen would benefit from a system that eliminates fraud, abuse, and waste and from a system that gives Alexandrians pride and confidence in what is done and how. My impression of the misconduct at the highest levels is that it is neither subtle nor smart. People in your position know where to look. I hope you will share your knowldege and insight with the new Mayor and be part of the solution instead of the problem. I thank you for your service.

You have implied that in a time of emergency the City Purchasing Agent must be called out because all the other Department heads charged with responding to emergency situations are totaly incompetent. To that I say bullshit.

According to your "Praise the Lord Joe Despino" statement the Public Works Director and each of his Department Heads are totally unable to react in an emergency situation and the Purchasing Agent must assume the mantle of Public Works Director and direct the response.

Meetings - use a pool vehicle. I'll bet Mr. Despino is probably the most overworked individual with the City. With all these allegations of illegal contracts why didn't he advise the council and Mayor the contracts were illegal?

Ya'll's party will end today and I wonder what's next. I live in Pineville and I am not a Brewerite nor a Royesta. I have not contributed to the blog other than to state "It's great to live in Pineville." I do wonder how many people read this blog and how much of an effect made on the election. I have read this since the begining and would like to know if it has only been 5 or 6 bloggers this entire time.

I had hopes as I read entries that more of Alexandria felt as this blog did and would elect others to the city council; but that didn't happen. Now will your predictions for mayor be better than it was for city council?

If I could vote in this election I'd have to pick Roy. He could be anything from a lousy mayor to the best you've had. I just believe he deserves a chance as I am tired of the same old crap from politicians. A young person with ideas needs to be encouraged. I have just about decided if we had Julia's and Target on this side of the river I'd have no need to ever go to Alexandria again.

The TT is a rag, KALB has no real news department and last night I see KALB is going to have a CBS station. Makes me so desparate I'm on the verge of tears. KLFY was and has been so much better providing information during disasters. I bet the cable won't carry two CBS stations. And the Advocate is not available for home delivery in Pineville.

The Alex. mayor's race was once again featured in John Maginnis' Political Fax weekly on Friday. Title of story was "Animal Farm" Theme in Alexandria Mayoral Ads. Bottom line according to Maginnis is that "most people think the skunk piece (sent by Roy in primary) did more damage than the pig ad can reverse--and that Roy will win, provided black voters return to the polls after four black candidates were eliminated in the runoff."
Additionally, at the end of the Fax Weekly, in the "They Said It" section, Maginnis included Roy Fletcher's quote from the Town Talk about why Delores broke her promise not to go negative. Fletcher said, "She made a promise that night, but you know what? She changed her mind, just like any other lady."
Charming, just charming. Can't wait for 8:00 p.m. tonight to get this mess overwith. I disagree with Maginnis about the race hinging on black vote, though. I believe Roy will beat her among whites, too.
