The People have spoken!

Jacques Roy is our new Mayor. Unfortunately, he will soon find out that he will be the new whipping boy. Politics - as things change so they remain the same.

Alexandrians voted for change, but how many are willing to help? There are many contracts out there that are held by the "elected familia". Not contracts that were bid on, but actual active contracts. Where will Mr. Roy start? Mr. Roy, dazzle us!

Whoa! ... I do know that there was a board problem with one of the board members not understanding the by-laws. I also undestood from certain sources that the board member did not follow the ethics of boards. I do have to agree with the previous remark about knowing if there was trouble. Most of the elected officials that I know laude the organization. As a Democrat myself, I actually appreciate the fact that there are two watchdogs; if everybody watches everybody else who can pull anything off!

Alot has been said about Roy Fletcher, but nothing has been said about Jaques democratic political consultant Trey Ourso. He ran a masterful game plan and brilliant campaign. He's close to Jaques age, is smart and has class. He is a force in Louisiana politics. Good job Trey.

Oh contrare', how soon we forget. Brewer was sitting at almost 25% before Ourso took the reigns. Rosevelt was right behind her at about 20%, with Jaques sitting at 11%. The strategy mapped out by Ourso worked masterfully after that point and the Brewer camp imploded. Sorry you don't agree, but the proofs in the primary.

Although very excited about Roy's win, I thought KALB's coverage of the election last night showed a definite lack of professionalism. I mean, I know emotions were heightened and nothing was scripted, etc. but really!

Example- Renee Allen: "Are you excited about how everything went?" Brewer: "Uh, no. I'm not excited about how things went."

What a horrible question! What was Allen expecting her to say, "YEAH! This race was awesome! It got really negative and I only got about a quarter of the vote! I'm so excited!" Give me a break...

The rest of the KALB gang had their fair share of gaffes as well...just things I wouldn't expect out of a professional news team. Plus, they were behind with reporting the numbers as they came in. I followed the Sec. of State website & was more up to date with the standings than KALB seemed to be.

We've got a fresh, new mayor-elect poised to make positive changes for our city. I can only hope that our media outlets (TT included) can follow suit and get it together.

Let's all roll up our sleeves and work with and support Mayor-Elect Roy to make Alexandria the best city it can be! I was happy to see the current mayor, plus many city councilmen, including Chuck Fowler at the Roy victory party last night. Even though Fowler and some of the other city councilmen supported other candidates initially, being there shows a strong desire to work with the new mayor. I think it was very appropriate for them to make an appearance. Also,it said a lot about Mayor-elect Roy that he was so gracious to Mayor Ned, Mayor Fields and the city councilmen there. Plus--what a great victory speech!

Mayor-elect Roy has every reason never speak to Hoffman for any reason, or intimidate the HELL out of him by speaking only to him!!! What a MORON!!! Guess that's why he's here & never moved on to greener pastures... Smug, arrogant media bastard he evidently is...

The only possible explaination is that the "deciders" at KALB don't watch Channel 5 on the weekends. Renee Allen cannot read what she is handed, does not understand what she reads, and talks with such an affect that most common words used in the newsplace are mispronounced. I have often wondered why KALB subjects us to someone of such limited skill, talent, and understanding.

On the other hand, the Town Talk poll had Roy at 73% and Brewer at 27%. This is the second time their survey has nailed it. Bet it will get lots of attention in the future.

I don't know how you can fault roy's campaign advisors (and roy). geeze louise, they basically took names and kicked ass. 60-40 is a stomping in todays world. anything above that is major pimp slapping. sure, delores stepped in it after the run-off, but roy still had to get the vote out. again, deserved praise all around.

Utterly amazing. Roy decimates his opposition with a 3:1 margin and you are criticizing his advisors. The critical thing for Roy to do was to respond properly or not respond at all, to Delores's aggression.

I think that you have to evaluate the Roy campaign on its result which amazed even the most optimistic Roy rooter.

The Roy campaign sent Jacques to city hall and Delores to Disney World. I call that a happy ending.

I don't think the media is through monitoring blogs. They really can't afford to. Godard did not have one single original idea for election coverage since John Sams announced last year. All of her creative ideas came from us and, to her credit, she, or her boss, listened and put some of our ideas into play.

There "anchors" are a very skinny very pretty raven-haired moron and her middle-aged comb-over foil. That's tough to take 2 or 3 times a day. And that's as good as it gets. The weather guys, for some reason, are cool. But they will move one to make a living. We will be left with Jethro Clampet Konvica tell us what probably won't happen. But being the only station in town, it is the best station in town.

At the KALB website they announce the station will be both NBC and CBS. What you want to bet the newscasters will read the news for both stations? And I bet Suddenlink will drop KLFY. Ahhh Trey speaks again...

Ever the spinner aren't we Trey. Look! The primary success is due to one thing, Roy's age. There was a certain age group in Alexandria who thought the blue bloods were a joke and voted for Roy in response to that, and that alone. There were too many other candidates in the rest of the field to consolidate the blueblood/black vote under one camdidate. Consider this, had Fuller not run, Johnson would have been in the primary, not Brewer. Jacques would have had a tough time against Johnson.

I would have voted for Jacques either way, and believe that he will be a GREAT mayor. However, Trey Ourso had no effect on Jacques success.

And, furthermore, I was not missing in action during this campaign. I worked everyday for my candidate. My candidate didn't win, but I was there. I couldn't even vote for her, but I did what I could. I didn't view We Saw That as sniping. I saw him more outraged that American Christian leaders, along with others were not condoning the event. What's more surprising is that Mexico City's government just approved rights for gay unions - this doesn't mean they approved gay marriages, just that gay couples could register for inheritance, social benefits and pensions. The same law applies to unwed hetrosexuals who live together. Mexico City since it is a Federal District has it's own government and neither President Fox nor President-elect Calderon could do anything to stop the passage. Why I say this is more surprising is the majority of hispanics are catholic. You would think a statement would have already been issued from the Vatican condeming the law.

Perhaps you can honestly disagree with certain Jewish or Israeli philosophy but most enlightened science now recognizes homosexuality as a genetic predisposition. How can you condemn a genetic dispostion like being gay or caucasian or freckled out of anything but pure bigotry. Being gay must be an enormous burden. Why do people like to pile it on?

The rest of the argument is, of course you can have a philosophical difference without being a bigot just like you can have nude paintings without them being pornography, and like pornography, bigotry is hard to define but most of us know it when we see it.

This plays right into the council's hands that they govern an apathetic electorate. I am sure that Jacques will be most vigilant in establishing the proper boundaries set forth in the charter for the mayor-council relationship, but he cannnot do it alone. All of us have three council members to remind that they are elected to do our bidding and they would be Roosevelt Johnson, Myron Lawson, and your particular district councilman. Phone calls seem to have the greatest impact since a dialogue is conducted. Packing the house at the council meeting helps but all of the business is discussed during the committe meetings throughout the afternoon prior to the official meeting where the agenda is followed and votes cast in rapid succession and short order with little interest in public input.

They are actually required to post agenda matters and allow for public discussion prior to voting for an ordinance. If they were held to account on procedural matters, that would go a long way to address many of the past misdeeds. It is a moot point to discuss removal from office due to failure to follow procedure so soon after re-election since it is up to the remaining council to appoint any replacements. Removal for cause by litigation is the mechanism to be utilized under the charter. It should also be noted that it is their duty to provide for the public's safety and their disregard for our police chief's request for more officers combined with the willingness to discuss spending funds on development projects shows a willful neglect of the public's safety. Malfeasance issues could be involved at that point as the citizenry has expressed the opinion that they concur with Chief Coutee's assessment. More of us must get directly involved, possibly to the point of forming a citizens oversight committee. What say you??

They now live in a consequence-free zone with an electorate, a district attorney, and an attorney general that don't care what they do. I understand that Fowler will draw at least one opponent and with Fowler's ethics and personality problems, he could be in trouble.

How dense are you? The Ethics Board found it unethical, and that his dealings with CLECO violated the law. The Legislature put they Ethics Board in control of such determinations, not you. And thank God for that, if you do not see anything wrong with high utility bills from CLECO, not detected by our City Councel, while Fowler is making thousands of dollars off of CLECO.
The law prohibits politicians from contracting with the one's their agency does business in, so that we DO NOT have to look for and prove anything further. Fowler is a law breaker.
Is your position that you oppose corruption and illegality from politicians you don't like, but think that it's ok from those you do like, such as Fowler?

I would say that you are jumping to conclusions as the legislative audit report described actions by the council that did not comply with the law and merit further investigation and possible action.
While Myron has been proven a successful businessman with all of the other positive attributes that he posesses, my contention has been and is that he and his voting block have been very successful at dispensing political favoritism at the expense of the greater part of Alexandria, Fast Track being the last glaring example. The very same developers that have been accused of feeding at the public trough have exerted their influence to make that happen. That is not a race issue, but a money and influence issue that has transpired at the expense of other areas of the city. The race issue is a distractive, divisive accusation that clouds the issue of what is beneficial to have our city move forward. We all talk about moving forward in generalities, maybe it is time to be specific and set some benchmarks like population goals, incorporated area figures, average percapita income, etc. I personally will continue to point out illegalities and poor judgement while continuing to promote positive actions in our community. You would be suprised how many ethnic groups are represented in my genetic family.

My main impetus is that our city government should confine itself to its inherent functions that it can do well. Police, Fire, and all of the other health and safety issues that fall under city functions should be done well. If the city can provide its services with maximum efficiency and high satisfaction, the atmosphere that would be created will draw capital investment. That is why I contend that the city council oersteps its boundaries when it delves into marina projects and sport complexes and all of the other economic development project that they have discussed. I contend that if they did their job well, the result would be a well-planned, safe, and attractive city that would be attractive to economic development.

The problem is that the law is not being equally enforced. The whole Fowler issue came to light when Chuck asked the Ethics Board for an opinion. He was not "busted" on anything. Well that ruling says he cannot do business with anyone having a contract with the City nor with any one who is a vendor to the City. Apply that same standard to Myron: who in the hell doesn't need insurance. Bridgett has contracts with the City and rents space from Myron.

Admitting my lack of formal education I must ask a question relative to the City of Alexandria Government and government in general.

It would seem to me that folks form governments and government agencies in order to provide, collectively, services to the multitude that the multitude is unable to provide itself as individuals. Does marina's come under that descriptions.

Another cute thing about this area for those that think racial bigotry is not present in Alexandria and practiced on the part of our elected "school board" members of color I offer the following. The official publication of a special Rapides parish School Board meeting held to fire two individuals was recently published in the Town Talk. These two individuals were a "team", supposedly were guilty of the exact same thing and were fired for the same infraction. During this special meeting Herbet Dixon brought up a motion to suspend the Black employee for 3 months and to fire the white employee.

Now all you liberal, ciolor blind folks that kep posting the use of race is argumentative and intended to change the focus of an issue need to dwell upon this action. Two people supposedly guilty of the same infraction and Hebert Dixon (isn't he some kind of union head and supposed to equally represent folks) wants the black treated differently than the white fellow. And you'll gonna convince me all that is desired is equality?

Speaking of the Rapides Parish School Board Maintenace Department I have wondered why the Board felt the need to hire a person from Oakdale to run that Department. Seems strange there are no qualified people in Rapides Parish.

Is it true that the head of the Maintenance Department had a maintenance employee fill up a weed eater and blower with School Board gas and took them home to work in his yard?

How many more ethical violations are occurring.

I heard in the wind that air conditioning maintenance personnel were doing electrical wiring at Buckeye football field. Shouldn't running of conduit and electrical circuits be done by licensed electricians?

To add a little more information the Rapides Parish School Board Maintenance Department personnel were threatened with being fired if they showed up to testify and tell the truth at the special Board meeting held to fire the two employees.
Seems as though we need these employees placed under oath and questioned.

Here's the REAL question - has there ever been a request for a determination if Myron can rent to Bridgett? If he can, is she still eligible to receive city contracts? Until we have those questions addressed by the Attorney General's office, they will continue to do as they are with no regard for the apprearance of unethical practices. Perhaps our new Mayor and his new City Attorney should request an opinion. This may bring about one way to end Bridgett's career as a contractor for the City. That or she will have to find new office space.

On the other hand, does anyone know whether or not Myron owns the building outright? Is it possible she and Myron own it together in a partnership or some other type of business structure? If that is the case, then you would still need the AG opinion about whether his business partner could receive contracts from the City.

True Alligator. The Attorney General does not give opinions to private citizens. Also, the Ethics Board does not accept anonymous complaints. Complaints must set forth specific facts and name names. In fact, less Board votes are needed to initiate an investigation, if a copy of the complaint is sent to the alleged wrondoer.
Bottom line much of the anonymous ubsubstantiated bullshit posted here would not fly. If you have information of illegal or unethical conduct, be a responsible citizen and step up to the plate and report it.

Another theory you might want to consider is that the likelyhood of the District Attorney, Sheriff, or Attorney General actively investigating a current office holder is inversely proportional to that that D.
A., etc. belief that the "investigatee" can help/hurt that law enforcer stay in office. Public duty be damned, all that matters is hanging on to power.

The only charges currently against William Jefferson are the ones on his credit card. Go figure.

Reality mentions a controling consideration which is: one reason that it is so important to maintain one's self in power and be re-elected at any cost is that when you leave power, people start digging thru your mistakes and misdeeds because, as Reality said, they ain't scared of you anymore. What we have here is a sort of self-perpetuating mutual protection clusterfuck. No way out.

There are certain professions that attract people who just want power. A high percentage of lawyers are drawn to the law because of the power it bestows on them. A lot of the folks in the police dep't, military, ministry and other professions simply enjoy the power the get and realize that particular profession gets them plenty. But just about all drawn to politics (that is gov't which relies totally on force) are in it for the power. The accoutrements are varied, such as undeserved wealth, unearned prestige, higher ranking in society without any achievements to merit such, an undeserved presence garnering their aquaintances' awe, respect, fear, devotion, and a sort of bondage related to their entanglement with the powermonger and the thrill of inspiring naked fear in their underlings. You and/or I cannot change that. It has been going on since religion and government were first started. In fact, before, which is why both were started. Ethics in govt is an oxymoron of the 'nth degree. To expect the power mad to allow restraints on their power is naive. It ain't gonna happen.. Only the grossest of acts will result in rebukes. Jefferson's obvious bribery and theft from his cohorts in crime, Foley's sexual quirks, Nixon's megalomania, EWEs delusions of existence of previous Royal Blood, Tommy Wrights little rendezvous @ Beulow etc. I mean $90,000 in a freezer of marked bills and a tape recording of Jeff taking a hundred grand, promising to bribe some Nigerian with it and in actuality he gives the potentate only ten and keeps the ninety himself. Did some one file an ethics charge against him, locally, or nationally? Ain't gonna happen, he may get reelected. I contend that the discussion of ethics in govt is what the pols want us to do to keep us busy so we will be less informed on the basis of govt and more likely to go along with their true purpose, accumulation of power.

Smokescreen, you explain why those in power don't willingly relinquish power but you don't explain why we, knowing what they are and what they do and how it harms us, restore and maintain them in power. The grand slam of the Alexandria city council is a perfect example. I can't imagine how an informed caring person could hold their nose and pull the lever for a current councilman but they did. I don't think you can conclude that we profer corruption. There is a lesson to be learned but I don't yet know what it is.

People get locked in with their guy and stand by their man. You saw it here when many diehard Delores supporters stayed with her even though it was as obvious as OJ's guilt that she was intellectually dishonest. Many of the voters want power also which is why many give thousands to campaigns. The most honest voters now stay home because they realize that to replace one crook with one just as bad is a waste of time. The history of the world is the individual fleeing the oppression of the govt and the church. They came to this country in the search of individual freedom and kept going west for more freedom. The internet is the new continent in which individual right seekers are inhabiting. We can't entertain the answer until more understand the question, but the dwindling number of folks voting is not a bad sign, but a good one. It is indicative of the fact more are understanding the govt and refusing to participate in an evil concept. The discussions on this blog would have been impossible a quarter of a century ago, but they are increasing our freedom by shining light on the govt.

Sec. 2-04. Vacancies.
(A) The office of councilman shall become vacant upon death, resignation, removal from office in any manner authorized by law, or forfeiture of office.
(B) Any councilman shall forfeit his office if he: (1) lacks at any time during his term of office any qualification for the office prescribed by this charter, or (2) violates any express prohibition of this charter, or (3) if he is disqualified by law from holding public office.
(C) Vacancies in the office of councilman shall be filled by appointment by the remaining members of the council. A tie vote on the appointment shall be broken by the mayor. If less than one year remains of the unexpired term, the appointee shall serve out the remainder of the term. If the remainder of the term is greater than one year, the appointee shall serve until the office is filled by election. Any election to fill the vacancy shall be called as prescribed by state law, provided that said election shallcoincide with the next scheduled election to be held in the city more than six (6) months after first receipt of notice of the vacancy by the secretary of state. Should the special election coincide with the election at which the office is to be filled for the succeeding term, no special election shall be held and the appointment shall be effective for the remaining unexpired portion of the term of office.
(D) All appointees shall have the same qualifications for the position as established in section 2-01 of this charter.
State law references: Similar provisions as to filling vacancies, R.S. 18:602.

Sec. 2-07. Prohibitions.
(A) No councilman shall hold any other city office or city employment during the term for which he was elected to the council, and no former councilman shall hold any compensated appointive city office or city employment until one year after the expiration of the term for which he was elected to the council.
(B) Neither the council nor any of its members shall in any manner dictate the appointment or removal of any city administrative officers or employees whom the mayor or any of his subordinates are empowered to appoint, except as provided elsewhere in this charter.
(C) Except for the purpose of inquiries and investigations under section 2-08, the council or its members shall deal with city officers and employees who are subject to the direction and supervision of the mayor solely through the mayor, and neither the council nor its members shall give orders to any such officer or employee, either publicly or privately.
(D) Any citizen, including city employees, may bring suit in a court of proper jurisdiction against the mayor or any councilman for violation of provisions of this section.

there's the big stick. we don't have to wait for other governmental officials to hold the council responsible. maybe it's time to start showing up at council meetings and introduce the concept of public input and stop the closed door meetings that actually decide council policy.

I think you are overlooking a couple obvious facts:

They are not at all sensitive to public opinion; and

The real policy and council business is conducted at the CFS Saloon, after hours, out of the public eye, away from and without Fowler (Harry is included in the process) and what you get at the committee meetings is already a conclusion plus a little show business. A good place to start would be breach of the public meetings law but if they are all in on it (except for Fowler who has thus far been gutless) then how do you bust it up? Can't have grand jury without the DA and for reasons already discusses, that won't happen.

PS You are talking to the wall. None of the "activists" and "commentators" on here would show up to see Jesus sworn in. Biff, your heart is pure but your objectives are unrealistic.

No privilege, rebate, reduced rate or any other thing of value may be directly or indirectly solicited or received by an officer, official or employee of the city from any person, firm or corporation doing business with the city.
Any city officer or employee who has a substantial financial interest, direct or indirect or by reason of ownership of stock in any corporation, in any contract with the city or in the sale of any land, material, supplies or services to the city or to a contractor supplying the city shall make known that interest and shall be prohibited from voting or otherwise participating in his capacity as a city officer or employee in the making of such sale or in the making or performance of such contract. Any city officer or employee who willfully conceals such a substantial financial interest or willfully violates the requirements of this section shall be guilty of malfeasance in office or position and shall forfeit his office or position. Violation of this section with the knowledge express or implied of the person or corporation contracting with or making a sale to the city shall render the contract or sale voidable by the mayor or the city council.

An interesting story is how Lawson attempted to strongarm Chris Roy, Sr. into bringing Bridget in on the Cleco case. They were willing to discuss it before but now, I don't know.
